HomeMy WebLinkAbout1959-04-07 - Regular City CouncilStephenville, Texas April 7. 1959, The City Council met in regular meeting on the above date with Mayor Evans presiding and the following aldermen present: Virgil Dickerson, Marvin Ratliff, Chas. Riggins, Walter Brandon, Albert Graves, Van E. Allen, Scott D. Reed and Earl Weathers. Others present were Water Supt. Gann, Street Supt. McMahan, Chief Cornell and City Atty. Chandler. Minutes of previous meetings were read and approved. It was moved by Alderman Dickerson, seconded by Alderman Ratliff, to ad- vertise for bids for drilling a new water well, bids to be received until.5 :00 P. M. and opened at 7 :00 P. M., April 23, 1959. Motion carried. The following bids were received for construction at the City Park: J. H. Barham --= ---------------------- $16,500.00 Charles H. Mr. Emmet Jones.appeared before the Council and reported that in order for City Employees to be covered by insurance while on the job it would be necessary to pay an additional premium of .24¢.per month. After discussion, it was moved by Alderman Allen, seconded by Alderman Dickerson, to pay this additional .24� per month insurance premium on each City Employee. Motion carried. Mr. Gaines Riley came before the Council asking when the City would extend fire protection to the property on Lingleville Road. The Council asvised Mr. Riley this is in the future plans of the City and would be handled as quickly as possible. Mr. Jack A.-Barnes appeared before the Council to discuss the engineering problems for a future water supply. Mr. Barnes reported that by proper placing of wells there would be plenty of water for the future needs of the City; that the estimated cost of a survey would be $8500.00 which would include a survey' of Erath County, and would show the locations of the largest amounts of water, also state how many wells would be required to produce a given amount of water. No action taken at this time. A "group of property owners from N. Garfield Ave., with Mr. Joe Parnell as spokesman, appeared before the Council asking the City to cut down and pave X. Garfield Ave. Alderman Dickerson stated the City had adopted a policy not to pave any streets in this part of town, but the Street Department would out this street down and place the caliche already there back on the street, then this group could get a contractor to pave it. Discussed at this time was the fact that some of the bidders for construe - tion at the City "Park "did not have a bid bond. City Attorney Chandler advised the City could call any one of the bidders and ask him to put up a bid bond, then the bid could be accepted. It was moved by Alderman Ratliff, seconded by Alderman Reed, to accept the low bid of Weinberg & Sons of $11,882.40 for construction at the City Park, pro- vided this firm furnish a bid bond. Motion carried. It was moved by Alderman Reed, seconded by Alderman Brandon, to place J. E. Lookingbill Jr. on the water department payroll at a salary of $250.00 per:month for a- period of six months, then if his work proves satisfactory raise the salary to $263.00 per month. Motion carried. Alderman Weathers reported there is.a crowded condition at the corner of Graham and Washington streets. Alderman Weathers recommended that one meter on each side of the street be removed and make a No Parking Zone. After discussion, it was moved by Alderman Graves, seconded by Alderman Reed, to remove one parking meter from the -side of the Onyx Cafe, and one parking meter from the side of the Service Drug Store, making No Parking Zones in each place. Motion carried. (Alderman Dickerson requested his vote be recorded INo. °). Alderman Ratliff reported the recommendation of the Fire Committee is to " accept the bid of Jones Chevrolet Company for a new Fire Truck chassis. It was moved by Alderman R &Ulff, seconded by Alderman Allen, to accept the low bid of $2576.00 from Jones Chevrolet Company for this new Fire Truck chassis. Motion carried. Alderman Riggins reported the Park Fund would have the money for the new construction and to buy approximately 24 acres of land with enough money left to pay for the proposed engineering services to cut a new channel on the Bosque River. The general opinion of the Council was to check and see if a new channel could be out without engineering services, and if so the City would have that money left for other purposes. Read at this time was a letter from the City Health Commission requesting the Council to pass an ordinance prohibiting the keeping of livestock in the City. This was referred to the Sanitary Committee for further study. It was moved by Alderman Ratliff, seconded by Alderman Brandon, to transfer $400,00 from the water works operating fund to the airport fund. Motion carried. It was moved by Alderman Brandon, seconded by Alderman Dickerson , to t:bans- fer 2000.00 from the water works operating fund to the R & B fund, and trans- fer 200.00 from the General Fund to the Park Fund. Motion carried. Mayor Evans advised the Council that an affidavit had been presented him to the fact that an election had been held in compliance with Art. 974 of the Revised Civil Statutes of Texas, in the area of the land hereinabove described In which a majority of the inhabitants qualified to vote for members of the State Legislature voted in favor of becoming a part of the City of Stephenville and an affidavit has been made by more than three of said inhabitants to the fact of holding this election and its having carried by a majority and such Affidavit having been filed with the Mayor of the City of Stephenville who has edrtified same to the City Council, creates a demand and need that this ordin= ante be enacted and further creates an emergency and an imperative public nec- essity requiring that this ordinance become effective immediately. It was moved by Alderman Dickerson, seconded by Alderman Graves, to ad- opt this ordinance annexing to the City a part of the M. R. Williams and John Blair surveys. Motion carried. (Said ordinance being attached to and becoming a part of these minutes). It was moved by Alderman Riggins, seconded by Alderman Ratliff, that bills and accounts be allowed and ordered paid.
