The Council met in regular session with Mayor Skipper presiding and the following
members present: Raymond Anderson, Charles Riggins, Mrs. Fred McCleskey, Toby Stowe
Garland Loudermilk, W. M. Irwin, and Doug Smithey.
Others present were Director of Parks and Recreation Isham, Director of Public Works
Gann, Fire Marshall Ferguson „ Chief Cornell, City Attorney Chandler, and City
Administrator Cates.
Minutes of the previous meeting were read and corrected.
Mr. Jack Harding appeared before the Council requesting that he be refunded his full
$7.50 water deposit. He stated he had been charged 35� for three days use of water,
when the City Secretary had stated Mr. Harding would be able to get his deposit re-
funded when his renter put up a deposit. Mr. Harding stated he was not told of a
daily charge for water use. It was moved by Councilman Stone and seconded by Council-
man Irwin to refund to Mr. Harding the entire $7.50. Motion Carried.
Committee reports began with ekt water Dept.
Councilman Anderson reported the city crews have laid the line to the last well.
Councilwoman McCloskey reported large turnouts for classes and workshops at the Senior
Citizens and later in the month a two day trip was planned.
Director Isham reported the Rec Hall had been repainted on the inside and that the
Master Plan for the Jay Cees Park had been received.
The Fire Dept. had nothing to report.

Street Dept. has started resurfacing. There is a need for someone to go as a
Public Relation man for the street dept.
The Finance We Dept. requested a transfer of funds. It was moved by Council-
man Irwin and seconded by Councilman Stone to transfer $2,500. from the Sales
Tax Fund to the Library Fund. and $10,000. from the Sales Tax Fund to the R $ B
Fund. Motion carried.
Mr. Gann reporting for the Sanitation Committee reported an estimate of $11,00. to
$12,000. for sewer in the Clifton Hts. Addition to those houses that do not have
sewer. Also this small lift station would cost from $10. to $12.00 a month to
operate.
After discussion on this matter, Councilman Stone offered to loan the city some
plans for a small ejectall system; it was decided to survey the city and find
the total number of units on septic tanks.
Councilman Loudermilk reported he had received compliments on the street depts
cleaning of blind corners. Mr. Gann reported the land fill area is going real
fast. Less than one year left at the present site.
Administrator Cates read a letter of resignation from Don Metsgar. It was moved
by Councilman Smithey and seconded by Councilman Stone to accept Mr. Metsgar's
resignation. Motion carried.
A letter from the Zoning Commission was read. The request for rezoning change
+ was for lots 113 and 124 of the City Addition, from Residence 2 to Business 1.
The commission recommends that the zoning remain the same.
It was moved by Councilman Irwin, seconded by Councilwoman McCleskey, to uphold
the recommendation of the Zoning Commission. Motion Carried.
Councilman Smithey reporting on the petition, stated he had difficulty in getting
his committee together to study these petitions. He reported some of the signee's
were non - residenceand some were high school students. Councilman Riggins stated
there were two petitions and that the committee would need the originals to study.
Councilman Irwin requested that the signatures be verified at city expense. It
was decided to have the Mayor accept the petitions. It was moved by Councilman
Loudermilk, seconded by Councilwoman McCleskey to allow the committee to negotiate
monies to pay for the verification of the signatures on said petition. Motion
carried.
Mrs. McCleskey asked how often the street sweeper ran? Mr. Gann reported that the
sweeper runs 3 days per week.
There was a motion made by Councilman Irwin and seconded by Councilman Riggins to
appoint C. N. Merrell election Judge. Motion carried.
It was moved by Councilman Stone, seconded by Councilman Irwin, that be it ordained
the Equalization Board shall meet on or before June 1st. Motion carried.
At that time, the hiring of a Police Chief was discussed. Councilman Irwin requested
that a screening committee be appointed to select the top 2 or 3 applicants and
present those to the Council for final appointment. Mayor Skipper requested Mr.
Irwin be on the screening committee with others on the Law and Order Committee.
It was decided that April 1st is to be the cut off date for accepting applications.
