A RESOLUTION CONCERNING THE ISSUANCE OF A TYPE I PERMIT BY THE TEXAS
NATURAL RESOURCE CONSERVATION COMMISSION FOR THE OPERATION OF A
MUNICIPAL SOLID WASTE FACILITY BY BLUE FLATS DISPOSAL, L.L.C.
PREAMBLE
WHEREAS, the City of Stephenville, Texas, is concerned about being proactive in addressing
environmental matters; and,
WHEREAS, the Mayor and Councilmembers of the City of Stephenville, Texas, are
committed to the preservation of the highest possible quality of life for its citizens, and,
WHEREAS, the Mayor and Councilmembers desire to protect and preserve the quality of
groundwater, surface water, and air in and around Palo Pinto County; and
WHEREAS, the operation of the proposed facility has the potential to impact the
environment and the quality of life; and,
WHEREAS, in order to address potential impact, any permit issued should include
appropriate and necessary conditions for the protection of groundwater, surface water, and air
quality, and for the protection of the quality of life; and,
WHEREAS, the proposed Blue Flats Disposal solid waste facility is consistent with the
NCTCOG's solid waste management plant for responsible long term disposal capacity for the region.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
STEPHENVILLE, TEXAS:
1. That prior to the issuance of a Type I permit by the Texas Natural Resources
Conservation Commission, the Mayor and Councilmembers should address the
concerns expressed in the preamble to this resolution, to the satisfaction of all
concerned.
2. That the Commissioners should grant to the Mayor and Councilmembers of the city
of Stephenville, Texas, the opportunity to participate in any permit hearing and
continue to protect the interests of all its citizens.
3. That, given the thoroughness of TNRCC's permitting process, the Mayor and
Councilmembers of the City of Stephenville, Texas, urge the TNRCC to approve the
permit application for a Type I solid Waste Facility for Blue Flats Disposal, L.L.C.
4. That this resolution shall become effective immediately upon its approval and
adoption.
APPROVEDand ADOPTED by the City Council of the City of Stephenville, Texas, this 7th
day of October,1997.
