The City Council met in regular meeting on the above date with Mayor
presiding and the following aldermen present: Virgil Dickerson, Marvin Ratliff,
Chas. Riggins, Walter Brandon, Albert Graves, Van E. Allen and Earl Weathers.
Present for the meeting were Asst. Water & Sewer Supt. Rodman, St. Supt.
McMahan and Chief Cornell.
Minutes of previous meetings were read, and approved.
Mr. Clinton Cox appeared before the Council to report the R. E. A. had Com-
pleted plans to build a new office building on their property on the Glenrose
Highway, outside the City Limits, also they plan to get on City water and sewer.
Mr. Cox requested the Council to give approval to this project and ask Mr. Gann
to figure the-cost of extension of water and sewer lines. It was moved by Alder-
man Dickerson, seconded by Alderman Ratliff, to extend water and sewer to the
R: E. A., subject to the present policies of the City, $he R. E. A. to pay for
actual cost of these extensions. Motion carried.
Mr. A. J. Hutchinson appeared before the Council to discuss the possibility
of straightening the Bosque River channel, south of the Graham Street bridge, and
offered to give-a 50 foot strip all the way across his property for the purpose
of this channel; also to trade some of his land for a part of the old sewer farm
if the City does not need this for some other purpose. After discussion, it was
moved by Alderman Brandon, seconded by Alderman Ratliff, to pay Mr. Hutchinson
$250.00 per acre for the land north of the proposed river channel to the present
river bed, and to trade any part of the old sewer farm not needed to him for some
of the.above land. Motion carried.
11 1 A group representing the Tarleton Rodeo Club, with Mrs. Jewell Robbins as
spokesman, appeared before the Council asking the City to furnish materials for
some additional bleachers. This group offered to construct these bleachers in
exchange for use of them at the Tarleton Rodeo. It was moved by Alderman .Biggins,
seconded by Alderman Brandon, to furnish material for three bleachers, to pay for
two out of the Water Works Operating Fund, the other one from the General Fund.
Motion carried.
Mr. Lee Orbison came before the Council asking the City to set a price on a
Part of the Airport property which fronts approximately 500 feet on Highway # 281
and lies north of the National Guard Armory property. The Council suggested that
Mr. Orbison stake off the approximate amount of this land he wanted to buy, then
the City would decide if they would sell same.
Alderman Brandon reported some of the Ladies Clubs had asked the City to buy
$118.00 worth of flowers and shrubs to be placed around the Recreation Hall at City
Park. The Council agreed not to handle this project due to the fact the City does
not have the money at this time.
It was moved by Alderman Allen, seconded by Alderman Brandon, to have plans
and specifications drawn up for covering the concrete slab at the City Park; these`
plans and specifications to be presented to the Council before being placed up for
bids. Motion carried.
Alderman'Ratliff reported several persons have been calling the Fire Department
asking them to Burn off vacant lots. Under the present set -up the Fire Department
cannot'do this since it-could result -in - property damage, then the City would be
liable. After discussion, it was suggested and agreed to have City Attorney Chandler
draw up a model ordinance for fhe Council's consideration which would require prop-
erty owners to clean up vacant lots when they create a fire hazard.
Alderman Dickerson reported the possibility of trading a part of the property
now owned by the City, which Is part of the former Roberts property on East Long St.,
to Mr. J. R. Barb, for some land joining on the Bosque River. If this can be worked
out the City could then widen the river channel. The Council suggested that Alder -'
man Dickerson find what could be done, then report back to the Council.
Discussed at this time was the need of enforcing the Dog License Ordinance.
This was referred to the Law & Order Committee.
It was moved by Alderman Dickerson, seconded by Alderman Allen, to purchase a
Thermo -Fax copying machine from Valentine Business Machine Co. Motion carried.
It was moved by Alderman Dickerson, seconded by Alderman Ratliff, to transfer
$500.00 from the General Fund °to the Park Fund. Motion carried.
It was moved by Alderman Brandon, seconded by Alderman Riggins, to transfer
$2000.00 from the Water Works Operating Fund to the R & B Fund. Motion carried.
It was moved by Alderman Graves, seconded by Alderman Brandon, to designate
the week of March 22nd to 28th as annual Clean -Up Week, details to be handled by
Secretary Cates and Mr. Pemberton. Motion carried.
It was moved by Alderman Weathers, seconded by Alderman Brandon, to vote
against H.B. 326, which would create a Public Utilities Commission of Texas.
Motion carried. -
It was moved by Alderman Riggins, seconded by Alderman Brandon, that bills
and accounts be allowed and ordered paid. Motion carried.
There being no other business at this time, the Council stood adjourned
subject to the Mayorts call.
