MINUTES OF THE CITY COUNCIL
OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
THURSDAY, JUNE 17, 1982 - 3:00 P.M.
A Special Session of the City Council of the City of Stephenville,
Texas was called to order by the Mayor with the following members present:
Mayor Joe F. Cummings
Councilman John Pollan
Councilman William G. Brede
Councilman Charles Riggins
and with the following members absent
David Clayton.
Councilman Raymond Anderson
Councilman E. W. Ferguson
Councilman Ray Reynolds
Councilmen G. A. Swindle and
City Administrator Kurt Ackermann, City Secretary Joyce Pemberton,
City Attorney Joseph Chandler, Mr. Clement Constantine, Mr. David Mont-
gomery, Mr. G. L. Swindle were also present.
I: DISCUSSION
H.U.D. - CASA, I
Mayor Cummings reminded the Council of the discussion during the
previous meeting on June 14th regarding the proposal for low income
housing presented by Casa, Inc.
Mayor Cummings read a letter from City Attorney Chandler stating
that, in his opinion, the City Council does not have the authority to
grant a tax exempt status to Casa, Inc. as requested. The Central
Appraisal District will be the entity to handle that.
Mr. Clement Constantine addressed the Council in support of this
project.
Mr. G. L. Swindle addressed the Council presenting a similar pro-
posal to the one presented by Casa, Inc. Mr. Swindle advised that a
group of local citizens would like to fund this type project with private
funds under the H.U.D. 202 program. Mr. Swindle said this group would
not ask for a tax exempt status as they did not want anymore property
removed from the tax roll. They would like to see the project kept under
local control. Also they would use local contractors to construct the
units which would provide work for local citizens. He said lack of
experience, competitive bids from outside contractors may present problems
for H.U.D. approval.
Mr. Swindle said his group were not trying to prevent Casa, Inc. from
making application for H.U.D. 202 funds, but did want the Council to be
aware that local citizens were in the process of getting an application
together for the same type funds and would be requesting the same type
letter from the Mayor at a later date.
After more discussion, Councilman Pollan moved that the Council
authorize the Mayor to write a letter to Casa, Inc. stating there is a
need for a low income housing project - - - that the city will provide
necessary fire and police protection - - - the city will assure the
availability of water, sewer and garbage pick -up at charges standard for
the city, to be included in their application to H.U.D. for funding for
low income housing in Stephenville. Councilman Reynolds made the second.
The motion carried by the following vote:
AYES: Councilmen Pollan, Brede, Riggins, Ferguson and Reynolds.
NOES: Councilman Anderson
ABSTAINED: None
ABSENT: Councilmen Swindle and Clayton.
There being no other business, the meeting adjourned at 3:30 p.m.
