MINUTES OF THE CITY COUNCIL
OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
WEDNESDAY, APRIL 27, 1983 - 1:30 P.M.
A special meeting of the City Council of the City of Stephenville was called to
order by the Mayor with the following members present:
Mayor Joe F. Cummmgs
Councilmen: Charles Riggins
John E. Pollan
_. A, Swindle
Councilmen: William G. Brede
James L. McSwain
Ray Reynolds
Floyd Gordon
and witIivthe following members absent: Councilman David Clayton.
City Administrator Kurt J. Ackermann, City Secretary Joyce Pemberton, Director
of Finance Charlene Young, Director of Public ?dorks R. Y. Cam, Director of Utilities
Danny Johnson, Fire Chief Larry May, Mr. Jack Gray, and Mr.. Tony Plumlee and Mr. Lynn
Willis of Willis Environmental Engineering Co. were also present.
ITEM I: PROPOSALS FOR FINANCING OF FUTURE WATERWORIZS IMPROVEMENT PRDJEGTS.
Mayor Comings reviewed the last special meeting (04/19/83) stating that the
Council had considered several alternatives on the financing of future waterworks
improvement projects. Willis Engineering has presented a total package of $6 million
dollars to bring all of the system up to first class. Mr. Willis did project that it
could be done in stages. The Council discussed with Mr. Jack Gray about financing
the whole thing and doing the whole project now or selecting the parts needed now
and finance those parts now and do the other stages as they came up or any other
combination. He said he had asked the Council to look at those stages and decide
what things they thought could /should be done.
The Mayor said it seemed logical to him to decide what to do and ask the experts
how to do it,
The Mayor and Council discussed, with Mr. Willis, Mr. Gray, Mr. Gann,. and Mr.
Johnson, at great length, the different alternatives available.
Mr. Ackermann called the Brazos. River Authority and they advised their draft would
be here Monday and they would be available to meet with the Council on the week of May
9th for discussion. Several of the Councilmembers said they would like to wait until
they had a chance to look at the draft from BRA before taking any action.
After more discussion, Councilman Riggins moved to table this item until the
regular meeting on Tuesday, May 3, 1983 at 7:00 p.m.. Councilman Brede seconded the
motion. The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None
ITEM II; EXECUTIVE SESSION.
Mayor Cumraings recessed the open meeting and called the Council into executive
session for the purpose of discussion of matters of personnel as provided in the
Open Meetings Law, Vernon's Texas Civil Statutes, Article 6252 -17, Section 2(g).
The Council reconvened in open meeting and the following action was taken:
Councilman Pollan moved that the revised Rules & Regulations for the paid
Fire Department be adopted as presented by Fire Chief Larry May. Councilman Reynolds
seconded the motion. The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None
There being no other business to come before the Council, the meeting adjourned
at 4:05 p.m.
