The City Council of the City of Stephenville, Texas, convened on September 16, 2014, at 5:30 p.m., in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Mayor Pro -Tem Council members Jerry K. Weldon II Russ McDanel Casey Hogan Boyd Waggoner Doug Svien Brady Pendleton Alan Nix Sherry Zachery Jerry Warren Others Attending Patrick C. Bridges, Interim City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, September 16, 2014, by Mayor Weldon. Mayor Weldon recognized that tomorrow is the 275th anniversary of the drafting of the United States Constitution and presented the following proclamation: "Whereas, it is the privilege and duty of the American people to commemorate the 275th anniversary of the drafting of the Constitution of the United States of America with appropriate ceremonies and activities; and Whereas, Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States designating September 17-23 as Constitution Week. Now therefore I, Kenny Weldon, byvirtue of the authority vested in me as Mayor of the City of Stephenville, Texas, on behalf of the city council and the citizens of Stephenville do hereby proclaim the week of September 17-23 as Constitution Week and urge all citizens to study the constitution and reflect on the privilege of being an American with all the rights and responsibilities which that privilege involves. Mayor Weldon also reminded citizens of the rodeo parade this Saturday, September 20, and the PRCA Rodeo on September 26-28. Special Council Meeting September 16, 2014 Stephenville City Council II. Economic Development Presentation—CityManager,EconomicDevelopmentCoordinator; City of Roanoke, Texas Council member Waggoner introduced Roanoke Mayor Pro -Tem Holly Gray -McPherson and Roanoke City Manager Scott Campbell, who addressed the council on their city's approach to economic development and highlighted some of their successes. They explained the structure of Type A and Type B EDCs and how they were able to put this concept to work in Roanoke. Willy De Jong, President of Stephenville Economic Development Corporation, reported that while STEDCO receives no city or county funding, they have had some recent success. STEDCO and Ranger College were able to secure $1.6 million for manufacturing skills development funds from the Texas Workforce Commission to work with local manufacturers. They also helped get a $125,000 grant to Ranger College for the school's new Licensed Vocational Nurse (LVN) program. De Jong said that he looks forward to working closer with the city on economic development efforts. III. Consider Approval of Ordinance No. 2014-22 Adopting Tax Rate for 2014 MOTION by Russ McDanel, second by Sherry Zachery, to adopt Ordinance No. 2014-22 approving a tax rate of $0.49 per $100 valuation for 2014. Question was called by Casey Hogan, and vote passed. Council proceeded to vote on the motion. Council member McDanel requested a roll call vote, and MOTION CARRIED as follows: Ayes: Council members Hogan, Waggoner, Svien, McDanel, Pendleton, Zachery, Warren, and Mayor Weldon. Noes: Council member Nix. IV. Consider Approval of Ordinance No. 2014-23 Providing Budget Amendments for FY2013/2014 MOTION by Doug Svien, second by Brady Pendleton, to adopt Ordinance No. 2014-23. MOTION CARRIED. V. Consider Approval of Search Firm to Conduct City Administrator Search MOTION by Alan Nix, second by Casey Hogan, to approve a contract with Strategic Government Resources, Inc. as the search firm for seeking the next city administrator. MOTION CARRIED. Special Council Meeting September 16, 2014 Stephenville City Council VI. Consider Approval of Contract with Strategic Government Resources to Hire Interim Community Development Director MOTION by Casey Hogan, second by Russ McDari to approve an agreement with Strategic Government Resources, Inc. for interim community development director services. MOTION CARRIED. Judy Miller was introduced as the interim community development director. Miller said that she is very pleased to serve in this capacity. She has visited with staff and driven throughout the city and said that she is ready to get to work and help out wherever she can. Miller has 43 years of experience in city management, holding positions as city manager, director of planning, and director of economic development/grants. VII. St fiord, dty Secoo ry Special Council Meeting September 16, 2014 Stephenville City Council ORDINANCE NO. 2014-22 AN ORDINANCE LEVYING A TAX RATE FOR THE CITY OF STEPHENVILLE, FOR THE TAX YEAR 2014. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: That we, the City Council of the City of Stephenville, Texas, do hereby levy or adopt the tax rate of $100.00 valuation for this city for tax year 2014, as follows: $ 0.4330 for the purpose of maintenance and operation. 0.0570 for the payment of principal and interest on bonds. $ 0.4900 Total Tax Rate The Tax Assessor/Collector is hereby authorized to assess and collect the taxes of the City of Stephenville, Texas, employing the above tax rate. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: SECTION 1. That the amended appropriations and anticipated revenues for the fiscal year beginning October 1, 2013 and ending September 30, 2014 for the support of the general government of the City of Stephenville, Texas, be amended and fixed for the remainder of the fiscal year ending September 30, 2014, with the revenues and expenditures shown. SECTION 2. That the amended budget is hereby approved in all respects and adopted as the City's budget for the remainder of the fiscal year ending September 30, 2014.
