OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
TUESDAY, DECEMBER 7, 1982 - 7:00 P.M.
The regular meeting of the City Council of the City of Stephenville,
Texas, was called to order by the Mayor with the following members present:
Mayor Joe F. Cummings
Councilman G. A. Swindle
Councilman John E. Pollan
Councilman William G: Brede
Councilman Charles Riggins
Councilman Raymond Anderson
Councilman E. W. Ferguson
and with the following members absent: Councilmen Ray Reynolds,and
David Clayton.
City Administrator Kurt J. Ackermann, City Secretary Joyce Pemberton,
City Attorney Joseph Chandler and others were present.
ITEM I: APPROVE MINUTES.
Councilman Swindle moved that the minutes of the City Council meetings
held on the 28th day of October, 1982, the 2nd day of November, 1982, and
the 16th day of November, 1982, be approved as written. Councilman Riggins
seconded the motion. The motiontccarried by the following vote:

ITEM II: HEAR MR. JOHN REEVES OF 206 ROWLAND STREET RE
Mr. John Reeves, 206 Rowland St., Stephenville, TX addressed the
Council regarding the drainage problem on his property. Mr. Reeves
stated that each time it rained water collected in his front and back
yards. He said the water drains down from the Plaza Shopping Center;
Denman Street, Linda Lane, etc. He said that, in his opinion, the only
way to alleviate the problem was to (1) install storm sewers or (2) to
dig and concrete a drainage ditch.
After discussion, Mayor Cummings appointed Councilmen John Pollan,
chairman, Bill Brede, and Director of Public Works R. Y. Gann as a
committee to get with the Street Department to study the situation,
see what the city's options are and report back to the Council with
their recommendations.
ITEM
RECOMMENDATIONS
Mayor Cummings, with the consent of the Council, set Tuesday,
January 4, 1983 at 7:00 p.m.�in Council Chambers at City Hall, 354
N. Belknap St., Stephenville, Texas, as the date, time, and place
for a public hearing to consider recommendations from the Planning &
Zoning Commission.
ITEM IV: CONSIDER ANNEXATION ORDINANCE FOR DALE AVENUE NORTH
SUBDIVISION PHASE II.
After some discussion, Councilman Riggins moved passage of an
ordinance annexing 4.10 acres of the Wm. Motley Survey into the City of
Stephenville as petitioned by Kenneth Currier as owner of the property.
Councilman Swindle seconded the motion.. The motiono.carried by the following
vote;
AYES: All members present voted aye.
NOES; None

