October 5, 1971
The City Council met in a regular meeting on the above date with Mayor Skipper
presiding and the following members present; Toby Stone, Mrs. Fred McCleskey,
W. M. Irwin, Charles Riggins, Don Metsgar, Garland Loudermilk, and Raymond Ander-
son.
Others present werre��� City Attorney Chandler, Director of Public Works Gann,
Director of Parks*ri"laham, and Fire Marshall Ferguson.
Mr. David Hull of Blue Cross and Blue Shield Insurance met with the Council. He
passed out some literature and then discussed his policy and coverage for city
employees. After some questions and discussion, it was decided to award the City's
insurance on a "Bid Basis " /
The following committee reports were then turned in:
Councilman Metsgar called on Mr. Cates to report for the Law & Order. It was re-
ported that off campus parking at the college is becoming a hazard and there would
be recommendations made later after more study.
Fire Marshall Ferguson reported a total of ten runs by the fire department this month.
Mrs. McCleskey reported the selling of 106 booths for the Arts & Crafts Fair. She
also reported Mr. Lindsey wishes to meet the Council October 21, to discuss the
fourth and fifth year grants. Mr. Isham reported that five softball tournaments
were scheduled for this summer.
Councilman Loudermilk had nothing to report.
Councilman Anderson reported that the second City well was nearing completion.
Councilman Stone had nothing to report.
Councilman Irwin reported that the City was now in a new budget year.
Councilman Riggins had nothing to report.
City Administrator Cates read a report on the Water and Sewer Depts. work for the
month of September.
Councilman Irwin invited the Council and Mayor to be present for the Fly In at the
airport. It was decided to have a fire truck stand by in case of trouble.
It was moved by Councilman Anderson, seconded by Councilman Loudermilk, to transfer
$30,875. from the Sales Tax Fund to a special Water Fund to pay for the last well.
Motion carried.
A bid of $4,593.00 was received for the codifying of Ordinances from Glasgow and
Jones.
The bid for the depository of City Funds was read. Councilman Riggins excused him-
self from the room. Then it was moved by Councilman Irwin , seconded by Council -
woman McCleskey, to accept the bid of Stephenville Bank and Trust Company. Motion
carried.
A question was raised by Councilman Anderson about the traffic light at Lillian street
and Loop 195. Mayor Skipper stated that his information was that the contract had
been let and the construction would begin in the near future.
Councilman Loudermilk reported he had complaints about blind corners in the city and
would like to have something done about them.
Mayor Skipper appointed a committee of Councilmen Stone; Loudermilk and Riggins to
investigate the Christmas Lights Situation and report to the council.
Councilman Stone reporte t t selling of merchandise at the Sale Barn on Wednesday
needed some more a and it should be decided whether or not to stop all
such sales of this nature. He also believes the individual who paid a iee

City Attorney Chandler stated the license fee wasn't the means to stop itinerant
merchants. Mr. Chandler also stated that perhaps the city's occupation tax and
license ordinance was out of date.
City Administrator Cates was instructed to return the license fee to the individual
who paid it.
The Water and Cemetary Committee was instructed to look into the highway dept.'s
request of bushes being planted in the East End Cemetary.
There being no other business at this time,
