Stephenville, Texas
The Council met on the above date with Mayor Jones presiding and the following
members present: Garland Loudermilk, Raymond Anderson, Larry Hammett, Jack
Curtis, W. M. Irwin, Charles Riggins, Toby Stone, and Doug Smithey.
Others present were Director of Public Works Gann, City Attorney Chandler,
Fire Marshall Ferguson, Director of Parks & Recreation Isham, Acting Chief
Stone and City Administrator Cates.
Minutes of the previous meetings were read. A motion was made by Council-
man Irwin and seconded by Councilman Curtis to approve the minutes as
read. Motion carried.

It was moved by Councilman Smithey, seconded by Councilman Loudermilk, to
allow Bob Glasgow to submit a street dedication which is not on the agenda.
Motion carried.
A motion was made by Councilman Smithey, seconded by Councilman Curtis,
to get an opinion from the Planning Commission on this street dedication
and also to annex that property which is surrounded by the present city
limits. Motion carried.
Mr. J. F. Wade appeared before the council requesting that the city help
control the dog ordinance.
Jesse Johnson, representing Lone Star Gas Co., appeared before the council
in reference to a rate increase for Lone Star Gas Co. It was moved by
Councilman Curtis, seconded by Councilman Riggins to not consider the rate
increase until the city tax is taken care of. Motion carried.
The Hillcrest 2nd Addition was referred to the Planning Commission.
Rezoning of Lot 8, Blk. 3, Sims Addition, was discussed. A motion was made
by Councilman Smithey, seconded by Councilman Loudermilk, to refer this to
the Planning Commission. Motion carried.
A Speedingzoning Ordinance for F.M. 988 was discussed. (See Attached Copy).
There was a motion by Councilman Anderson, seconded by Councilman Smithey,
to accept this Ordinance. Motion carried.
A Bouncing Ball Flashing beacon for the intersection of U.S. 281, U.S.67,
U.S. 377 and Loop 195 was discussed. A motion was made by Councilman
Loudermilk, seconded by Councilman Hammett, to accept this installation.
Motion carried.
Mayor Jones read a letter from the Senior Citizens Committee. A motion
was made by Councilman Irwin, seconded by Councilman Riggins to accept
the report and to pay the Senior Citizens Director $360.00 per month
starting June 1st, 1972 and continuing until April 1, 1973. Motion
carried.
SPECIAL COMMITTEE REPORTS:
Mayor Jones read a letter of acceptance from Mr. Holmes.
Councilman Riggins reporting on City Administrator applications. It was
moved by Councilman Riggins, seconded by Councilman Irwin, to ask Mr. Cates
to remain thru July 15, 1972 at a salary of $900.00 per month. Motion
carried.
City Attorney Chandler gave a report on the City Dog Ordinance. Council-
man Smithey requested a Kennel Ordinance be drawn up.
Councilman Riggins reported the old well site on Long street would be too
expensive to seal off. He recommends-no action be taken.
The committee on summer water rates recommends no action be taken.
Councilman Stone discussed a paving lien on all home owners on all
unpaved streets. A motion was made by Councilman Stone, seconded
by Councilman Curtis to start immediately paving all caliche streets
in Stephenville that are presently open, traveled, and maintained
by the City of Stephenville, as soon as the paper work providing
for assessment of liens can be completed. This motion was tabled un-
til a written opinion on the paving liens can be submitted by Mr.
Chandler.
STANDING COMMITTEES:
Councilman Hammett reported the City cannot obtain a landfill adjacent
to the present dump ground. The City needs to find some places to
obtain if it meets specifications from the State.
The Park & Recreation Committee reported the park will sponsor The
State Softball Tournament For Women. There will be an admission
charged for this. It was also reported that the park activities
have expanded yearly.
Fire Marshall Ferguson reported 19 fire runs the past month.
A motion was made by Councilman Stone, seconded by Councilman Curtis,
to allow KSTV to record and broadcast the council meetings to the
public over the radio. Motion failed to carry.
A motion was made by Councilman Loudermilk, seconded by Councilman
Irwin to transfer $3,000.00 to the Road & Bridge Fund from the Sales
Tax Fund.
The council extended a vote of thanks to Mr. Cecil Stone for acting
as Chief of Police in the absence of the Chief.
It was moved by Counclman Stone, seconded by Councilman Curtis, to
buy a tape recorder to record the council meetings. This is to be �(
for council use only. Motion carried.
It was moved by Councilman Smithey, seconded by Councilman Ham ,
to adjourn. Motion carried.