AN ORDINANCE MAKING A PART OF THE CITY OF STEPHENVILLE LAND
ADJACENT THERETO AND BEING 4.10 ACRES OF THE WILLIAM MOTLEY
SURVEY WHICH IS DESCRIBED BELOW AND WHICH JOINS THE PRESENT CITY
LIMITS OF THE CITY OF STEPHENVILLE AND WHICH ORDINANCE FULLY
DESCRIBES SAID LAND:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE,
TEXAS:
That certain land adjacent to the City of Stephenville and
adjoining same and specifically described in two tracts as
follows:
FIRST TRACT: All that certain 3.85 acre tract of land
out of the Wm. Motley Survey, Abstract No. 515, in
Erath County, Texas, with said tract being out of a
405.51 acre tract of land conveyed by Lemuel A. Brock
et ux to Stephenville Land, Inc. by deed recorded in
Volume 423, page 451 of the Deed Records of Erath
County, Texas, and described as follows:
BEGINNING at a point in the west right of way line of
Inglewood Drive, being at an inner corner of the
present city limits of Stephenville, being in the west
line of Dale Avenue North Addition to the City of
Stephenville, as shown by a plat thereof recorded in
Volume 1, page 101 of the Plat Records of Erath County,
Texas, from which the SW corner of said Dale Avenue
North Addition bears S 301 36' E, 531.25 feet
THENCE S 390 39' W, along the present city limits of
Stephenville, 273.73 feet to the SW corner of this
tract;
THENCE N 30° 36' W, 55.52 feet to an iron rod set for
a corner of this tract;
THENCE N 590 55' E, 137.64 feet to an iron rod set for
an inner corner of this tract;
THENCE N 30° 36' W, 1356.14 feet to an iron rod set in
the southeast line of Tanglewood Estates, an addition
to the City of Stephenville, for the NW corner of this
tract;
THENCE N 380 20" E, 128.88 feet to an iron rod set for
the SE corner of said Tanglewood Estates, being in the
west line of Inglewood Drive, for the NE corner of
this tract;
THENCE S 300 36' E, along the west line of Inglewood
Drive, 1364.93 feet to the place of beginning and con-
taining 3.85 acres of land with 1.309 acres being out
of the Stephenville Land, Inc. lands and 2.541 acres
being out of the Kenneth Currier land.
SECOND TRACT: All that certain 10,836 square foot
tract of land out of the Wm. Motley Survey, Abstract
No. 515, in Erath County, Texas, being part of that
certain 405.51 acre tract of land conveyed by Lemuel
A. Brock et ux to Stephenville Land, Inc. by deed
recorded in Volume 423, page 451 of the Deed Records
of Erath County, Texas, and described as follows:
BEGINNING at an iron rod set for the SE corner of this
tract, from which the SW corner of Dale Avenue North
Addition, an addition to the City of Stephenville as
shown by a plat thereof recorded in Volume 1, page 101
of the Plat Records of Erath County, Texas, being the
intersection of the west line of Inglewood Drive and
the northwest line of F.M. Highway No. 988 bears N 590
55' E, 120 feet and S 300 36' E, 491.96 feet;
THENCE N 30° 36' W, 1356.14 feet to an iron rod set in
the southeast line of Tanglewood Estates, a subdivision
to the City of Stephenville, for the NE corner of this
tract, from which the SE corner of said Tangleood
Estates bears N 380 20" E, 128.88 feet;
THENCE S 380 20" W, along the southeast line of said
Tanglewood Estates, 8.59 feet to the NW corner of this
tract;
THENCE S 3.0° 36' E, 1352.93 feet to the SW corner of
this tract;
THENCE N 59° 55' E, 8 feet to the place of beginning;
is hereby received into the City Limits of the City of Stephe-
nville and made a part of the City of Stephenville and the City
Limits of the City of Stephenville are hereby extended in accor-
dance with the lines and the description of the parcels of land
hereinabove described.
The above described land is hereby annexed and made a part
of the City of Stephenville by virtue of petition presented to
the City Council at meeting held on November 16, 1982 which
petition is signed by Seth Moore, Jr., President of Stephenville
Land, Inc. and by Kenneth Currier, owners of said land, and which
petition is also duly sworn to by said persons; and there being
no qualified voters living within the above described area which
is annexed by this ordinance; and such petition and the 'facts
therein stated authorizing this action hereby taken under the
laws of this state and under the Charter and Ordinance of the
City of Stephenville and that Stephenville Land, Inc. and Kenneth
Currier are the owners of all of said land.
The City Council, having a quorum present at this meeting of
December Z, 1982, motion was duly made and duly seconded that
this ordinance pass, and upon vote said motion carried unan-
imously. This ordinance shall go into effect immediately and the
above described land is hereby declared to be annexed and the
same is part of the City of Stephenville as of this date of
passage.

ORDINANCE
AN ORDINANCE MAKING A PART OF THE CITY OF STEPHENVILLE LAND ADJACENT
THERETO AND BEING 4.10 ACRES OF THE WILLIAM MOTLEY SURVEY WHICH IS
DESCRIBED BELOW AND WHICH JOINS THE PRESENT CITY LIMITS OF THE CITY
OF STEPHENVILLE AND WHICH ORDINANCE FULLY DESCRIBES SAID LAND:
V: HEAR ANNUAL AUDIT REPORT FROM FIRM OF CHEATHAM & LANSFORD.
Mr. Paul Lansford of the firm of Cheatham & Lansford presented the
annual audit report.
After some discussion, Councilman Pollan moved to accept the annual
audit report as presented by Mr. Paul Lansford. Councilman Brede seconded
the motion. The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None
ITEM VI: HEAR STATUS REPORT FROM TRAFFI
Councilman Swindle reported that the curbs would need to be cut out
and ramps put in at all four corners of the square so that handicapped
persons could go around the entire square on their own.
Mayor Cummings commented that he had been advised that more space
between parking spaces is needed because persons in wheelchairs need
more space between cars than has been allocated.
After much more discussion, Mayor Cummings asked the Traffic Study
Committee to get some specific recommendations on how to proceed with the
handicapped parking spaces. Also recommendations of requirements and
procedures for obtaining automobile stickers for handicapped persons.
Mayor Cummings presented a plaque, in recognition of and appreciation
to R. Y. Gann, Director of Public Works, for 25 years of service to the
City of Stephenville.
ITEM VII; CONSIDER PROPOSALS FOR AIRPORT T- HANGARS.
After some discussion, Councilman Swindle moved to accept the low
bid of $47,000.00 from Boyd Industries, Inc., Boyd, Texas, for the con-
struction of eight (8) T- hangars at Clark Field. Councilman Ferguson
seconded the motion. The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None
ITEM VIII; EXECUTIVE SESSION.
Discussion of contemplated litigation regarding Mrs. Hazel Buchanan,
1010 N. Isla St., regarding a chainlink fence on a city street dedication.
No formal action was taken as a result of said discussion.
There being no other business, the meeting was adjourned at 8:15 p.m.
