August 2, 1960.
The City Council met in regular meeting on the above date with Mayor Evans
presiding and the following aldermen present: Virgil Dickerson, I. D. Reynolds,
Chas. Riggins, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and
and J. P. Hedrick.
Present at the meeting were Water Supt. Gann, Street Supt. Collins, Chief
Cornell and City Atty. Chandler.
Minutes of previous meetings were read and approved.
Mr. Art Anderson appeared before the Council to discuss the telephone service
in the City. Mr. Anderson reported that due to the sudden growth of the City and
demand for telephone, the circuits have been overloaded and the ability of the
'telephone company to install new lines and equipment has been far less than the
demand for these additional services. The telephone company representatives assured
the Council that there should be a great improvement in the telephone service with-
in the next three weeks, and additional equipment will be installed in four to six
months to take care of the demand.
Mr. Don Winkler, of Travelers Insurance Company, appeared before the Council
to present a salary continuance insurance plan. The Mayor suggested the Insurance
Company representative meet with the Finance Committee and work out the cost of such
plan, then 'report back to the Council.
Mr. S. J. Cook came before the Council offering to pay for a sewer line from
the Groesbeck Addition to Dale Avenue, provided the Council would declare North
Charlotte Avenue closed, and give this 60 foot street to him in return for a 50
foot street through the west half of Block 3 in the Groesbeck Addition. Mr. Cook
stated he would then have lots on each side of the proposed street, would pave,
curb and gutter this street also. The Council stated they had previously promised
Mr. Moorhead that Charlotte Avenue would not be closed. Alderman Dickerson reported
he would contact Mr. Moorhead and try to work out some satisfactory agreement to both
parties, then report hack to the Council.
Mr. J. R. Robinson appeared before the Council to protest the $500.00 valuation
on his lot and trailer house. The Council agreed not to lower this valuation.
City Secretary Cates reported the City has been paying Mr. C. C. Pemberton to
pick up trash and dead animals off the City Streets. Now that the City has gotten a
street sweeper, it will no longer be necessary to have trash picked up off the
streets, but there will be a need about picking up dead animals. It was moved
by Alderman Hedrick, seconded by Alderman Reed, to pay C. C. Pemberton $50.00
per month to clear dead animals from the City Streets. Motion carried.
Alderman Graves reported the Sanitary Committee was going ahead and place
200 feet of pipe in the ditch between Clinton Street and the Railroad property.
Alderman Dickerson reported there is a need to have some streets surveyed and
the Street Department does not have the money. It was agreed to go ahead with the
necessary surveying and pay for it out of the General Fund.
Alderman Anderson reported the relay had gone out on the Fire Alarm and a new
one had been ordered at a cost of $35.00.
It was moved by Alderman Anderson, seconded by Alderman Lawrence, to transfer
the $2500.00, set aside for buying new fire equipment, into a Fire Truck Fund and
place this money in a savings account at the bank. Motion carried.
Alderman Lawrence reported some of the Concessions at the City Park are getting
Liability Insurance but the Pony Ride cannot get this insurance. Alderman Lawrence
suggested the City enter into a lease agreement with the party operating the Pony
Ride. City Attorney Chandler reported the best thing was to have liability ins urance,
but if the City could lease the property to each person operating a concession then
it would certainly place the City in a better, position in case of an accident. It
was moved by Alderman Lawrence, seconded by Alderman Graves, to lease the ground to
individuals operating concessions at the City Park. Motion carried.
Alderman Riggins reported the City Secretary- -is working on the budget and would
like to meet with each committee chairman as soon as possible after the 10th of this
month.
Alderman Reynolds reported the Contractor at the Airport has the building frame
up and work is progressing real well. Alderman Reynolds also had gotten an estimate
for installing the lighting at the Airport which will cost approximately $3000.00.
It was pointed out that it would be necessary to call for bids to have this work done.
Alderman Anderson stated he would like some opinions from the Council on how to
get some revenue from the City Airport.

Alderman Riggins reported the City hasrome extra money in the Grater Works De-
preciation Fund and would like the opinion of the Council as to using this money to
pay for the new street sweeper instead of borrowing from the bank as previously agreed.
It was moved by Alderman Graves, seconded by Alderman Dickerson, to use the money out
of the water works Depreciation Fund to pay for the new street sweeper. Motion carried.
Alderman Riggins also reported a list had been prepared showing the various
amounts of City Insurance carried by each agency in the City. This list was prepared
because there :seems to be some dissatisfaction among local agents in the amounts of
City insurance carried by each.
'It was moved by Alderman Dickerson, seconded by Alderman Graves, to appoint Dr.
L. M. Altaras as City Health Officer for a period of 2 years. Motion carried.
It was moved by Alderman Dickerson, seconded by Alderman Graves, to approve the
1959 Delinquent Tax Roll. Motion carried.
It was moved by A lderman Dickerson, seconded by Alderman Anderson, to ask the
City Attorney to draw up an ordinance providing that the office of City Tax Assessor -
Collector be filled by some person other than the City Secretary. Motion carried.
It was moved by Alderman Graves, seconded by Alderman Anderson, that bills and
accounts be allowed and ordered paid. Motion carried.
