The City Council of the City of Stephenville, Texas, convened on December 1, 2015, at 5:30 p.m., in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Mayor Pro-Tem Council members Jerry K. Weldon II Russ McDanel Mark McClinton Boyd Waggoner Doug Svien Rhett Harrison Alan Nix Sherry Zachery Jerry Warren Others Attending Patrick C. Bridges, City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, December 1, 2015, by Mayor Weldon. The mayor began by quoting from Psalm 90:17, "May the favor of the Lord our God be upon us and confirm for us the work of our hands —yes, confirm the work of our hands." The mayor highlighted upcoming events —Angel Tree on December 7, and Holly Jolly Christmas, December 8, at the Downtown Plaza. Mayor Weldon recognized Fire Chief Jimmy Chew on his 45-year employment anniversary with the City of Stephenville. He thanked Chief Chew for his service and dedication to the citizens of Stephenville and noted that his is the longest tenured employment to date with the city. Chew stated, "I'm really not that old, I just found what I wanted to do early and kept at it." II. Citizens' General Discussion. No one came forward to address the council. 7 Regular Business Meeting December 1, 2015 Stephenville City Council III. Chabin Concepts, Inc. Report —Audrey Taylor, President Taylor explained that the Economic Development Action Plan is intended as a framework to guide future economic development activities in the City of Stephenville as a new economic development program is launched to address economic growth, achieve economic and community goals and move forward key projects. This Economic Development Action identifies key economic development initiatives and projects and establishes a fully operational economic development office which is a key component to organizing and creating a business climate that will be attractive to diverse industry and business. MOTION by Alan Nix, second by Rhett Harrison, to accept the report submitted by Chabin Concepts, Inc. MOTION by Russ McDanel, second by Mark McClinton, to amend the motion to include crediting the city administrator with meeting the performance goal in his contract and compensating him accordingly. The matter was tabled in order to review the city administrator's contract provisions concerning this matter. following this review, the mayor pulled the matter from the table. VOTE on the amendment to the motion CARRIED by unanimous vote. VOTE on the amended motion CARRIED by unanimous vote. IV. PUBLIC WORKS COMMITTEE REPORT A. East Side Sewer Scope Update Nix explained that in 2010 a study was conducted of the East Side Sewer Project recognizing the need to provide improved service to the east and north sides of the city. The committee is looking to update the 2010 sewer study to accommodate a Phase I to include the connection to the existing system as well as provide the line from the wastewater treatment plant across the Bosque River, north of the Lingleville Road and also will encompass the area along US 281 where an industrial park is being proposed. It also will provide an alternate to the bid for the airport area. B. Consider Approval of Project Construction Development for the Methodist Branch Sanitary Sewer Collection System MOTION by Alan Nix, second by Mark McClinton, to approve the contract with Schrickel Rollins and Associates, Inc. for professional design services on the Methodist Branch Sanitary Sewer Relief Project. MOTION CARRIED. C. 2015 Concrete Projects. Two projects are being advertised —the intersection of College/Belknap Streets and Counts/Dublin Streets Regular Business Meeting December 1, 2015 Stephenville City Council D. 2015-2016 Street Project — Hyman and First. These plans include stormwater improvements to address localized flooding concerns in the area due to increased runoff from recent development. E. Consider Approval of Repairs to College Street Bridge. This bridge has been closed due to structural issues. Sanford LaHue, PE with Schrickel, Rollins and Associates, Inc. offered an in -place repair option as opposed to a remove and replace approach, explaining that the repair option is more economical. V. PUBLIC HEALTH AND SAFETY COMMITTEE REPORT —Consider Approval of an Additional Sworn Position in Police Department. MOTION by Russ McDanel, second by Mark McClinton, to approve an additional police officer position. MOTION CARRIED by unanimous vote. VI. Consider Approval of Ordinance No. 2015-0-18 Amending the Senior Citizens Advisory Board to Increase the Size of the Board. MOTION by Boyd Waggoner, second by Sherry Zachery, to adopt Ordinance No. 2015-0-18. MOTION CARRIED by unanimous vote. VII. NOMINATIONS COMMITTEE —Consider Approval of the Annual Appointments to Boards and Commissions. MOTION by Rhett Harrison, second by Russ McDanel, to approve the appointments to boards and commissions as listed below. MOTION CARRIED by unanimous vote. Consider Amending Code of Ordinances, Title III. Administration; Chapter 31. City Employees; Section 31.39. Appointment and Removal of City Employees, Restriction on City Council. Council member Waggoner expressed concern that the council has not followed the provisions of this ordinance and questioned if this ordinance should be enforced, amended, or rescinded. Mayor Weldon asked for a review of the Rules of Procedure as it may apply to this ordinance and for the Personnel Committee to take up the consideration of any changes to the ordinance. IX. CONSENT AGENDA —Approve Minutes of Regular Council Meeting on November 3, 2015. MOTION by Doug Svien, second by Russ McDanel, to approve the consent agenda. MOTION CARRIED by unanimous vote. X. Comments by City Administrator • December 51h at 9am—First Responders Appreciation Event on the Courthouse square • December 15 at 1pm—Council committee meetings • December 24-25—City offices closed for Christmas holiday • Boucher, Morgan and Young will begin work on the agreed -upon procedures of the Planning and Building Services for the period September 1, 2013 to July 31, 2014 and will report their findings at the January council meeting. Comments by Council members McClinton —Thanked Police Chief King for bringing an opportunity to Stephenville and the program is a shining example of trying to rebrand the city. He also congratulated Chief Chew for his 45 years on the job and thanked him for his service. Waggoner —Thanked city staff and Schrickel Rollins & Associates for coming up with an alternative manner of addressing the problem on the College Street Bridge. McDanel—Thanked Mayor Weldon and Doug Svien for their comments at the November 30th meeting —the need for a positive mindset on the council and in the community and that we need to look at new, better, more efficient ways of doing things. He wished everyone a Merry Christmas, Happy New Year, and God's blessings. Harrison —Praised everyone involved with the College Street Bridge project and the choice of remediation. Nix —Encouraged city staff with looking for better, more innovative ways of solving problems and addressing projects. Zachery—Thanked all the city employees fortheir hard work on the College Street Bridge. Weldon —Thanked city staff and employees for their work this year. Weldon said, "There {j is a sense in this community and council of a very positive, moving forward perspective that reflects the attitude described by the economic development presentation this evening that speaks to the attitude, the determination, the competiveness, the integrity —those qualities of this community —let's don't lose sight of, because we are truly blessed as a community as we look forsolutions to keep our community thriving and are able to enjoy the quality of life that we all treasure." Mayor Weldon conveyed best wishes and prayers for a speedy recovery to former Mayor Larry Hammett who was seriously injured in an accident and currently in the hospital in Fort Worth and also his wife, Pat. XII. EXECUTIVE SESSION.
