The City Council met in regular session on the above date with Mayor
Donald R. Jones presiding and the following members present: Toby Stone, Jess
Sexton, Larry Hammett, Raymond Anderson, Charles Riggins, Doug Smithey and
Jim Chambers.
Others present were,: City Administrator Shelton, Director of Public
Works Gann, Director of Parks & Recreation Isham, Fire Marshall Ferguson and
Fire Chief Parham.
Mayor Jones presented Appreciation Awards on behalf of the City of
Stephenville and the City Council to Mr. Garland Loudermilk and Mr's. W. M.
Irwin for their years of service on the City Council.
Councilman Riggins moved to accept the minutes of the previous meeting
as written. Councilman Smithey made the second. Motion carried.
Mr. Mack Spurlock with Cypress Cable T.V. spoke before the Council
asking for a rate increase. After some discussion, Mayor Jones appointed
a committee of Councilmen Stone, Sexton and Smithey, with Councilman Stone
as Chairman, to study this rate increase more thoroughly and get some more
figures and give their recommendations to the Council at the next meeting.
No other action was taken at this time.
Mayor Jones read a Resolution for the City of Stephenville to support
the ROTC PROGRAM. Councilman Stone moved to pass the Resolution. Council-
man Smithey made the second. Motion carried.
Councilman Riggins moved to grant lifetime membership to the Volunteer
Firemen after 20 years service rather than 25 years. Councilman Sexton
made the second. Motion carried.
Councilman Riggins moved to give City Administrator Shelton authority
to invite bids and publish notice for sale of Lots 1 and 4, Block 13, City
Addition. Councilman Smithey made the second. Motion carried.
Councilman Stone moved to grant authority to City Administrator Shelton
to invite bids and publish notice on the sale of one Buckeye Ditching Machine
and anything else the City can't use. Councilman Riggins made-the second..
Motion carried.
Councilman Sexton moved to approve the recommendations of the Planning
Commission to deny the request of Mr. Cal McGee for a sub - division in the Live
Oak Addition. Councilman Riggins made the second. Mot' n carried by vote

Councilman Stone moved that the City deny any exemptions to the State
Highway Dept. and Tarleton State College on the Sanitary Landfill charges.
Councilman Hammett made the second. Councilman Chambers suggested reviewing
the charges in six months. Motion carried.
The Council discussed the proposed Leash Law Ordinance, section by
section. After quite a bid of discussion and several amendments in the
proposed ordinance, it was the concensus of the Council to defer this to
City Administrator Shelton to check with other cities and the Humane Society
concerning the regulations of an animal shelter and other regulations, then
present the ordinance with amendments and facts on cost and regulations at
next meeting.

Councilman Anderson moved to accept bids on remodeling the library
basement into a children,s room at an approximate cost of $4,000.00 out o£,
the Revenue Sharing Fund. Councilman- Riggins made the second. Motion
carried. .. .
Councilman Smithey moved to put carpet in the offices of the Police
Dept. and hard floors in the halls and where there is a lot of traffic.
Councilman Chambers made the second. Motion carried.
Councilman Stone moved that the City of Stephenville pass on the
final reading of the Ordinances annexing the Live Oak Addition and the
McAlister Second Addition to the City of Stephenville. Councilman Smithey
made the second. Motion carried.
Councilman Smithey moved to make the street in front of Coca Cola
Bottling Plant one way going east for 30 day trial. Councilman Hammett made
the second. Motion carried.
Councilman Sexton moved to accept the Resolution for Equipment Charges
for the park grant with the amendment to raise all figures $2.00 per hour
across the board. Councilman Smithey made the second. Motion carried.
The Council considered parking permits for a flat fee and will not
take any action to reduce the parking fees.
Mayor Jones reported that a letter had been sent to the Highway
Dept. requesting a traffic light at the intersection of South Graham St.
and the South Loop. City Administrator Shelton reported that the High-
way Dept. had called to report that a 4 -way stop light and stop sign was
needed at this intersection and also at the intersection of Highway 281
and Highway 377.
Mayor Jones asked the Council to fill out the forms on the Revenue
Sharing percentages that had been given to each member and return them at
a later date to Mr. Shelton so that they may be compiled and figure the
percentages of where the money will be spent.
Mayor Jones reported he had received a questionaire from Mr. Wells
with the Brazos River Authority and that it had been answered and returned
along with a letter stating the action we had taken and what we would like
to do. When we get an answer from that, the Mayor will appoint a committee
of some Council members and some citizens to go to Austin to talk with the
Brazos River Authority.
City Administrator Shelton reported he had received a call from Homer
Hunter stating that they had reached an agreement, if it meets with the approval
of the Council, with Lone Star Gas Co. Councilman Smithey moved to grant
the 4.8% rate increase for Lone Star Gas Co. without the Automatic Rate Ad-
justment, tentative upon acceptance of the Railroad Commission. Councilman
Riggins made the second. Motion carried.
Councilman Stone moved to accept bids on the old Landfill site as it
is. Councilman Smithey made the second. Motion carried.
Motion was made by Councilman Iiammett, seconded by Councilman Chambers,
to let Roy Gene Driskell and Jack Cox come before the Council concerning a
drainage ditch even though they were not on the agenda for this meeting.
Mr. Driskell came forward and reported that the water from the dam
west of his property had been diverted and when the last big rains came the
water had flowed right onto his property and tore down his chainlink fence,
ruined his.garden and got some of his income tax papers wet. It also tore
Mr. Cox,s fence down. Mr. Driskell asked that the City require that the water
from this creek be put in its proper channel and that the creek be claeaned
out all the way down.
Mayor Jones advised that a letter had been mailed directing the owners
of the property where the dam is located to fix this where the water will b e
channeled properly and meet the requirements in regard to the channel above this.
