Stephenville, Texas
The City Council met on the above date, with Mayor Skipper presiding and the following
members present: Charles Riggins, Mrs. Fred McCleskey, W. M. Irwin, Toby Stone, Don
Metsgar, Doug Smithey, Raymond Anderson and Garland Loudermilk.
Others present were Director of Public Works Gann, Fire Marshall Ferguson, Director of
Parks & Recreation Isham.
Minutes of the previous meeting were read and approved.
Fire Marshall Ferguson reported for the fire department.
City Administrator Cates reported for the police department and stated that three
officers, Scotty McCleery, Jerry Hallmark, Hershell Davis, had been promoted to
the rank of sergeant. This to be effective as of December'6, 1971, for a trial period
of six months. He also reported that of the ten certified officers eligible, the
average score was 81 %.
Mrs. McCleskey, reporting for the Senior Citizens, stated the Arts & Crafts sale was
the largest and most successful to date. Mrs. McCleskey also reported on her trip to
Washington D. C. There she found that Texas was rather behind in the receiving of
funds from the government.
Director Isham reported the basketball Orogram is just now getting under way, he also
thanked other departments for their help in the pouring and finishing of the shuffle
board at the Senior Citizens Center.
The departments of Public Works, Water, Streets, Finance, and Sanitation had nothing
to report.
At this time the monthly report of the water superintendent was read. A future Council
room and office space was discussed and a report on the street signs.and their re-
finishing was read and approved.
Councilman Metsgar asked that Mr. Frank Garcia'.s water bill be reduced.
Councilman Irwin reported that Mr. R. C. McCullough wishes to rent or lease city owned
property between the Washington St. Bridge and the Long street crossing,,
It was decided that the Council could do nothing for either of these gentlemen.
Councilman Anderson requested some information be obtained on the traffic light at
Washington and Lillian streets. It was decided that Administrator Cates call the
Fort Worth Office of the Highway Department to find out something.
Councilman Irwin requested that something be done about the traffic on City streets.
This was referred to the police and street committees.
Councilman Stone asked for more information on the promotions in the police dept.
Mayor Skipper stated that he had seen a need for an incentive program for some time.
He hopes that the city will be able to produce some one from the department to be a
future Chief.
Administrator Cates expressed a need for someone in a backup capacity behind each
dept head and he also stated that any compensation would come from monies already
budgeted to the police department. Councilman Metsgar wished to have a Sergeant on
each shift and Councilman Smithey hopes the City can help educate the officers.
Administrator Cates reported that the City spent $2,000.00 last year on a certified
instructor and that some officers were attending school on their own time at the
present.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to transfer
$25,000.00 from the Sales Tax Fund to the Road & Bridge Fund. Motion carried.
It was moved by Councilman Loudermilk, seconded by Councilman Stone to appoint Philip
Ferguson Tax Assessor & Collector. Motion carried.
City Attorney Chandler was requested to discuss a 25' area in the Chamberlin Addition.
He stated that to his knowledge there were no alleys nor 25' streets in the Addition.
This strip of land was just a strip of land owned by the Chamberlin heirs.
There being no further business at this time the Council stood adjourned, subject to
the Mayor's call.

At that time the Council was reconvened to receive bids on a two ton truck for the
City.
The first bid opened was incomplete. - -�

It was moved by Councilman Anderson, seconded by Councilman Metsgar, to advertise for
another bid. Motion carried.
There being no other business at this time the Council stood adjourned b subject
to the Mayor's call.
December 16, 1971

The City Council met in a called meeting on the above date with Mayor Skipper
presiding and the following members present: Toby Stone, Garland Loudermilk,
Mrs. Fred McCleskey, Doug Smithey, Raymond Anderson, Don Metsgar and The
Director of Public Works Gann was also present.
The meeting was called to read bids on a 2% ton truck for the city street dept.
The bids are as follows:
1. Bruner Chevrolet------------ - - - - -2 ton - - - - -- $4,511.79
2% ton - - - -- 4,921.00
2. Herrin Motors---------------- - - - -2% ton - - - -- 4,378.09
It was moved by Councilman Loudermilk, seconded by Councilman Anderson, that if
the trucks were comparable, then to accept the lower bid. Motion carried.
Administrator Cates reported Chief Cornell is back; but not working.
The Council then discussed the alternative it had if the Chief was not able to
return to work January 1, 1972. It was decided to wait ,until that time to reach a
final decision.
It was reported by the Mayor that the street signs were almost refinished; and at a
small capitol out lay.
The Mayor also reported that the "Beacon Light" at the airport was to be erected
Saturday, December 18, 1971.
A committee of Raymond Anderson, Doug Smithey, and Don Metsgar was appointed to
check into the possibility of leaving the city insurance with a company longer
than one year.
At this time the Council went into executive session, with Administrator Cates
present.

his own: Mr. Griffin suspended with pay until Council
Chief Cornell re- instated until action could be taken.
Executive Session:
It was reported that: Patrolman Griffin was re- instated. Chief Cornell will be
acting Chief until a new chief can be obtained. City Administrator Cates re-
signed.
Irwin made a motion that Mr. Cornell be appointed temporary Chief of Police, with
the understanding that the City take applications for a permanent Chief. When a
new chief is appointed and with the new chief's approval Mr. Cornell be advised
that he will be offered a job as Assistant Chief. Seconded by Charles Riggins.
