City of Stephenville - City Hall Council Chambers
Tuesday, August 18, 2015 — 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on August 18, 2015, at 5:30 p.m., in the
Stephenville City Hall Council Chambers, 298 West Washington Street, for the purpose of a Special Council
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place
and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas
Codes Annotated, with the following members present, to wit:

Alan Nix
Sherry Zachery
Jerry Warren
Absent Mark McClinton
Others Attending Pat Bridges, City Administrator

Cindy L. Stafford, City Secretary
I. Call to Order. The meeting of the Stephenville City Council was called to order at 5:31 p.m.
on Tuesday, August 18, 2015, by Mayor Weldon.
II. Update from the City Administrator on a recommendation for professional services for a
compliance and system analysis for the Planning and Building Services
Pat Bridges stated that he is still in the process of identifying the right firm to conduct this
analysis. In the meantime, he is visiting with County -Wide Inspections to provide interim
building inspection services.
MOTION by Boyd Waggoner, second by Russ McDanel, to proceed with hiring a clerk
position for Planning and Building Services —using funds from this fiscal year —for the
position the council has approved for the 2015-2016 budget to allow the city administrator
to proceed using available funds in the budget. MOTION CARRIED.
III. Public Hearing on the Budget for Fiscal Year 2015-16
Mayor Weldon opened a public hearing. No one came forward to address the budget.
Mayor Weldon closed the public hearing.

IV. Consider the Time, Date and Place of a Public Hearing on the Tax Rate for 2015
MOTION by Doug Svien, second by Alan Nix, to set the first public hearing on the tax rate for
September 1, 2015 at 5:30 p.m. at City Hall Council Chambers, Stephenville, Texas, and to
set the second public hearing on the tax rate for September 8, 2015 at 5:30 p.m. at City Hall
Council Chambers, Stephenville, Texas. MOTION CARRIED.
V. EXECUTIVE SESSION. At 5:56 p.m., Mayor Weldon recessed the open portion of the
meeting, and council went into executive session in compliance with the provisions of the
Texas Open Meetings Law, Subchapter D, Government Code, Vernon's Texas Codes,
Annotated, in accordance with Sec. 551.074 Personnel Matters (a)(1) to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a
public officer or employee —City Administrator's Evaluation
The council convened in open session at 9:05 p.m.
VI. Action taken on matters discussed in executive session (if necessary)
No action was taken by the council.
VII. Adjourn
MOTION by Russ McDanel, second by Boyd Waggoner, to adjourn the meeting. MOTION
CARRIED at 9:07 p.m.
