Stephenville, Texas
September 6, 1960.
The City Council met in regular meeting on the above date with Mayor Evans
Presiding and the following aldermen present: Virgil Dickerson, I. D. Reynolds,
Chas. Riggins, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed add
J. P. Hedrick.
Present for the meeting were Water Supt. Gann, St. Supt. Collins, Chief
Cornell and City Atty. Chandler.
Minutes of previous meetings were read and approved.
Alderman Graves reported the 200 fto of pipe had been placed in the ditch
between Clinton Street and the Railroad, also the Sanitary Committee is trying
to work with the Railroad to get something done about the draina8e on Railroad
property.
Alderman Graves also reported several complaints of weeds grown up on va-
cant lots and would like the opinion of the Council on the matter. City Atty.
Chandler reported that an ordinance could be prepared to take care of this
problem, so the 6ouncil agreed to ask Atty. Chandler to draw up the necessary
ordinance for this purpose.
Alderman Dickerson reported that Mr. Moorhead had been contacted, that
he was agreeable to working out a plan to run sewer line from Groesbeck Ad-
dition to Dale Avenue, however, there are some property owners who will not
go along with this.project.
Alderman Dickerson also reported there is some land near the Bosque River,
on Highway 377,which can be bought for $300900 and he would like for the City
to purchase this land. After discussion, it was moved by Alderman Dickerson,
seconded by Alderman Graves, to buy Lot 8, Block 51, City Addition, and all of
Block,82, City Addition, from the Jones Estate, for $300.00. Motion carried.
Messrs, Richardson and Blells appeared before the Council asking that
something be done about the sewer problem on the west side of Lydia Ave. These
men asked if the property owners involved would agree to pay their pro -rata
share of the cost of sewer line, would the Council agree to run the line? The
Council agreed to get Mr. Gann to get figures on this project so these men can
discuss it with property owners. Mr, Richardson also asked that something be
done about the water problem on his property.
Alderman Anderson asked what the ruling was on taking more than one fire
truck at a time to firetruck will be outaoffthesCityhatpaetime todfighteruralefires. oThe Coun-
cil agreed not to change this ordinance.
Alderman Reynolds reported that Mr. Packwood had not cashed a check in
.payment of Air Easement and the check had been returned to the City. The
amount does not satisfy Mr. Packwood, but it represents the amount awarded by
the Court. Alderman Reynolds asked that he be allowed to talk with Mr. Packwood,

and if the check was refused then the City would give Mr. Packwood a cashierts
check.
It was moved by Alderman Reynolds, seconded by Alderman Dickerson, to pay
the one year back taxes on the land the City is selling at the Airport. Motion
carried.
It was moved by Alderman Reynolds, seconded by Alderman Graves, to adopt the
following resolutions:
RESOLUTION
RESOLVED, that the'MS.yor of the City of Stephenville J. Louis Evans, be,
and he is hereby, authorized to execute on behalf of the 6ity of Stephenville to
S. J. Cook a General Warranty Deed, conveying to the said Si, J. Cook for the sum
of 050.635.53,'whichldeed shall be attested by the City Secretary, that certain
land owned by the City of Stephenville and described as follows:
62.617 acres of Wm. Sims and Matthew Roberts Surveys in Erath County, Texas,
described in three separate tracts as follows:
FIRST TRACT: All that certain 1.79 acres of land, being 1.34 acres out of
Block_15 of.the,Matthew Roberts Survey, Abstract 640, and 0.45 acre out of Block
36 of the Wm. Sims Survey, Abstract 683, in Erath County, Texas, and being the
Identical 1and.deseribed in that certain deed from V. A. Wood and wife to The
City of Stephenville, dated January 14, 19589 and of record in Vol. 368, page 249,
in the Deed, Records of Erath County, Texas;
SECOND TRACT. All that certain 53.177 acres of land, a part of the Matthew
Roberts Survey, Abstract 640, in Erath County, Texas, and being all of that certain
61.51 acres which was conveyed by Robert Dayton Shipp: and wife to The City of Step -
henville by deed dated October 31, 1958, and of record in Vol. 367, page 198, in the
Deed Records of Erath County, Texas, SAVE AND EXCEPT the Westerly 500 feet of said
61.51 acres, said Westerly 500 feet or Westerly 180 varas being the Westerly 8.333
acres of said 61.51 acres and being the 8.333 acres occupied by the North -South
Runway of the Stephenville Airport, the West line of the 53.177 acres herein being
situated 500 feet Easterly of and parallel to the West line of said 61.51 acres;
SAVE AND EXCEPT; from this 53.177 acres of land the one -half of one- eighth non-
participating term royalty interest reserved in deed from Herman Starnes and.wife
to the Veterans? Land Board of the State of Texas dated May 31, 1952, and recorded
in Vol- 337 at page 238 of the Deed Records of Erath County, Texas;
THIRD TRACT: All that certain 7.65 acres of .land, a part of the Matthew
Roberts Survey, Abstract 640, in Erath County, Texas, being the East part of that
certain 30 acres conveyed by Tom E. Denman and wife to the City of Stephenville by
deed of record in Vol- 336, page 192, in the Deed Records of Erath County, Texas;
this 7.65 acres described as follows:
BEGINNING at the N. E. corner of said 30 apse -- tract;
THENCE S. 60 W. with the North line of -said 30 acres 200 vrs. to the-S. W.
