CHAMBER OF THE CITY COUNCIL CITY HALL, STEPHENVILLE, TEXAS The City Council of the City of Stephenville, Texas, met in Special Session, Tuesday, February 10, 1981 at 3:00 p.m. with Mayor Joe F. Cummings present and presiding. COUNCILMEMBERS PRESENT: Mike Leese W. M. Irwin William G. Brede Charles Riggins COUNCILMEMBERS ABSENT: None OTHERS ATTENDING: City Administrator Kurt Ackermann City Secretary Joyce Pemberton City Attorney Joseph Chandler Director of Finance Charlene Young Director of Public Works R. Y. Gann Director of`Utilities Danny Johnson Financial Advisor Jack Gray Consultant Engineer Conrad Callicoatte Raymond Anderson E. 11. Ferguson Larry Hammett David Clayton Mayor Cummings called the meeting to order and declared a quorum present. Mayor Cummings explained that the purpose of this meeting was to discuss funding of Water Works Improvement Projects with Jack Gray and surface water possibilities with Conrad Callicoatte. ITEM I: FUNDING OF WATER WORKS IMPROVEMENTS -JACK GRAY Mr. Gray explained the Advance Refunding Process. He said the city would use this process for economic reasons; to wit, the interest savings derived due to lower interest costs on the refunding bonds. The bonds would be for approximately $500,000.00 at 81/2 to 83/4 per cent interest. Mr. Gray and Mr. Chandler advised the Mavor and Council that the city could not legally borrow the money from the local banks on a note After a lengthy discussion, it was the consensus of the Mayor and Council to set Tuesday, February 17, 1981, as the date for a Special Session to consider a Resolution approving and authorizing the giving of notice of intention to issue revenue bonds. ITEM II: DISCUSSION OF POSSIBLE SITES FOR SURFACE WATER- CONRAD CALLICOATTE Mr. Callicoatte discussed three possible sites for surface water and their approximate yield of water; to wit, 1) Lake Palo Pinto, 2) Lake Benbrook and 3) the Paluxy River. Of the three sites, he felt the Paluxy River was the best possibility. After much discussion, it was the consensus of the Mavor and Council that Mr. Callicoatte should start proceedings to try to.secure the water rights for the city. 98 Mayor Cummings advised that he would contact the officials at Glen Rose to see if they would be interested in participating. Ferguson Mayor Cummings called the meeting to order and declared a quorum present. Q GIVING NOTICE OF I ISSUE Mayor Cummings explained that the purpose of this meeting was to consider a Resolution approving and authorizing the giving of notice of intention to issue revenue bonds. Mayor Cummings read the Resolution in its entirety. (Resolution attached to and becoming a part of these minutes). After discussion, Councilman Anderson moved, seconded by Council- man Brede, that the Resolution by the City Council of the City of Stephenville, Texas, approving and authorizing the giving of notice of intention to issue revenue bonds be passed and approved as read. Motion carried by the following vote: AYES: Mayor Cummings and Councilmen Irwin, Brede, Riggins, Anderson and Ferguson. NOES: None ABSTAINED: None ABSENT: Councilmen Leese, Hammett and Clayton Mayor Cummings advised the Council that he had talked with an official in Glen Rose pertaining to their participation with the city to obtain water rights on the Paluxy River. He said he seemed very interested and wanted him to keep him informed as to what the city is doing in this respect. The Mayor said he would keep the Council advised of developments in that area.
