City of Stephenville - City Council
TUESDAY, OCTOBER 1, 1996 - 6:30 P.M.
The City Council of the City of Stephenville, Texas, convened on October 1, 1996, at 6:30
p.m., in the Council Chambers at City Hall, 354 N. Belknap Street, for the purpose of a Citizens
General Discussion Meeting, with the meeting being open to the public and notice of said meeting,
giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551,
Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit:

Mayor Pollan called the meeting to order at 6:30 p.m. and declared a quorum present.
IL CITIZENS GENERAL DISCUSSION
Thomas Jackson, 863 West Shirley, Stephenville, Texas, spoke to the Council
concerning a problem with livestock in his neighborhood. He informed the Council
that, over the years, that his next door neighbor has kept animals in the backyard
which has attracted flies and creates a foul odor.
Mayor Pollan asked Police Chief Wade about the status of the revision of the Animal
Control Ordinance. Wade stated that this subject has been discussed and the
ordinance reviewed over the last five years. He explained that there is a wide range
of opinions on this subject which makes it difficult to amend the ordinance in a way
that would be fair to each side. He further explained that because of local 4-H and
FFA groups, residents have been allowed to raise animals in their years for these
projects. He said that this is a common problem in large and small cities throughout
the country.

Mayor Pollan turned this subject over to the Public Health and Safety Committee to
deliberate this subject. Mayor told Mr. Jackson that Chief Wade would investigate
the situation which he has brought to the Council's attention.
City Administrator, Don Davis, stated that although the City does not have an
ordinance that specifically addresses Mr. Jackson's situation, we do have have health
and sanitation ordinances which may apply and which will be enforced.
III. ADJOURN
There being no other business to come before the Council at this time, Mayor Pollan
adjourned the meeting at 6:46 p.m.
