Special City Council Meeting
Wednesday, April 22, 2020 at 10:00 AM
The City Council of the City of Stephenville, Texas, convened on Wednesday, April 22, 2020, at 10:00 AM, in
the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special City Council
Meeting, with notice of said meeting, giving the date, time, place and subject thereof, having been posted as
prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following
members present, to wit:

Call to Order
Mayor Svien called the meeting to order at 10:01 a.m.
11. COVID-19
1. Consider Approval of Amendments to Local State of Disaster Due to Public Health
Emergency
MOTION by Mark McClinton, second by Alan Nix, to adopt the Local State of Disaster Due
to Public Health Emergency.
MOTION TO AMEND by Brady Pendleton, second by Brandon Huckabee to amend the
effective date to read "shall remain in effect until it is either rescinded, superseded, or
amended pursuant to applicable law or Governor's Order." MOTION TO AMEND CARRIED
by unanimous vote.
MOTION to adopt Local State of Disaster Due to Public Health Emergency, as amended
above, CARRIED by unanimous vote.
2. Consider Approval of Expenditures Related to Restaurant Program
Allen Barnes, City Manager, proposed a restaurant program that would be funded from
the general fund and would be implemented by sending a $25 voucher to each residential
water utility customer to be used at restaurants located in the city. Residents would
receive the vouchers by mail and the vouchers would expire June 30. Restaurants would
have until July 15 to submit the vouchers for reimbursement.
MOTION by Alan Nix, second by Mark McClinton, to approve the COVID-19 Restaurant
Relief Program.
MOTION CARRIED by unanimous vote.
3. Consider Approval of a Loan/Grant Program for Personal Services Businesses Closed by
Executive Orders and/or Disaster Declarations
Allen Barnes, City Manager, requested authorization to designate $30,000 for a loan
and/or grant program for local businesses affected by COVID-19. Mr. Barnes and Jeff
Sandford, Executive Director of SEDA, would work together to create an application and
guidelines. Mr. Barnes explained that SEDA had also designated $30,000 for the program.
MOTION by Gerald Cook, second by Mark McClinton, to approve the expenditure of
$30,000 for a loan and/or grant program for local businesses.
MOTION CARRIED by unanimous vote.
4. Consider Approval of the Stephenville Type B Economic Development Authority's
ReSTART Program and Expenditures Related Thereto
Jeff Sandford, Executive Director of SEDA, reported to council that the SEDA board of
directors met and approved the designation of up to $70,000 in funds to assist local
businesses through partnership with the City and through the ReSTART program. SEDA
has requested authorization from the council for these expenditures.
MOTION by Gerald Cook, second by Carla Trussell, to approve expenditures up to $70,000
to assist local businesses affected by COVID-19.
MOTION CARRIED by unanimous vote.
III. EXECUTIVE SESSION
In compliance with the provisions of the Texas Open Meetings Law, Subchapter D, Government
Code, Vernon's Texas Codes, Annotated, in accordance with

Mayor Svien asked that Mr. Sandford update the council in open session regarding Project CS and
Project Pigtail.
Project CS - Washington Commons is a retail center to be built near Walmart. The developer has
assured Mr. Sandford that the development is still fully committed, even with the delays caused
by COVID-19. Hobby Lobby and Ulta are both still committed to coming to Stephenville.
Project Pigtail — Wendy's will delay their opening until they are allowed to have full service inside
of the restaurant.
IV. Action taken on items discussed in executive session (if necessary)
No action was taken on items discussed in executive session.
