July 7, 1959.
The City Council met in regular session on the above date with MayorP;ro -hem Reed
presiding and the following aldermen present: Virgil Dickerson, Marvin Ratliff, .
Walter Brandon, Albert Graves and Dean Murray.
Others present were Water Supt. Gann, Asst. St. Supt. Collins, Chief Cornell
and City Atty. Chandler.
Minutes of previous meetings were read and approved.
Mr. Oren H. Ellis appeared before the Council asking that the valuation of
two vacant lots in the Denman Addition be lowered. After discussion, it was
moved by Alderman Graves, seconded by Alderman Brandon, that the valuation of
lots 13 and 34, Block 1, Denman Addition, be lowered to 550.00 each. Motion
carried.
City Attorney Chandler presented a proposed ordinance creating and setting
out the duties of Fire Chief. The City Attorney also pointed out that under the
present set -up the City could be held liable in case of any damage done while
fighting rural fires, and urged the City to enter into a contract with the County
as soon as possible.
Messrs. Homer Hunter and George Fagan appeared before the Council to discuss
plans for future water wells and storage systems. It was pointed out that in
order to complete this proposed project it would require approximately $,151,000.00,
and it would be necessary to increase water rates to pay for these additions. The
Council agreed to place a copy of these plans with the Rauscher, Pierce & Co. in
order that plans could be made to finance this proposed project.
Alderman Dickerson reported the score -board at the Park balifield was out of
order and an electrician had estimated the cost;of repairs to be $10.00. It was
moved by AldermaRatliff, seconded by Alderman Dickerson, to repair the score - board.
Motion carried.
Alderman Dickerson also reported that Rayford Carpenter had been hired as blade
man for the Street Department, and his salary should be set. It was moved by Alder -
man Ratliff, seconded by Alderman Brandon, to set the salary of Rayford Carpenter
at $240.00 per month. Motion carried.
Discussed at this time was the retirement of R. B. McMahan, Street Supt., and
the hirinm of a Street Supt. It was moved by Alderman Brandon, seconded by Alderman
Graves, to promote ?Tm. Ha_rve, Collins to Street Supt. at a salary of 45275.00 per
month, and to raise him to $300.00 per month at the end of six months if his work
proved satisfactory. Motion carried.
Alderman Dickerson reported Mr. Roscoe Purdom had put up the money for na'ving
on Erath Street, and the City Library had offered to donate some money to help pay
for their nortion of the paving, however, this would not be enough to pay for the
complete job. It was agreed the City would go ahead and bear this additional ex-
pense and paveotrath Street.
Brought up for discussion was the property of Mrs. W. P. Anderson Sr. on N.
Graham St., which has recently been connected on sower and the tapping fee of
$15.00 has not yet been. paid. The Council directed City Secretary Cates to collect
this sewer tapping charge.
Alderman Murray reported several complaints from citizens along the Morgan
:ill Road about the large neon sign at the entrance to the Golf Club. After dis-
cussion, it was agreed to check further into this before any action was taken.
A bid from the Stephenville State Bank, as depository for keeping of the City
Funds for the year 1959 -1960, was presented. It was moved by Alderman Dickerson,
seconded by Alderman Ratliff, that the City accept this bid for the ensuing year.
Motion carried.
Presented at this time was a letter of recommendations from the Fire Committee
setting out the duties of Fire Marshal. Discussed,but no action taken at this time,
to be brought up at a later meeting.
Alderman Brandon reported the need to send two men to the Firemen's Training
School at Texas A. & M. Colloge, also the need to arrange for paying expenses for

two men.. It was agreed to advance each of these men yv70.00 for expenses, and
if the actual expense is rore than this amount they will be reimbursed by the City,
or if the expense is less then that amount will be returned to the City.
Mayor Pro -Tem Reed reported the need to place the Cemetery employees on a
monthly salary. It was agreed to place all cemetery employees on a monthly salary.
Presented for approval at this time was the 1958 Delinquent Tax Roll. It was
moved by Alderman Murray, seconded by Alderman Dickerson, to accept the 1958 Del-
inquent Tax Roll. Motion carried.

It was moved b- Alderman Dickerson, seconded by Alderman Ratliff, to transfer
money
as follows: 01500,00 from.the Water Works Operating Fund to the R oz B Fund;
and 500.00 from the General Fund to the Park Fund. Motion carried.
Read at this time was a letter of resignation from Alderman Van E. Allen of
Ward '# 3 who is being transferred to another city by his employer. It was moved
by Alderman Dickdrs.on, seconded by Alderman Brandon, to accept the resignation of
Mr. Allen, as City Alderman, and asked the City Secretary to prepare a letter of
appreciation to Pr. Allen for his services as a member of the City Council. Lotion
carried.
It was moved by Alderman Brandon, seconded by Alderman Dickerson, that bills
and accounts be allowed and ordered paid. Motion carried.
There being no other business, the Council stood adjourned subject to t'r_e,
