August 4, 1959-
The City Council met in regular meeting on the above date with Mayor Evans
presiding and the following aldermen present: Virgil Dickerson, Chas. Riggins,
Halter. Brandon, Albert Graves, Scott D. Reed and Dean Murray.
Present also were Water Supt. Gann, Street Supt. Collins, Chief Cornell and
City Attorney Chandler.
Minutes of pre�iious meeting were read and approved.
Discussed at this t:i_me was the proposed construction of a water storage sys-
tem, additional water lines and additional water wells, as recommended by Homer
A. Hunter Associates.
It.was moved by Alderman Reed, seconded by Alderman Dickerson, that effective
with September 15, 1959, reading, the following water rates be effective:
3,000 gallons - - -- ------------ ------- -$2.50 minimum.
3,000 gallons to 5,000 gallons--- - - - - -- .75 per M. gallons.

The motion was carried..
It was moved b�? Alderman Reed, seconded by Alderman Dickerson, to employ the
Homer A. Hurter. Associates, Consulting Engineers, to handle this project, proveded
the Water Committee can read a suitable agreement on the price of their services.
Motion carried.
Alderman Graves reported there is some misunderstanding as to who will pay for
Water & Sewer Taps. It was suggested, and agreed, that unless the City records shcw
a *water or sewer tap has been used at a location that these taps will have to be paid
for,
Alderman Graves also reported a drainage problem between Clinton Street and the
Railroad. It was agreed to work on this as the money is available.
Alderman Dickerson reported there are two vacant lots in the Denman Addition
which can be bought reasonable and could possibly be used for a well site. It was
agreed that the Water Committee check into this.
Alderman Dickerson reported the City has a grader which is broken down and not
in use, t1lat it would cost approximately $2000.00 to put this piece of equipment in
good shape and asked that all City Departments share in the expense of repairing
this grader. It was agreed to try to figure this in the next budget.
Alderman Murray reported the contractor has moved in equipment and will start
work on the Airport. Also Mr. Denman had off ered to lease the orchard at the air-
port for the coming year. It was agreed for this to be handled by the Airport Com-
mittee.
Alderman Riggins reported the need to purchase a billing machine for use in
the,"Water Department. The Council agreed to try to set up enough money in the next
budget to purchase this machine.
AN ORDINANCE CREATING THE OFFICE OF FIRE
PROVIDING THAT SAID OFFICE SHALL ALSO BE
PRESCRIBING THE DUTIES OF THE FIRE CHIEF
PROVIDING THAT HIS SALARY SHALL BE FIXED
BE RESPONSIBLE FOR THE PERFORMANCE OF HII
DECLARING AN EMERGENCY
CHIEF OF THE CITY OF STEPHENVILLE,
COMBINED WITH THAT OF FIRE MARSHAL;
OF THE CITY OF STEPHENVILLE AND
BY THE CITY COUNCIL AND THAT HE SHALL
i DUTIES TO THE CITY COUNCIL AND
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
The office of Fire Chief of the City of Stephenville is hereby created.
The office of Fire Chief of the City of Stephenville shall be filled by ap-
pointment of the City Council, which shall also fix the compensation to be paid
to such officer.
Section Two
The office of Fire Marshal which is a presently existing office of
the City of Stephenville shall be filled.by the person who is appointed Fire
Chief of the City of Stephenville and the duties of Fire Marshal as set out in
the ordinances of the City of Stephenville shall be performed by the Fire Chief
of the City of Stephenville and the person who is appointed by the City Council
of the City of Stephenville as Fire Chief shall also occupy the office of•Fire
Marshal. The salary paid the Fire chief and his compensation shall be fixed in_
recognition of the annual salary provided to be paid to the Fire marshal as the
person occupying the position of Fire Chief shall also be Fire Marshal and
receive the salary provided therefor.
Section Three
In addition to performing the duties of Fire Marshal the Fire Chief
of the City of Stephenville shall be responsible for all mire- fighting equipment
of the City of Stephenville and he shall have the power and authority to put into
effect rules and regulations governing the handling and care of such equipment
by the fire department of the City of Stephenville, both the paid firemen and the
members of the volunteer fire department. It shall be the responsibility of the
Fire Chief of the City of Stephenville to keep such equipment in repair, to
declare when any such equipment is unfit for use and to discard same, to make
requisition to the City Council for new equipment to replace that discarded or
to otherwise add to the equipment on hand and used for fire- fighting purposes.
Said Fire Chief of the City of Stephenville shall attend all fires possible and
take part in the fighting of fires. However, the duties of the Fire Chief of
the City of Stephenville except as set out herein orf5by future provisions made
by the City Council shall not conflict with the office and the performance of
the duties of the office of Chief of the Volunteer Fire Department of the City
of Stephenville. It is not the intention of this ordinance that the Fire Chief
of the City of Stephenville shall supplant in the fighting of fires the position
or the duties of the Chief elected by the Volunteer Fire Department of the
City of Stephenville. As to the paid firemen of the City of Stephenville, the
Fire Chief of the City of Stephenville shall be considered a department head and
the paid firemen of the City of Stephenville shall be employees working under
him in his department.
Section Four
The City Council of the City of Stephenville may from time to time
change or add to the duties and responsibilities of the Fire Chief of the City
of Stephenville. This will be done by formal action taken at official meetings
of the City Council and shown on the minute book of the meetings of said City
Council.
Section Five
The fact that conditions exist in the City of Stephenville requiring
this ordinance to be effective immediately creates an emergency and an imperative
public necessity that this ordinance go into effect at the time of its passage
and any provisions to the contrary are hereby suspended.

Read at this time was the proposed ordinance creating the office of Fire Chief.
It was rloved by Alderman Reed, seconded by Alderman Graves, that an ordinance creat-
ing the office of Fire Chief of the City of Stephenville, providing that said office
shall also be combined with that of Fire P"iarsb.al; prescribing the duties of the Fire
Chief, and providing that his salary;be fixed by the City Council, and that he s }.gall
be responsible to the City Council for performance of his duties, also the City Sec-
retary accept applications for th.e job of Fire Chief. Motion carried (said ordin-
ance being attached to and becoming a part of these minutes).

It was moved by Alderman Dickerson, seconded by A- lderman Graves, to set the
salary of Fire Chief at $300.00 per month. Motion carried.

It was moved by Alderman Dickerson, seconded by Alderman Reed, to raise the
salary of Harvey Collins to $300.00 per month. Notion carried.
The City Secretary reported there is a balance due of $4000-00 on the new water
well and asked it be designated which fvnd to nay this from.
It was roved by Alderman Riggins, seconded by Alderman Brandon, to transfer
$4000.00 from the Water works Depreciation Fund to pay this balance due on the new
well. Motion carried.
It was moved by Alderman Reed, seconded by Alderman Brandon, to transfer
$1000.00 from the Water Works Operating Fund to the Cemetery Fund. Motion carried.
It was moved by Alderman Brandon, seconded by Alderman Graves, to transfer
1p1000.00 from the General Fund to the Park Fund. Motion carried.

It was moved by Alderman Brandon ,seconded by Alderman Graves, that bills and
accounts be allowed and ordered paid. Notion carried.

There being no other husiness at this tine; the Counci stoo adjourned sub-
ject to the Mayor's call.
