RESOLUTION NO. 2020-R-19 A RESOLUTION OF THE CITY COUNCIL OF STEPHENVILLE, TEXAS, AUTHORIZING THE REVISION OF CONTRACT NO. 19-076-043-B696 WITH THE TEXAS GENERAL LAND OFFICE (GLO) RELATED TO THE DISASTER RECOVERY FUND; AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT — DISASTER RECOVERY PROGRAM. WHEREAS, City of Stephenville was severely impacted by the 2016 Flooding and Disaster events (DR-4266 and DR-4272) beginning on March 7, 2016; and WHEREAS, City of Stephenville desires to initiate long-term recovery efforts and address certain conditions which represent a threat to the public health and safety; and WHEREAS, City of Stephenville desires a viable community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low-to- moderate income; and WHEREAS, City of Stephenville aims to Affirmatively Further Fair Housing by identifying projects that overcome or do not increase patterns of residential segregation based on race, color, religion, national origin, sex, disability or family status; and i WHEREAS, City of Stephenville submitted an application to the Texas General Land Office (GLO) on September 18, 2019 for critical infrastructure damage as a result of Hurricane Harvey; and WHEREAS, City of Stephenville was awarded and executed a contract with the GLO on June 27, 2019; NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF STEPHENVILLE,TEXAS: 1. That a Texas Community Development Block Grant—Disaster Recovery Program Contract No. 19-076-043-B696 for the Disaster Recovery Fund is hereby revised by City of Stephenville. 2. That the projects detailed within the application will address the Groesbeck Neighborhood Drainage System,which was compromised and failed to function during this event,thereby placing undue and certain health and safety risks on residents. 3. That the contract be for$1,980,000 of grant funds to provide enhancements to the project area and beneficiaries. 4. That City of Stephenville shall Contribute$36,264.00 of local funds from its Stormwater Utility Fund to cover the cost associated with construction. S. That the total project cost for the City of Stephenville Groesbeck Neighborhood Drainage System Improvements is$2,016,264.00. 6. That the City Council directs and designates the Mayor as the Chief Executive Officer and Authorized Representative to act in all matters in connection with this contract and the City's participation in the Disaster Recovery Program. 7. That all funds will be used in accordance with all applicable federal, state, local and programmatic requirements including but not limited to procurement, environmental review, labor standards, real property acquisition,fair housing, and civil rights requirements.