corner of the 53.177 acre tract described herein as Second Tract;
THENCE about S. 30 deg. E. running parallel to and 250 feet Easterly of the
centerline of the Airport Runway which crosses said 30 acres, 251.2 vrs. to the
South line of said 30 acre tract;
THENCE N. 59 -51 E. 142 vrs. to the S. E. corner of said 30 acre tract;
THENCE N. 17 -35 W. 257.5 vrs, to the place of beginning.
RESOLUTION
RESOLVED, that the Mayor,of the City of Stephenville, J. Louis Evans, be and
he is hereby authorized to execute on behalf of the City of Stephenville to Wayne
B. Logan, a single man, a General Warranty Deed, conveying to the said Wayne B.
Logan for the sum of $2,785.40, which deed shall be attested by the City Secretary,
that certain land owned by the City of'Stephenville and described as follows:
13.927 acres of land surveyed for the City of Stephenville, out of the Matthew
Roberts Survey, Abstract 6402 situated about one mile East of Stephenville, in Erath
County, Texas, and being that part of a 30 acre tract that was conveyed in L. W. Bell
and wife to Tom E. Denman and wife by deed recorded in Vol- 317,page 9, of Erath
County Deed Records, that is located West of the Stephenville Municipal Airport Run-
way crossing said 30 acre tract, as is shown on plat of this survey,
BEGINNING on the North -East line of U. S. Highwa y 67, and the most Western
N. W. C. of said 30 acre tract, a stake in.stone mound, and which stake is the S. W.
C. of a 9 acre tract that is described as being reserved in a deed from J. B. Win-
ters and wife to L. W. Bell and wife, and which deed is recorded in Vol- 3139 page
331 of the Erath County Deed Records;
THENCE S. 69 -31 E- 47.5 vrs. along the N. E. Line of U. S. Highway 67 to a
Blackjack tree 14 inches in diameter on fenceline for S. W. C. of this;
THENCE N- 59 -45 E- 401.5 vrs. with fenceline to a new wire fence, the West line
of Stephenville Municipal Airport Runway for S. E. C. of this;
THENCE N. 27 -45 W. 252.3 vrs- with fence to its intersection with the N. B. L.
of said 30 acres, the N. E. C. of this;
THENCE S. 60 W. 298 vrs. with fenceline to a stake for the Northern N. w. C.
of this and which stake is N. 60 E. 4.9 vrs. from a large post to which is at-
tached a bracing structure such as is used in guying corner posts;
THENCE S. 30 E. 217.2 vrs. to stake set in roadway for S. E. C. of above
mentioned 9 acres, and an "L'" corner of this;
THENCE S. 60 W. 143.7 -vrs. to the place of beginning, and containing a cal-
culated area of 13.927 acres. (Said description being from a survey of said land
by J. 0. Yantis, County Surveyor of Erath County, Texas, made on August 24, 1960).
Alderman Reynolds also reported the lights at the City Airport had been in-
stalled and the City Electric Company is ready to start installing wiring..
