The City Council met in regular meeting on the above date with Mayor Svans presiding and the following aldermen resent: Virgil Dickerson, Chas. Riggins, B. Walter Brandon, Albert Graves, Scott . Reed and Dean Murray. . Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meeting were read and approved. Mrs. Wright and Mrs. Hancock appeared before the Council to report the Band is in need of additional instruments and asked the Council to set up an additional $1000.00 in thO next yearts budget to help buy these instruments. No action taken at this time. A group of property owners on Harbin Drive, with Melvin Coley as spokesman, came before the Council to ask the City to extend water and sewer lines to their property. It was pointed out that most of this group was of the opinion the City had promised to extend these services when they were taken into the City Limits. The Council told this group that at the time the property was accepted into the City Limits the City did not promise to extend any utility lines. Then this group asked the City to share the expense of extending these lines. The Council pointe d out that under the present city policy no lines could be extended unless the prop- erty owner would pay for such extendion, but would discuss this later before any final decision was made. Mr. Bill Davidson appeared before the Council and offered to trade the City some vacant property on W. Tarleton St. for a 15 foot strip of land adjoining his property on Harbin Drive. After discussion, it was agreed for this to be handled by the Street Department. Mr. A. Bills appeared before the Council offering to deed to the City a ,20 foot strip of his property off W. Slo$n St. for the purpose of a street. If the City would accept this it would make available some building lots on the back of Mr. Bill's property. The Council advised Mr. Bills the City could not accept this small amount for a street but if something could be worked out with other adjoining property owners then they would accept a 40 foot strip for a street. Messrs. Gaines and Brown came before the Council asking for a ermit to install a 6000 gallon storage tank at their new service station on he corner ' 32 of Lingleville Road and North Graham Street. After discussion, it was moved by Alderman Dickerson, seconded by Alderman Riggins, to grant a permit to these men to install a 6000 gallon storage tank 9t the above site. Motion carried. Alderman Dickerson reported Mr. A. G. Stone had resigned from the Street Department and Mr. Clinton E. Hicks had been hired, and Mr. Hicks' salary should be set. It was moved by Alderman Dickerson, seconded by Alderman Graves, to pay Mr. Hicks $$235.00 per month and raise to the same as other street employees after six months. Motion carried. Alderman Murray reported that construction at the City Airport is coming along good. Alderman Riggins reported the City Secretary has the budget almost complete and the Finance Committee would meet next week to go over the budget, then it would be ready to present to the Council. Alderman Brandon discussed opening of the applications for Fire Chief. It was agreed to wait until a later date to consider these applications. Discussed at this time was the possibility of the County giving some ad- ditional help with expenses of the Fire Department. It was agreed the Fire Com- mittee should meet with Commissioners Court and try to work out a suitable agree- ment. Rediscussed was the extensions of water and sewer lines to property owners on Harbin Drive and it was agreed that the present policy of the City will apply. Also rediscussed was giving of additional money to the Band. It was agreed to set up $400.00 in the budget for this purpose. It was moved by Alderman Brandon, seconded by Alderman Graves, to transfer $$1500.00 from the Meneral'Fund to the R & B Fund, and $300.00 from the General Fund to the Park Fund. Motion carried. j( It was moved by Alderman Reed, seconded by Alderman Riggins, that in the future all free water for building purposes be eleminated. Motion carried. The Council read a report prepared by Blanche Davis, cashier of the Water Department, which was a summary of income and expense of the Water Department for the year 195$- 1959. It was moved by Alderman Brandon, seconded by Alderman Graves, that bills and accounts be allowed and ordered paid. Motion carried.
