HomeMy WebLinkAbout1973-06-15 - Special City Council112 3:00 P.M. June 15, 1973 Stephenville, Texas The City Council met in a called meeting on the above date with Mayor Donald R. Jones presiding and the following members present: Jess Sexton, Larry Hammett, Raymond Anderson, Charles Riggins and Jim Chambers. Others present were: City Administrator Shelton, Director of Public Works Gann and Chief of Police Watkins. Chief Watkins came before the Council to present the new bids for two new police cars. The bids received were: Burgess Motors------------- - - - - -- 7,650.00 2 units Bruner Chev. Co.------------------ 7,716.00 2'units Herrin Ford ---------------------- $7,158.82 2 units All the above bids were Cash bids without trade -ins. Chief Watkins stated that the men in the Dept. would prefer to change cars and that the maintenance on the present cars has been high. It was suggested that when the new cars were received to put the old ones up for public bids or uge them elsewhere for City employees. After more discussion, Councilman Hammett moved to accept the bid of Burgess Motors for Plymouth or Dodge police cars without trade -ins. Councilman Chambers made the second. Motian:.carried. Chief Watkins also, brought up for Council discussion the Phase I Radio Communication for the City and the County. Chief Watkins explained that -'he had talked to the County Commissioner's Court and they had agreed to pay one half of the cost and the City pay one half. The City's part would.'be approximately $800.00. After more discussion Councilman Anderson moved to pass The Resolution for Phase I Radio Communications. Councilman Sexton made the second. Motion carried. (Said ReaQ]ution being attached to and becoming a part of these minutes). Chief Watkins at this time turned in a list of twenty -six delinguent Ambulance accounts for a total of $686.,00. This list to be turned over to City Attorney Chandler to write some Collection letters. This list included all delinquent accounts from July 1970 through May 1973 Mayor Jones asked Mr. E. A. Blanchard, representative of the Zoning Board, to come before the council to explain the recommendations of the Zoning Board concerning the re- zoning of property in the GreenvieW Addition: Mr. Blanchard explained that the property of S. J. Cook on Park Drive straight back to E. D. Weidner, 200 feet from Washington St. also on Mike Craft it is 200 feet from Washington, also on R. E. Hicks, R. M. Savage, I. D. Bramlett all of those lots on Washington St. 200 feet back are to be zoned Business 1. All rest of property there from R. E. Hicks, which extends down to Blakeney Dr. to be re -toned Residence:-2. The zoning on the surrounding property will be left Residences. Councilman Riggins moved to accept the above recommendations of the Zoning Board, to have this published in the newspaper and set a public hearing for same. Councilman Chambers made the second. Motion carried. It was the consensus of the council to table the consideration of the Building Code, the Electrical Code and Fire Prevention Code until all Council members are present. The Mayor appointed eight member Plumbing Board consist- ing of three non voting members, who are Director of Public Works, Water& Sewer Supt. and the plumbing inspector. The voting members are Cal McGee, Windle Graham, Jess Johson, Thzkrman Cashon' and Doug Turley. Councilman Chambers moved that the above appointments be approved. Councilman Sexton made the second. Motion carried. The above appointments are for one year terms for the two pluMbers . Councilman Anderson - requested a report on the dog situation. Mr. Shelton said that they were getting a pickup ready and that Joe Fambro had said he would have the shelter ready when needed and that Chief Watkins is taking ap- plications for a dog- catcher. Councilman Hammett said he would like for someone to check to see if we . have the best deal available on the ambulance. There was some discussion of putting the ambulance in the Fire Dept. or putting it on a Franchise basis. The Mayor said he would like for Mr. Shelton to check with some other cities or approximately -the same size that have the ambulance in the Fire Dept. and some that have it on a Franchise basis to 'see how they handle.theirs. There being no other business, the meeting adjourned. Mayor ;T' ES Secretary AN ORDINANCE FIXING AND DETERMINING THE GENERAL SERVICE RATE TO BE