September 11, 1959.
The City Council met in a called session on the above date with Mayor Evans
presiding and the following aldermen present: Virgil Dickerson, Chas. Higgins,
Walter Brandon, Albert Graves, Scott . Reed and Dean Murray.
Alderman Reed reported the recommendations of the Committee on rezoning the
City Wards. This recommendation was to change the boundry of Wards 3 and 4 from
the center of N. Belknap Street to the center of N. Clinton Street, extending to
W. Washington Street. It was moved by Alderman Higgins, seconded by Alderman
Graves, to pass an ordinance amending Article 3 of the Revised Ordinances of the
City of Otephenville of 1958 and re defining the boundaries of the Wards of the
City of 6tephenville. Motion carried. (Said ordinance being attached to and be-
coming a part of these minutes).
It was moved by Alddrman Graves, seconded by Alderman Dickerson, that a
Special City Election be called to be held on October 6, 1959, in accordance with
Election Ordinance on Page $6 -C of Minute Book F, and the State Statutes proceedure

Ward., and 1 alderman from Ward 4, to serve the unexpired terms of office. Motion
carried.
Mayor Evans appointed Mr., Homer Stephen as City Election Judge, Mr. Stephen
to select his assistants.
Discussed at,this time was the parking on Belknap and Tarleton streets, near
AN ORDINANCE AMENDING ARTICLE 3 OF THE REVISED ORDINANCES OF THE CITY-OF
STEPRENVILLE OF 1958 AND RE- DEFINING THE BOUNDARIES OF THE WARDS OF THE CITY
OF STEPHENVILLE AND DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS:
Section One
Chapter 2 which is composed of Article Three of the Revised Or-
dinances of the City of Stephenville, Texas, 19589 is hereby amended to read
as follows:
Article 3. That the corporate limits and the lines defined therein
shall be divided into four distinct wards which shall be designated as
Wards One, Two, Three and Four respectively.
Ward Number One
Ward Number One shall comprise and 'include all that portion of the
city lying between the centers of South Race Street projected to the
South City Limit line and Washington Street East from its intersection
with Race Street.
Ward Number Two
Ward Number Two shall comprise and include all that portion of
the city lying between the centers of South Race Street projected to
the South City Limit line and West Washington Street running from
its interesection with Race Street to the West City Limit line.
Ward Number Three
Ward Number Three shall comprise and include all that portion
of the city lying between the centers of West Washington Street and
North Clinton Street projected to the North City Limit line.
Ward Number Four
Ward Number Four shall comprise and include all that portion
of the city lying between the centers of North Clinton Street pro-
jected to the North City Limit line and Washington Street running
East from its intersection with Clinton Street.
Section Two
The fact that annexations to the City of Stephenville since the
wards were defined originally results in a great disparity in size as to
some of the wards creates an emergency and an imperative public necessity
that this ordinance go into effect immediately from and after its passage
and any provision of the ordinances of the City of Stephenville or of the
law providing otherwise are hereby suspended.

the Hospital. It was agreed to place "No Parking" signs on Belknap Street west
of the Hospital, and on Tarleton Street south of the Hospital, and on the south
side of Sloan Street.
Also discussed was the peddler who operates on the Lingleville Road near the
Auction Barn. It was agreed for the Chief of Police to check into this and enforce
any ordinance pertaining to peddlers.
It was moved by Alderman Reed, seconded by Alderman Brandon, that we request
the firm of Freese & Nichols, Bonsulting Engineers, to draw up the necessary docu-
ments to file for a water right on the Bosque. Motion carried.
Alderman Riggins discussed the 1959 -60 Annual Budget. After discussion, it
was aruggested that the proper notice be run in the local newspaper, then the new
budget be acted upon at the next regular meeting of the Council. Notice as follows:
NOTICE
The Annural Budget of the City of Stephenville, Texas, has been prepared and
filed with the City Secretary for the approval by the City Council. This is to
notify the City�Council will meet on the 6th day of October, 1959s at the City Hall
In the City of tephenville, Texas, at 7:00 P. M., to hear any or all protests why
such budget shall not be accepted and approved.
It was moved by Alderman Dickerson, seconded by Alderman Graves, that the
following ordinance be accepted and approved:
That the Tax Rate in said City for the year 1959 is hereby fixed at $1.60 (One
Dollar and Sixty Cents) on the one hundred dollar valuation of all property, by law,
and the ordinance of said City, and which tax is hereby apportioned to the various
funds of the City as follows:

That this. ordinance be in full force and effect after its passage. Motion carried.

Alderman Riggins reported that included in the budget is a recommended increase
in salary for the hourly employees. It was moved by Alderman Dickerson, seconded by
Alderman Brandon, to.increase -the rate of pay per hour from $1000 per hour to $1.25
per hour, effective_ October 1, 1959. Motion carried.
It was moved by Alderman Rickerson, seconded by Alderman Reed, for Alderman
Graves and City Secretary Cates to attend the meeting of Texas League of Municipal-
ities at Dallas. Motion carried.
The following applications were received for the job of Fire Chief and Fire
Marshal: Olin W. Cameron and E. W. Ferguson. After discussion, a voice vote was
taken and this vote was a tie, with 3 votes for each applicant. It was agreed to
put this off until a later meeting.
