HomeMy WebLinkAbout2019-09-10 - Special City Council ip ` • City of Stephenville - Special City Council Meeting TEAS Tuesday, September 10, 2019 at 5:30 PM The City Council of the City of Stephenville,Texas,convened on Tuesday, September 10,2019, at 5:30 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special City Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated,with the following members present,to wit: COUNCIL PRESENT: Mayor Doug Svien Council Member Mark McClinton Council Member Carla Trussell Council Member Nick Robinson Mayor Pro Tern Brady Pendleton Council Member Ricky Thurman Council Member Alan Nix Council Member Gerald Cook Council Member Brandon Huckabee COUNCIL ABSENT: OTHERS ATTENDING: Allen L. Barnes, City Manager Staci L. King, City Secretary Randy Thomas, City Attorney I. Call to Order Mayor Svien called the meeting to order at 6:05 p.m. II. FY2019-2020 BUDGET 1. Public Hearing on the 2019 Tax Rate Mayor Svien opened the public hearing at 6:05 p.m. No one came forward to speak in favor of or opposition to the proposed tax rate. Mayor Svien closed the public hearing at 6:06 p.m. 2. Public Hearing on the FY2019-2020 Budget Council member Alan Nix asked about SEDA's contribution for the Eastside Sewer Project as it didn't appear to be allocated for FY2019-2020. Jeff Sanford, SEDA Executive Director, assured Nix that the board had approved a $75,000 allocation for the upcoming budget year. Discussion was held regarding whether SEDA had also agreed to allocate additional funding upon the release of funds from the Christy Plaza traffic signal backstop. It was determined that once that issue was clarified, and with SEDA Board approval, a budget adjustment could be made, if needed. Mayor Svien opened the public hearing at 6:26 p.m. No one came forward to speak in favor of or opposition to the budget. Mayor Svien closed the public hearing at 6:26 p.m. 3. Consider Approval of the FY2019-2020 Budget MOTION by Brady Pendleton, second by Mark McClinton,to approval of the FY2019-2020 budget as presented. MOTION CARRIED by the following votes: Ayes: Mark McClinton, Carla Trussell, Nick Robinson, Brady Pendleton, Ricky Thurman,Alan Nix, Gerald Cook,and Brandon Huckabee III. Consider Authorizing a Retroactive Salary Adjustment for the Stephenville Type B Economic Development Authority Assistant Director 1. Council member Carla Trussell requested that the council consult the salary survey. Council member Ricky Thurman explained that there because there were only four salaries, the high and low were included, which brought the maximum salary to $61,329.50 according to the city's salary survey. MOTION by Ricky Thurman, second by Gerald Cook, to approve salary adjustment for the Stephenville Type B Economic Development Authority Assitant Director in the amount of $7,000, retroactive to October 1, 2018. MOTION CARRIED by the following votes: Ayes: Ricky Thurman,Gerald Cook, Mark McClinton, Nick Robinson, Brady Pendleton, and Brandon Huckabee Noes: Carla Trussell and Alan Nix IV.