CHARGED FOR SALES OF NATURA2i GAS TO RESIDENTIAL AND COMMERCIAL, CONSUMERS WITHIN THE CITY LIMITS OF cmF�uFTrsrrTaF ERATH COUNTY, TEXAS, AND PROVIDING FOR THE MANNER IN WHICH SUCH RATE MAY BE CHANGED, ADIUSTED. AND AMENDED. BE IT,ORIAINED BY THE CITY COUNCIL OF THE CITY OF STEPHEM1VILLE: SECTION 1. Effective with the first gas bills rendered from and after thirty (30).days from the date of final passage of this ordi- nance, the maximum general service rate for sales of natural gas ren dered,to residential and commercial consumers within the city limits of Steroheaville by Lone Star Gas Company, a Texas corporation, its successors and assigns, is hereby fixed and determined as follows: First 11000 cu. ft. or fraction thereof $2.2856 Gross; $2.057 Net Next 3,000 cu- ft. @ $1.0744 per Mcf Gross; $.967 per Mcf Net . Next 6,000 cu. ft. @ .9633 per Mcf Gross; .867 per Mcf Net Next 15,000 cu. ft. @ .8744 per Mcf Gross; .787 per Mcf Net Next 75,000 cu.. ft. @ .8189 per Mcf Gross; .737 per Mcf Net All Over 100,000 cu. ft. @ .7967 per Mcf Gross; _717 per Mcf Net No gas bill will be rendered to any residential or commercial consumer served under the above rate not consuming any gas during any monthly bill- ing Period. j ADJUSTMENT The amount of each net monthly bill computed at the above - stated rates shall be subject to the following adjustment: Plus an amount equiva- lent to the proportionate part of any new tax, or increased tax, or any other governmental imposition, rental, fee or charge (except state, county, city and special district ad valorem taxes and taxes on net income) levied, assessed or imposed subsequent to April 1, 1972, upon or allocable to the Company's distribution operations, by any new or amended law, ordinance or contract. Each gross monthly bill shall be adjusted proportionately. I` Company, at its option, may forego the application of this adjustment if such adjustment would result in an increase in the monthly bill; however, failure of Company to apply such adjustment shall not constitute a waiver of Company's right from time to time, or at any time, to make such adjust- ment, in whole or in part, in any subsequent current monthly bill that may be applicable to such bill. Net rate shall apply to all bills paid within ten days from monthly billing date; gross rate shall be applicable thereafter. The above rate is applicable to each residential and commercial consumer per meter per month or for any part of a month for which gas is used at the same location. In addition to the aforesaid rates, Company shall have the right to collect such reasonable charges as are necessary to conduct its business and to carry out its reasonable rules and regulations in effect. SECTION 2. The rate set forth in Section 1 may be changed and amended by either the City or Company furnishing gas in the manner pro- vided by law. Service hereunder is subject to the orders of regulatory bodies having jurisdiction, and to the Company's Rules and Regulations currently on file in the Company's office. SECTION 3. It is hereby found and determined that the meeting at which this ordinance.was passed was open to the public, as required by Texas law, and that advance public notice of the time, place and purpose of said meeting was given. The City Council of Stephenville met on the 5th day of June , 1973, and a quorum being present, the City Secretary was called upon to advise the Council whether any written petitions or contests of the proposed annexation had been filed with-him for presen- tation to the City Council. The City Secretary advised that no written petitions or contests of any kind had been filed and that no person had made any inquiry of him concerning the annexation. Thereupon, it was moved by Councilman Stone I and seconded by Council- man Smithey that this ordinance be finally passed as here- inabove set out. Said motion being put to a vote, it carried`unanimous- ly. DUPUY SURVEY. BE IT ORDAINED BY,THE'CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: The following described land: BEGINNING at a steel pin set by fence corner in the East right of way of F.M. Highway No. 914, which is the NWC of a13 acre tract out of the J.B. Dupuy Survey, A -196 owned by Leonard Sparks, being the SWC of a tract out of said Dupuy Survey owned by Don Humberson, from which point the intersection of said highway right of way with the North line of the former E.K.
