HomeMy WebLinkAbout1972-07-11 - Regular City CouncilJuly 11, 1972 Stephenville, Texas The City Council met on the above date in regular session with Mayor Jones presiding and the following members present: Raymond Anderson, Jack Curtis, Larry Hammett, Charles Riggins, Doug Smithey, and Toby Stone. Others present were: City Administrator Cates, City Attorney - Chandler, Director of Parks & Recreation Isham, Fire Marshall Fer:uson, Director of Public Works Gann, and Police Capt. Stone. The minutes of the previous meetings were read and accepted. The exemption of the Church of God Parsonage was tabled because of no representation. It was moved by Councilman Stone, seconded by Councilman Smithey, to require an affidavit from the bookkeeper that the residence had been used as a parsonage for the years that a tax refund is requested for. Motion carried. Concilman Hammett, reporting for the Sanitation Committee, has found two sites, one of 59 acres and one of 50 acres. The Sanitation Committee will have a written report on this at the next regular meeting. The Dog Ordinance will be acted upon at the next regular meeting. A letter from the NCT COG was referred to the Parks & Recreation Director and Committee. Director Isham reported the State Soft- ball Tournament was a success in all aspects. State'Softball Commissioner Keithly was impressed with the facilities at the City Park. Marty Wrinkle appeared to ask permission to rent his mobile home which is in a R2 district. It was moved by Councilman Smithey, seconded by Councilman Stone to issue Mr. Wrinkle a non- conform- ing permit if the Zoning Board would approve the permit. Motion carried. Mrs. Malone appeared in regards to the dog problem around town. Mr. E. A. Blanchard, representing the City Equalization Board requested that some thought be given to combining the City School and County Tax assessing units, this to ensure more equal renditions. Mrs Blanchard also requests the state law defining taxation of mobile homes be included in the Mobile Home Ordinance. , A Committee of Toby Stone, Donald Jones and Doug Smithey was appointed to meet with the equalization board and with Lone Star Gas. .Councilman Stone had City Attorney Chandler explain a report on in- voluntary leins. V 82 Councilman Smithey proposed a pilot project in any section of town. It was decided to hire Mr. Joe Wallace to poll the town at a price of $2.00 per hour. A motion was made by Councilman Smithey, seconded by Councilman Curtis, to have the street committee prepare all the necessary paper work. Motion carried. On the street parking on Belknap street between Tarleton and 'Green was discussed. This was referred to the street dept. A motion was made by Councilman Stone, seconded by Councilman Riggins, to have Tommy King supply field notes on the Shuler Estate and Lem Brock property which is surrounded by the city. This will be to draw papers for annexation of this property. Motion carried. Administrator Cates requested his 90 day sick leave be paid, because he is taking therapy for his shoulder. This was referred to the Finance Committee. A motion was made by Councilman Stone, seconded by Councilman Curtis, to transfer $15,000. to the Road & Bridge Fund and $2,000., to the Library Fund from-the Sales Tax Fund. Motion carried.
