The City Council met in regular meeting on this date with Mayor Evans pre- siding and the following aldermen present: Virgil Dickerson, I. D. Reynolds, Chas. Riggins, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and J. P. Hedrick. Others present were Water Supt. Gann, St. Supt. Collins and Chief Cornell. Minutes of previous meetings were read and approved.. Mr. Cleo Mayfield appeared before the Council asking that adjustments be made of taxes on property in the Greenview Addition and two houses on Shirley Street. Mr. Mayfield claimed these houses were not complete by the first of January. After discussion, it was moved by Alderman Reed, seconded by Alder- man Graves, to lower the valuation on Lot 20, Block 2, Greenview, from 03000.00 to $1000.00, due to the fact it was not complete by January 1, 1960. Motion carried. It was moved by Alderman Riggins, seconded by Alderman Dickerson, to leave the valuation of the Middle 5321 feet of Lot 8C, Block 1, College Heights Ad- dition, at $1000.00, and the West 55 ft. of Lot 8C, Block 11 College Heights Addition, at $1000.00. Motion carried. Alderman - Graves reported some more work had been done on the sewer line project to Dale Avenue, but nothing definite has been worked out. Alderman Dickerson reported the Street Committee is now working on buy- ing the Right -Of -Way, some deals have been completed, but others will not ac- cept the offers being made. There is.also a case of a person wanting to trade some land for City owned property. The Council agreed for the Street Committee to handle this. Alderman Dickerson,also reported the Magnolia Petroleum Company has two. 1000 gallon tanks and two pumps at the old Airport Hangar Building which they offered to sell for $600.00. After discussion, it was agreed to offer $400.00 for this equipment. Alderman Lawrence reported the bleachers at the City Park Ballfield are almost falling down and he would like to suggest they be disposed of before they do fall and hurt someone. It was agreed for the Park Committee to dis- pose of these old bleachers. Also reported, the Park Committee would like to build some new bleachers but will not be able to build very many with the amount set up in the budget. Alderman Reynolds reported the Magnolia Company would place a sign at the Airport and there would be some expense involved to pay for lettering on this sign. It was moved by Alderman Dickerson, seconded by Alderman Reed, to adopt the 1960 -61 Budget. Motion carried. Alderman Hedrick reported the Highway Department has been contacted about traffic lights,on Washington Street, that it would be necessary for the.City to write a letter requesting a traffic check befdre anything can be done about these additional lights. It was moved by Alderman Dickerson, seconded by Alderman Graves, to ac- cept deeds for the purpose of a street from A. Bills and J. H. Crabtree. Motion carried. It was reported that last April Dr. J. C. Terrell asked for a permit to build a walkway over the alley north of the Hospital, also asked for specifi- cations as to the height of this proposed walkway. The City has written the Texas League for advice on this and the League advised the City to get a defin- ite plan from Dr. Terrell before permission to build was granted. It was moved by Alderman Anderson, seconded by Alderman Riggins, to adopt an ordinance to protect the Public Health and promote the Public Welfare of the City of Stephenville, Texas, by providing for the filling up and drainage of lots that have unwholesome places, where stagnant water may accumulate there- on; the cleaning of any building or premises of filth, carrion br other impure and unwholesome matter; requiring owners or occupants of lots in the City of Stephenville, Texas, to keep said lots free from weeds, rubbish, brush or other unsightly or unsanitary matter;, providing for notice to be given to owners of premises in case of Failure of owner to make lots and /or premises sanitary and sightly;that the same may be done at the expense of the City of Stephenville providing for the fixing of a lein against such lots for such improvement; and declaring an emergency. Motion carried (said ordinance being attached to and becoming a part of these minutes). It was moved by Alderman Dickerson, seconded by Alderman Reed, to trans- fer the necessary money to take care of buying Right -Of -Way at this time. Motion carried. rATTI LIM City Secretary Oates reported the Church of Christ has asked for free use of the City's addressograph machine. After discussion, it was moved by Alderman Reed, seconded by Alderman Riggins, that a charge of X10.00 be made for the use of the addressograph machine and a charge of $2.00 per hour for the operator. Motion carried. It was moved by Alderman Riggins, seconded by Alderman Dickerson, that.bills and accounts be allowed and ordered paid. Motion carried.
