CHAMBER OF THE CITY COUNCIL CITY HALL, CITY OF STEPHENVILLE, TEXAS The City Council of the City of Stephenville, Texas met in Special Session Wednesday, July 26, 1978 at 3:00 p.m, with Mayor Pro Tem W. M. Irwin present and presiding. Councilmembers Mike Leese, Calvin A. McGee, Charles Riggins, Raymond Anderson, E. W. Ferguson, Larry Hammett and Linda Chew were present. Mayor Donald R. Jones was absent. Others attending the meeting were City Administrator Marshall Shelton, Director of Public Works R. Y. Gann and City', Secretary Joyce Pemberton. Mayor Pro Tem Irwin called the meeting to order and explained that the purpose of this meeting was to discuss the 1978 -1979 proposed budget. The Cash Flow figures of the present year as compared to last year were dis- cussed. The overall totals were $1,555,000 for the year ending October 1, 1977 compared to $1,391,000 estimaed for the year ending October 1, 1978. Mr. Shelton gave the following'rpercentages of money spent on each classification: Personal Services $900,000. = 45% Contractual Services $408,000. = 20% General Services $ 80 000. = 4% Machinery & Equipment Maintenance $146,000. =7.3% Capital Outlay $205,000. = 10% Reserve Accounts (General) $ 98,000. = 5% (Water & Sanitation) $163,000. =8.2% 99.57° After some discussion, Mayor Pro Tem Irwin announced that the Council would go into Executive Session under the Texas Open Meetings Law, Article 6252 -17, V.T.C.S., Section 3, pertaining to personnel. The Council reconvened in Open Session at 4:20 p.m. Mayor Pro Tem Irwin explained that during the Executive Session the Council had thoroughly examined the proposed budget and had made the necessary revisions. The budget will be put into final form and presented to the Council at the meeting of August 1st. A public hearing date will be set at that time. DISCUSSION OF INCREASE IN SEWER RATES - #192 , Director of Public Works R. Y. Gann came before the Council to discuss the proposed increase of sewer rates. Mr. Gann said that he understood that the proposal was to increase the sewer _ rates fifty cents (50c) per connection and, in his opinion, this would not be fair to the residents. This would represent a 25% increase to the residential accounts and 19% to the commercial accounts. Mr. Gann recommended a 25% increase to all accounts. Mr. Shelton explained that when the Step II grant for the new sewer treatment plant is received there will not be a choice, every person will have to pay their fair share. The December, January and February water rates will be figured and everyone will be charged so much per 1,000 gallons of water, otherwise, the city will not receive the federal money for the new sewer treatment plant.
