HomeMy WebLinkAbout2020-04-01 - Special City CounciltEllrl�s City of Stephenville Special City Council Meeting Wednesday, April 1, 2020 at 2:00 PM The City Council of the City of Stephenville, Texas, convened on Wednesday, April 1, 2020, at 2:00 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special City Council Meeting, with notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: COUNCIL PRESENT: Mayor Doug Svien Council Member Mark McClinton Council Member Carla Trussell Council Member Nick Robinson Council Member Ricky Thurman Council Member Alan Nix Council Member Gerald Cook — via videoconference Council Member Brandon Huckabee COUNCIL ABSENT: Mayor Pro Tern Brady Pendleton OTHERS ATTENDING: Allen L. Barnes, City Manager Staci L. King, City Secretary Randy Thomas, City Attorney SPECIAL CITY COUNCIL MEETING 1. Call to Order Mayor Svien called the meeting to order at 2:00 p.m. 2. Consider Approval of Amendments and Extension to Local State of Disaster Due to Public Health Emergency MOTION by Gerald Cook, second by Carla Trussell, to approve the Local State of Disaster Due to Public Health Emergency with the addition of language regarding the operation of golf courses and with an expiration date of April 30, 2020. MOTION TO AMEND by Mark McClinton, second by Alan Nix to amend Section 14 by striking "$2,000" and replacing it with "$1,000" in order to comply with the Governor's order. MOTION TO AMEND CARRIED by unanimous vote. MOTION TO AMEND by Ricky Thurman, second by Alan Nix to add the following language in relation to the operation of golf courses: "Golf Pro Shops will be closed. Golfers will check in outside and staff will practice social distancing similar to grocery stores and markets to assist golfers. Flag sticks will be removed from the greens until further notice. Bunker rakes will be removed from the bunkers. Clubs and Golf course will only allow one rider per cart, and walking as an option if no carts are available. Carts will be sanitized after each use. All golfers will remain six feet apart at all times, no exceptions. Distancing requirements will be monitored by a Golf Professional to ensure compliance. Driving ranges and practice facilities will be closed. Golfers are not permitted to congregate at any time. Course lavatory facilities shall be sanitized every thirty minutes by course staff. Both golfers and course staff are subject to the penalties set forth herein to enforce this Order. " MOTION TO AMEND CARRIED by unanimous vote. MOTION CARRIED by unanimous vote.l. 3. Recess to Employee Benefits Trust Meeting Mayor Svien recessed the meeting at 2:58 p.m. II. EMPLOYEE BENEFITS TRUST MEETING 1. Call to Order Mayor Svien called the meeting to order at 2:58 p.m. 2. Employee Benefits Package for Plan Year 2020-2021 MOTION by Mark McClinton, second by Ricky Thurman, to forward a positive recommendation for the 2020-2021 Employee Benefits Package. MOTION CARRIED by the following votes: Ayes: Mark McClinton, Carla Trussell, Nick Robinson, Ricky Thurman, Gerald Cook, and Brandon Huckabee Noes: Alan Nix 3. Adjourn The meeting was adjourned at 3:10 p.m. III. SPECIAL CITY COUNCIL MEETING 1. Reconvene in Special City Council Meeting Mayor Svien called the Special Council Meeting back into session at 3:10 p.m. 2. Consider Approval of Employee Benefits Package for Plan Year 2020-2021 MOTION by Mark McClinton, second by Ricky Thurman, to approve the Employee Benefits Package for Plan Year 2020-2021. MOTION CARRIED by the following votes: Ayes: Mark McClinton, Carla Trussell, Nick Robinson, Ricky Thurman, Gerald Cook, and Brandon Huckabee Noes: Alan Nix 3.
