HomeMy WebLinkAbout2018-O-41 - Purchasing Policies ORDINANCE NO. 2018-0-40 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS,ADOPTING PURCHASING POLICIES FOR THE CITY. WHEREAS, the City Council of the City of Stephenville administers an existing purchasing policy manual providing for the expenditure of city funds and procurement of goods and services;and WHEREAS, periodic review and amendment of such policies is a practice that ensures the city maintains a high level of integrity and transparency in the expenditure of funds; and WHEREAS,the City Council wishes to adopt the manual as the purchasing management policy of the City. NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITYOF STEPHENVILLE,TEXAS: Section 1:ADOPTION That the Purchasing Policy as presented to the City Council is hereby adopted as the manual for the expenditure of city funds and the appropriation of goods and services of the City, replacing,in its entirety, all other such manuals and policies heretofore adopted by the City. Section 2: SEVERABILITY That it is hereby declared to be the intention of the City Council of the City of Stephenville that the phrases,clauses,sentences, paragraphs,and sections of this Policy are severable,and if any phrase,clause, sentence, paragraph or section of this Policy should be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction,such unconstitutionality shall not affect any of the remaining phrases,clauses,sentences,paragraphs or sections of the Policy,since the same would have been enacted by the City Council without incorporation in this ordinance ofany such unconstitutional phrases, clause, sentence, paragraph or section. Section 3: PROPER NOTICE AND MEETING It is hereby officially found and determined that the meeting at which this Ordinance was adopted was open to the public and that public notice of the time, place and purpose of said meeting was given as required by the Open Meetings Act, Chapter 551 of the Texas Government Code.
