The City Council met in a called meeting on the above date with Mayor Skipper
presiding and the following council members present: Charles Riggins, Garland
Loudermilk, Doug Smithey, Toby Stone, Raymond Anderson and Mrs. Fred McCleskey.
Councilman Anderson reported that at request of the Water Committee bids have
been received from 2 contractors for drilling of one or possibly two new wells.
The low bid being $32,875.00 for one well and $30,000.00 for an additional well
provided the second well is drilled in six months. The contractor can start imm-
ediately and finish one well in 30 days.
Councilman Anderson thinks the city should start to work on the two wells and stride
addtional storage and try to have this complete by next spring.
Councilman Loudermilk thinks the city should go ahead and drill" one well now and
the other some time this winter. The reason being that the summer may be extremely
dry or some of the existing wells may fail.
The question of whether or not the accepting of bids without advertising would be
legal was brought up and it was decided to wait for an opinion of City Attorney.
Councilman Loudermilk reported that the contractor on Takleton Arms apartment
complex has made a request for water service. In Mr. Loudermilk's opinion this
should be presented to the planning commission and the project comply with sub-
division ordinance then be presented to the council for approval.
Councilman Stone stated that in his opinion the Tarleton Arms Complex would not come
under the subdivision ordinance as the land is not platted or subdivided. Also feels
the contractor is entitled to an answer whether or not he will get city water. The
main question being is there enough water available for the apartment complex.
Director of Public W.brk -s stated that there may not be enough water for a peak demand
but thinks that under normal conditions the available water will be adequate.

It was moved by Councilman Anderson, seconded by Councilman Loudermilk, that a two
inch water tap be made to serve Tarleton Arms Apartment Complex. Motion carried.
City Attorney stated that the only legal way to contract for water wells is to pro-
perly advertise for bids. However, if the council feels that this is an emergency
they may accept either of the two bids that were submitted.
It was moved by Councilman Loudermilk, seconded by Councilwoman McCloskey, to ad-
vertise for bids for new wells, the contract to call for completion of one well 40
days after the contract is signed, also a penalty of $100.00 per day be assessed
after the 40 days. Motion carried by vote of 4 for, 2 abstain;:
The Mayor passed out copies of a resolution that was passed by the Chamber of Commerce.
This resolution was concerning the handling of garbage in the city.
Councilman Stone reporting for the committee on city service fees for mobile homes
stated the committee has following recommendations:
/ Delete the portion of trailer park ordinance on city service fees, and set up a
policy of minimum charge for water to mobile homes located in mobile home parks of
$2.75 per month per mobile home.
City Attorney stated that the mobile home ordinance has never been tested in court.
Several cities in the state have imposed a city service fee and collect it.
Also stated that the city is now at the point of either filing a law suit to attempt
to collect unpaid city service fees or take some action in lieu of the present city
service fee.
It was moved by Councilman Smithey, seconded by Councilman Stone to delete all of �(
Section 8 of the Trailer Coach and Mobile Home Ordinance. Motion carried.
Councilwoman McCleskey reported that the Park and Recreation Committee has been con-
tacted in regard to persons operating rides in the city park. The committee will
look into this and report back to the council.
A complaint of water standing on Collins street was reported. This condition is
created by the washing of trucks at Farmers Milling Co. City Secretary will contact
person responsible for this condition.
There being no other business at this time, the council stood adjourned, subject to
the Mayor's call.
