December 1, 1959.
TYs _ Council met in regular meeting on the above date with Mayor Evans
presiding and the following aldermen present: Virgil Dickerson, Marvin Ratliff,
Chas. Riggins, Walter Brandon, Albert Graves, Dean Murray, Scott D. Reed and J. P.
Hedrick.
Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and
City Atty. Chandler.
Minutes of previous meetings were read and approved.
Mr. Fagan, of Eton ^r Hunt ^r Associates Consulting Engineers, appeared before
the Council and discussed in detail the City Water Improvement Program. Mr. Fagan
also pointed out the advantages of using automatic electrical controls at the City
Pump Station, also some recommendations in constructing the new Pump Station.
It was moved by Alderman Reed, seconded by Alderman Brandon, that the engineers
include in the Water Expansion Program the use of automatic electrical control equip-
ment. Motion carried.
It was moved by Alderman Ratliff, seconded by Alderman Brandon, to use face
brick on the outside of the proposed new Pumphouse building. Motion carried.
It was moved by Alderman Reed, seconded by Alderman Ratliff,- to ask for four
separate bids on the proposed Water Improvement Program. Motion carried.

the City go ahead and
file for water rights. To file for these water rights from the town of Clairette to
the head of the Bosque River. It was moved by Alderman Dickerson, seconded by Alder-
man Riggins, to accept these recommendations of the Water Committee. Motion carried.
Alderman Graves presented a proposal from Mr. Glen Cook for certain changes in
the streets of the west parts of Blocks 3 and 4 in the Groesbeck Addition, also they
laying of sewer line in this area and extending sewer line to Dale Avenue. Discussed
but no action taken.
Alderman natliff reported, the surveyors had promised to survey the land south
of the City Park at an early date. Alderman Brandon reported this work had begun
today at noon.

Alderman Riggins reported that in the past the City has not charged the local
Service Clubs for use of the Recreation Hall at the City Park and asked the ques-
tion that under the most recent policy for use of the building, should these Ser-
vice Clubs pay the rental feed' The Council agreed that the Service Clubs of the
City should not pay for use of the City Recreation Hall.
Discussed at this time was the need of buying two smoke masks for the Fire
Department. It was suggested, and agreed, to find the cost of this equipment and
report back to the Council.
A letter of regisnation from Mr. Carlton McKeage was read at this time. It
was moved by Alderman Dickerson, seconded by Alderman Graves, to hire Mr. Guy
Manning to replace Mr. McKeage as Nightwatchman. Motion carried. (The Mayor
asked that a letter of appreciation be written Mr. McKeage: for his services as
Nightwatchman).
It was moved by Alderman Dickerson, seconded by Alderman Brandon, to accept
the following dedication:

COUNTY OF ERATH: Know all men by these presents:
That A. Bills and wife, Zula May Bills, are the owners of Lot 7 in Block 68,
City Addition, in the City of Stephenville, Erath County, Texas, by deed from E. R.
Moon dated November 16, 1953, and of record in Vol. 343, pa e 246, in the deed re-
cords of Erath County, Texas, and are the owners of the westerly 15 feet and the
northerly 150 feet of Lot # 6 in said Bloch 68 by deed from Maggie Porter dated
November 2, 1959, and of record in Vol. 372, page 630, in the deed records of Erath
County, Texas.
And that we, the said A. Bills and wife, Zula May Bills, for the purpose of
developing said property and for the enchancement in value to said property, do
hereby adopt the plat attached hereto and made a part hereof as our plan for sub-
dividing same, and do hereby dedicate as a highway for the use of the public the
street shown on said plat as an extension of N orth Columbia Avenue, said street
being the westerly 15 feet of Lot 6 in said Block 68 and the easterly 15 feet of
Lot 7 of said Block 68 except for the northerly 75 feet thereof as said lots 6 and
I are described in the deeds mentioned above.
This land described and conveyed in the above mentioned deeds are to be hence-
forth known as North Columbia Avenue, and Lots 6A, 6B, 7A, 7B, 7C, 7D and 7E in
said Block 68.

Motion for the above dedication carried.
It was moved by Alderman Brandon, seconded by Alderman Riggins, to transfer
$5000.00 from the Water Works Operating Fund to the R & B Fund, also transfer,$500.00
from the General Fund to the Park Fund. Motion carried.
It was moved by Alderman Ratliff, seconded by Alderman Brandon, that bills and
accounts be allowed and ordered paid. Motion carried.
There being no other business, the Council stood adjourne subject o the Mayors
call.
