MONDAY, December 14, 2015 —1:00 P.M.
The City Council of the City of Stephenville, Texas, convened on December 14, 2015, at 1:00 p.m., at
Fire Station No. 2, 1201 Pecan Hill Drive, for the purpose of a Special Council Meeting, with the meeting
being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having
been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the
following members present, to wit:
Mayor Jerry K. Weldon II
Mayor Pro-Tem Russ McDaniel
Council members Mark McClinton
Boyd Waggoner
Doug Svien
Rhett Harrison (2:00 p.m.)
Alan Nix
Sherry Zachery
Jerry Warren (2:00 p.m.)
Others Attending Pat Bridges, City Administrator
Randy Thomas, City Attorney
Cindy L. Stafford, City Secretary
I. Call to Order. The meeting of the Stephenville City Council was called to order at 1:00 p.m.
on Monday, December 14, 2015, by Mayor Weldon.
II. Consider Approval of Application for Sales Tax Refund/Rebate filed by H.B. Restaurants,
Inc.
Aron Fogiel with H.B. Restaurants, Inc. addressed the council requesting a sales tax
refund/rebate under the city's Economic Development Incentives Program.
Subsequent to questions and discussion, council took action on this matter. MOTION by
Russ McDanel, second by Mark McClinton, to approve the sales tax rebate agreementwith
H.B. Restaurants, Inc. as set forth in the Application for Tax Abatement with a cap of the
rebate set at $2.2M in annual sales for the entire ten years of the agreement and subject to
the city attorney's review.
MOTION by Russ McDanel, second by Alan Nix, to amend the motion to include that the
sales tax rebate shall be paid from the SEDA sales tax allocations.
VOTE on the amendment to the motion CARRIED. Council member Warren did not vote.
VOTE on the amended motion CARRIED. Council member Warren did not vote.
