The City Council met in regular session on the above date with Mayor Donald R. Jones
presiding and the following members presents Jim Chambers, Raymond Anderson, Larry
Hammett, Jesse Sexton, Jack Curtis and Toby Stone.
City Administrator Shelton was also present.
Mayor Jones stated that the main thing he wanted the Council to discuss was the Planning
Commission recommendations on the Comprehensive Plan.' City Administrator Shelton
reported that the Planning Commission recommends a $1,000,000.00 bond issue to catch
up for the first four years and to pledge the Revenue Sharing for these bonds. Mr.
Shelton said that, in his opinion, the City could do this without any tax increase. It
was the consensus of the Mayor and Council not to rely on the Revenue Sharing exclusively
to retire this bond issue. That a back -up plan would be needed.
Councilman Anderson asked about the Homestead Tax Exemption. City Administrator Shelton
reported that approximately 25% of the City residents would come under this and it

would cut the budget quite a bit. Mayor.Jones -said the Council needed to look into
this concerning whether or not some other restrictions could be placed on this
exemption act: -
Increase on sewer charges was also discussed. Approximately i$21,000 per year could
be derived by increasing the sewer rate 500 per month.
Mayor Jones asked that we 'check with the Highway`Dept. concerning the signal light
at the intersection of Graham St. and Tarleton St. to see if a timer could be installed
to improve the flow -of traffic during. „peak periods. He also suggested that maybe all
signal lights might need to' -be checked for - timing.
Mayor Jones also reported that he ,had received complaints concerning the collection
of feed or trash from Farmer's Milling collecting in the gutters when it rains and
fermenting and causing terrible odors.
Councilman Chambers asked about the different sources of revenue the City has other
than taxes and Revenue Sharing. City Administrator Shelton named the interest on
Certificate of Deposit, water and sewer rates.
The Council also discussed the possibility of the City taking over the garbage collection
as a revenue source.
The Council also discussed extending the city limits. Mayor Jones asked that the
Council give these different things some , thought -as a decision will have to be made
at a later date.
The Council also discussed one way streets on Belknap and Graham.
Councilman Hammett asked about contacting the telephone company about updating
their service and equipment. Mayor Jones said he had a letter from them and it
would be approximately two years before we could expect too much improvement.