Alderman Reynolds said he would like for some satisfactory agreement to be
made for lease of the new hangar building at the Airport. It was agreed to lease
the hangar building for $50.00 per month. --
Alderman Riggins reported the Finance Committee had decided not to take out
the salary continuance insurance on City Employees instead of giving a raise. The
Committee thinks this is a good insurance if the employees want to take it and pay
premiums themselves. There will have to be at least five persons taking the in-
surance to get group rates. ,
It was moved by Alderman Riggins, seconded by Alderman Dickerson, for the
Council to authorize City Secretary Cates to- kithhold money to pay these premiums
should City Employees take out the salary continuance insurance. Motion carried.
Alderman Hedrick reported some members of the First Baptist Church asked that
the City let them park on Sunday on Columbia Street next to the Church. It was
agreed to leave the parking as it now is, for the present time.
Presented at this time was an annual report prepared by Blanche Davis which
shows the total income collected by the Water Department, disbursements, number of
customers on water, and losses, for the year ending August 31, 1960.
It was moved by Alderman Reed, seconded by Alderman Graves, to pass an or-
dinance that Kings 1956 Map of the City. of Stephenville, prepared by King Abstract
Co., at the request of the City of Stephenville, and in us e by the City of Step -
henville for tax and other purposes since slime was so prepared and delivered to the
City of Stephenville, be hereby declared as the Official-Map of the City of Stephen-
ville and a true and correct copy of same, together with the true and correct copy
of this ordinance , be recorded in the Office of the County Clerk of Erath County,
Texas. Motion carried. (Said ordinance being attached to and becoming a part of
these minutes).
It was moved by Alderman Graves, seconded by Alderman Riggins, to pass ,an or-
dinance providing that the office of Tax Assessor - Collector of the City of Stephen-
ville be filled by some person other than the person holding the office of City
Secretary, making the office a part of City Secretary's department; providing for
bond and for designation by City Secretary of Deputy Assessor- Collector,* provid-
ing for his bond and declaring emergency. Motion carried. (Said ordinance being
attached to and becoming a part of these minutes).
It was moved by Alderman Dickerson, seconded by Alderman Reynolds, to approve
the 1960 Tax *Roll. Motion carried.
City Secretary Cates explained in detail the budgets of each City Department.
Alderman Riggins asked that each Council Metrr..b2 efer to the page with salary rec-
ommendations and discuss these. After discussion, some changes were made.
It was moved by Alderman Reed, seconded by Alderman Dickerson, to remove the
following pumpers off free water:. C. Co Gilly, Chester L. Lowery and C. H. Lowery,
and place Floyd Stephens on free water. Motion carried.
It was moved by Alderman Dickerson, seconded by Alderman Graves, to appoint
Joe H. Kelly City Tax- Assessor - Collector. Motion carried.
It was moved by Alderman Graves, seconded by Alderman Dickerson, to transfer
money as follows:
$5000.00 from General Fund to R & B Fund. .
800.00 from Water Works Operating Fund to Cemetery Fund.
1000.00 from Water Works Operating Fund to Park Fund.
Motion carried.
It was suggested, and agreed, that the proper notice °be run in the local news-
paper, then the new budget be acted upon at the next regular meeting of the Council.
Notice as follows:
NOTICE
The annual budget of the City of Stephenville, Texas, has been prepared hnd
filed with the City Secretary for kka approval by the City Council. This is to

notify the City Council will meet on the 4th day of October, 1960, at the City
Hall in the City of Stephenville, Texas, at 7:00 P- M -, to hear any or all pro-
tests why such budget shall not be accepted and approved.
It was moved by Alderman Graves, seconded by Alderman Hedrick, that the follow-
ing ordinance be accepted and approved:
ORDINANCE
That the Tax Rate in said City for the year 1960 is hereby fixed at $1.60
(one dollar and sixty cents) on the one hundred dollar valuation of all property,
by law, and the ordinance of said City, and which tax is hereby apportioned to the
various funds of the City as follows:

That this ordinance be in full force and effect after its passage. Motion
carried.
It was moved by Alderman Dickerson, seconded by Alderman Anderson, to close
the road back of the Drive -In Theater, provided this can legally be done. Motion
carried.
It was moved by Alderman Dickerson, seconded by Alderman Graves, that bills
and accounts be allowed and ordered paid. Motion carried.
There being no other business at this time, the Counc
