HomeMy WebLinkAbout2020-03-18 - Special City Council84"T*11*AS Emergency City Council Meeting Wednesday, March 18, 2020 at 2:00 PM The City Council of the City of Stephenville, Texas, convened on Wednesday, March 18, 2020, at 2:00 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of an Emergency City Council Meeting, with notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: COUNCIL PRESENT: Mayor Doug Svien Council Member Mark McClinton Council Member Carla Trussell Council Member Nick Robinson Mayor Pro Tern Brady Pendleton Council Member Ricky Thurman Council Member Alan Nix Council Member Gerald Cook Council Member Brandon Huckabee COUNCIL ABSENT: OTHERS ATTENDING: Allen L. Barnes, City Manager Staci L. King, City Secretary Randy Thomas, City Attorney I. Call to Order Mayor Svien called the meeting to order at 2:00 p.m. II. Consider Approval of a Disaster Declaration in Regard to COVID-19 City Manager Allen Barnes explained the sections of the proposed declaration. MOTION by Brady Pendleton, second by Brandon Huckabee, to approve the Disaster Declaration. MOTION TO AMEND by Brady Pendleton, second by Nick Robinson to amend Sections 4.1 and 4.2 by changing 10 people to 50 people. MOTION FAILS. Brady Pendleton in favor, all others opposed. MOTION TO AMEND by Brady Pendleton, second by Nick Robinson, to amend Section 4.4 to strike the word "only" and add "Shall be limited to 50 people." MOTION FAILS. Brady Pendleton in favor, all others opposed. MOTION TO AMEND by Brady Pendleton to amend Section 4.5 by changing 10 people to 50 people. MOTION FAILS for lack of a second. MOTION TO AMEND by Brady Pendleton, second by Nick Robinson, to amend the declaration to expire at midnight on March 26, 2020. MOTION PASSES by unanimous vote. MOTION TO AMEND by Carla Trussell, second by Mark McClinton to amend Section 1.5 by striking "commandeer the use of private property." MOTION PASSES by unanimous vote. MOTION TO AMEND by Mark McClinton, second by Nick Robinson, to amend Section 4.3 by adding "barber and beauty shop." MOTION FAILS. MOTION TO AMEND by Ricky Thurman, second by Brady Pendleton, to amend Section 4.5 by striking the word "closure" and replace with "limit occupancy to 10 people." MOTION PASSES by unanimous vote. The Disaster Declaration, as amended, is approved by unanimous vote. III. Consider Action to Take Regarding City Staffing Issues Caused by COVID-19 City Manager Allen Barnes requested council authorization for the following: 1. Take -Home Vehicle Policy be expanded as need is determined 2. The Administrative Leave policy be expanded to include those who have, or in households with others who have, COVID-19 for a maximum of 14 days 3. Allow for temporary movement of employees between departments as needed, or move funding between departments to allow for extra personnel 4. Allow for the city to offer child care for employees that must come to work and have no other options MOTION by Gerald Cook, second by Brady Pendleton, to authorize expanding take-home vehicles. MOTION PASSES by unanimous vote. MOTION by Brady Pendleton, second by Ricky Thurman, to authorize the expansion of the Administrative Leave policy. MOTION PASSES by unanimous vote. MOTION by Mark McClinton, second by Brady Pendleton. MOTION by Brady Pendleton, second by Gerald Cook, to authorize childcare for necessary city employees. MOTION PASSES by unanimous vote. IV.
