HomeMy WebLinkAbout2020-09-08 - Special City CouncilCity of Stephenville Special City Council Meeting Tuesday, September 8, 2020 at 5:30 PM The City Council of the City of Stephenville, Texas, convened on Tuesday, September 8, 2020, at 5:30 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special City Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: COUNCIL PRESENT: Doug Svien Mark McClinton Justin Haschke Nick Robinson Brady Pendleton Ricky Thurman Alan Nix Gerald Cook Brandon Huckabee COUNCIL ABSENT: OTHERS ATTENDING: Allen L. Barnes, City Manager Staci L. King, City Secretary Randy Thomas, City Attorney I. Call to Order Mayor Svien called the meeting to order at 5:30 p.m. II. FY2020-2021 BUDGET 1. Public Hearing on the FY2020-2021 Budget Mayor Svien opened the public hearing. Bob Self came forward to address the council. He thanked them for their hard work on the budget over the past few months. He said that the issue of cost of living adjustments for retirees was important to him. Mr. Self said that although he had not reviewed the budget, from the meetings he had attended where the budget was discussed, he was sure that it was appropriate. Mayor Svien closed the public hearing. Council member Alan Nix thanked staff for the creation of a good budget in unusual and extreme circumstances. He urged council to consider a cost of living adjustment for retirees in the future, even if it is not possible this year. Council member Brady Pendleton expressed his agreement with Mr. Nix and encouraged the retirees to continue their campaign. Council member Justin Haschke acknowledged that 2020 had not been a typical year, and asked that increased funding for infrastructure be included in future budgets. 2. Consider Approval of an Ordinance Adopting the FY2020-2021 Budget MOTION by Brady Pendleton, second by Mark McClinton, to adopt Ordinance No. 2020- 0-27 Adopting the FY2020-2021 Budget. MOTION CARRIED by unanimous vote. 3. Consider Approval of an Ordinance Adopting the 2020-2021 Fee Schedule MOTION by Brady Pendleton, second by Alan Nix, to approve Ordinance No. 2020-0-28 adopting the FY2020-2021 fee schedule. MOTION CARRIED by unanimous vote. III. EXECUTIVE SESSION 1. In compliance with the provisions of the Texas Open Meetings Law, Subchapter D, Government Code, Vernon's Texas Codes, Annotated, in accordance with Section 551.072 - Deliberations Regarding Real Property - Property Acquisition for East Side Sewer Project Mayor Svien called the meeting into executive session at 5:42 p.m. Mayor Svien called the meeting into regular session at 5:50 p.m. 2. Action Taken on Items Discussed in Executive Session, if Necessary MOTION by Mark McClinton, second by Gerald Cook, to authorize staff to negotiate a real property purchase related to the East Side Sewer project. MOTION CARRIED by unanimous vote. IV.
