The City Council of the City of Stepheir: a.c,'c.: c ... ,,cd or: September 20, 2016, at 5:30 p.m.,
in the City Hall Council Chambers, 298 West Washington Street, for the purpose of a Special Council
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's
Texas Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, September 20, 2016.
II. Consider Approval of Ordinance No. 2016-0-10 Adopting the Tax Rate for 2016
MOTION by Alan Nix, second by Mark McClinton, to adopt Ordinance No. 2016-0-10.
Following discussion, MOTION was made by Doug Svien, second by Mark McClinton, to
call the question. MOTION CARRIED to call the question. A roll call vote was taken on the
motion to adopt Ordinance No. 2016-0-10 as follows:
Ayes: Council members McClinton, Svien, Pendleton, Nix, and Mayor Weldon.
Noes: Council members Trussell, Harrison, Zachery, and Warren.
MOTION CARRIED.
III. Consider Approval of Ordinance No. 2026-0-11 Providing Budget Amendments for
FY2025/2016
MOTION by Doug Svien, second by Alan Nix, to adopt Ordinance No. 2016-0-11. MOTION
CARRIED by unanimous vote.

IV. Consider Approval of Resolution No. 2016-11-13 Directing Publication of Notice of
Intention to Issue Certificates of Obligation to Fund Sewer System Improvements, and
Resolving other Matters Pertaining Thereto
MOTION by Doug Svien, second by Alan Nix, to approve Resolution No. 2016-R-13.

Noes: Council members Trussell and Harrison.
Abstaining: Council member Warren.
V. Consider Approval of Resolution No. 2016-11-14 Expressing Official Intent to Reimburse
Cost of a Project
MOTION by Doug Svien, second by Mark McClinton, to approve Resolution No. 2016-R-
14. MOTION CARRIED by unanimous vote.
VI. Adjourn
MOTION by Mark McClinton, second by Sherry Zachery, to adjourn the meeting. MOTION
CARRIED at 6:55 p.m.
