HomeMy WebLinkAbout2020-08-11 - Special City Council�i�`i tE*AS City of Stephenville Special City Council Meeting Tuesday, August 11, 2020 at 5:30 PM The City Council of the City of Stephenville, Texas, convened on Tuesday, August 11, 2020, at 5:30 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special City Council Meeting, with notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: COUNCIL PRESENT: Mark McClinton Justin Haschke —via teleconference Nick Robinson - via teleconference Brady Pendleton —via teleconference Ricky Thurman Alan Nix Gerald Cook —via teleconference Brandon Huckabee —via teleconference COUNCIL ABSENT: Doug Svien OTHERS ATTENDING: Allen L. Barnes, City Manager Staci L. King, City Secretary Randy Thomas, City Attorney I. Call to Order Mayor Pro Tern Mark McClinton called the meeting to order at 5:30 p.m. II. Consider Award of General Land Office Contract for Stormwater Drainage Improvement Project MOTION by Alan Nix, second by Ricky Thurman, to award a contract to TTG Utilities, LP in the amount of $1,706,264 for the Groesbeck Neighborhood Drainage System Improvements Project contingent upon GLO approval. MOTION CARRIED by unanimous vote. III. Consider Approval of Order of Special Election for November 3, 2020 MOTION by Alan Nix, second by Justin Haschke, to approve an Order of Special Election for November 3, 2020 for the purpose of a ballot proposition authorizing the City Council to impose a 2% tax on hotel rooms to fund a Sports Venue Project in accordance with Chapter 334 of the Texas Local Government Code. MOTION CARRIED by unanimous vote. IV. Consider Approval of Expansion of the City's Personal Services Business Loan/Grant Program to Include Locally -Owned Downtown Businesses Allen Barnes, City Manager, proposed that the city's loan/grant program be expanded to include businesses in the city's Downtown District. Mr. Barnes had spoken to several business owners in the area who had expressed their difficulty in recovering from the pandemic. He stated that there were still funds available in the loan/grant program allocation. Council member Brady Pendleton voiced his desire to abstain from the item due to a conflict of interest. Concerns were raised over limiting this program to the Downtown District only. Discussion was also held regarding how to define "locally -owned" as there are franchises that are locally owned but are part of a national chain. MOTION by Ricky Thurman to approve the expansion of the city's Personal Services Business Loan/Grant Program to include locally owned downtown businesses. MOTION DIES for a lack of second. Staff was asked to bring the program back for council approval once additional details and criteria were established. V.
