MINUTES OF SPECIAL COUNCIL MEETING
City of Stephenville - City Council
Tuesday, August 16, 2016, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on August 16, 2016, at 5:30 p.m., in
the City Hall Training Room, 298 West Washington Street, for the purpose of a Special Council Meeting,
with the meeting being open to the public and notice of said meeting, giving the date, time, place and
subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas
Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, August 16, 2016.
II. Consider Approving Order of Election for City Charter Amendments
Following council discussion concerning specific measures for an election, timing and
scheduling, it was determined that this matter be postponed until the new fiscal year.
Council work sessions will be conducted in October or November.
III. EXECUTIVE SESSION. At 5:52 p.m., Mayor Weldon recessed the open portion of the
meeting, and council went into executive session in compliance with the provisions of
the Texas Open Meetings Law, Subchapter D, Government Code, Vernon's Texas Codes,
Annotated:
A. Sec. 551.087 Deliberation Regarding Economic Development Negotiations (1) to
discuss or deliberate regarding commercial or financial information that the

governmental body has received from a business prospect that the governmental
body seeks to have locate, stay, or expand in or near the territory of the
governmental body and with which the governmental body is conducting economic
development negotiations —Report from SEDA
B. Sec. 551.071(a) Consultation with Attorney; pending or contemplated litigation —
Upper Leon River Municipal Water District
C. Sec. 551.072 Deliberation Regarding Real Property—Tarleton State University,
Hunewell Ranch, Erath County, Texas
Council reconvened in open session at 6:32 p.m.
IV. Action taken on matters discussed in executive session (if necessary)
MOTION by Alan Nix, second by Sherry Zachery, for Randy Thomas to engage with Brad
Castelberry with Lloyd Gosselink Rochelle and Townsend, P.C., concerning legal advice
and representation with respect to water issues. MOTION CARRIED by unanimous vote.
V. Adjourn
MOTION by Brady Pendleton, second by Sherry Zachery, to adjourn the meeting. MOTION
CARRIED at 6:34 p.m.
