City of Stephenville - City Hall Council Chambers
TUESDAY, September 15, 2015 — 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on September 15, 2015, at 5:30 p.m., in
the Council Chambers at Stephenville City Hall, 298 West Washington Street, for the purpose of a Special
Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's
Texas Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:32 p.m.
on Tuesday, September 15, 2015, by Mayor Weldon, who welcomed a new addition to the
Stephenville Police Department. He introduced Barrett Wade Joiner who took the oath of
office as Police Officer.
Mayor Weldon then read a proclamation designating September 17-23, 2015 as
Constitution Week, marking the two hundred and twenty-eighth anniversary of the drafting
of the Constitution of the United States of America.
II. Consider Approval of Ordinance No. 2015-0-17 Adopting the Tax Rate for 2015
MOTION by Russ McDanel, second by Boyd Waggoner, to approve a tax rate of $0.49 per
hundred dollar valuation as indicated in Ordinance No. 2015-0-17. MOTION CARRIED.
III. Consider Approval of Ordinance No. 2015-0-18 Providing Budget Amendments for
FY2014/2015
MOTION by Doug Svien, second by Sherry Zachery, to approve Ordinance No. 2015-0-18.
MOTION CARRIED by unanimous vote.

t ' IV. Consider Approval of Contract Amendment with CH2MHILL-OMI
MOTION by Doug Svien, second by Mark McClinton, to approve Amendment to the
Agreement with CH 2 M HILL -OM I for operation of the Wastewater Treatment Plant. MOTION
CARRIED by unanimous vote.
V. Consider Approval of the Lease Purchase Agreement for a Rescue/Pumper Truck
MOTION by Doug Svien, second by Sherry Zachery, to approve the lease purchase
agreement for a rescue/pumper truck with three-year financing. MOTION CARRIED.
VI. Consider Approval of Funding for Development of a Concept Design for a Municipal
Facility
MOTION by Doug Svien, second by Russ McDanel, to approve a $15,500 expenditure for a
professional services proposal for Stephenville Site Plan Development and Feasibility, Multi -
Event Arena, Conference Center, Animal Shelter, and Dog Park. MOTION CARRIED.
VII. Adjourn
MOTION by Russ McDaniel, second by Boyd Waggoner, to adjourn. MOTION CARRIED at 5:47
p.m.
