HomeMy WebLinkAbout1985-10-14 - Special City CouncilMINUTES OF THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, HELD ON MONDAY, OCTOBER 14, 1985 - 10:00 A.M. A special meeting of the City Council of the City of Stephenville, Texas, was called to order by the Mayor with the following members present: Mayor: David Clayton Councilmembers: Bob Self G. A. Swindle Larry Hammett Ray Reynolds Wm. G. Brede Larry Tatum and with the following members absent: Allen Horne and James McSwain. ITEM I: CONSIDER FOR AWARD BIDS FOR THREE MUNICIPAL WATER WELLS. Mr. Tony Plumlee representing Willis Environmental Engineering, Inc., the City's consulting engineering firm, presented the following bids for three municipal water wells. 1. Layne Western $721,137.99 P. O. Box 18065 Dallas, TX 75218 2. Layne Texas $513,930.00 Box 9469 Houston, TX 77261 3. Alsay Texas $879,000.00 6615 Grant St. Houston, TX 77001 Mr. Plumlee said he believed these to be very good bids and recommended the bid from Layne Texas of Houston, Texas. Councilman Reynolds moved acceptance of the low bid of $513,930.00 from Layne Texas for three municipal water wells. Councilman Swindle seconded the motion. The motion carried by the following vote: AYES: All members present voted aye. NOES: None ITEM II: CONSIDER ING SERVICES ON WATER Mr. Tony Plumlee representing Willis Environmental Engineering, Inc. presented their "Work Assignment for Engineering Services for Water and Sanitary Sewer Improvements" which would allow their firm to begin work on the following projects under the City's new bond issue: 1. Update automation at pumping stations 2. Water, supply lines to wells 3. East Loop sewer line 4. Rehabilitate Paddock pump statin 5. Complete Northeast water loop 6. South intercepter sewer line. After discussion, Councilman Swindle moved acceptance of the "Work Assignment for Engineering Services for Water and Sanitary Sewer Improvements for the City of Stephenville" from Willis Environmental Engineering, Inc. which will allow their firm to go into the "Design & Construction" phase of the projects under the City's new bond issue. Councilman Hammett seconded the motion. The motion carried by the following vote: AYES: All members present voted aye. NOES: None 195 ITEM III: CONSIDER NOMINATIONS TO BOARD OF DIRECTORS OF THE CENTRAL APPRAISAL DISTRICT. City Administrator Kurt Ackermann advised the Council that they would only be nominating person(s) to be listed on the Director's ballot. The Council will then cast its votes (641) for the candidates appearing on the ballot by November 15, 1985. After lengthy discussion, it was the consensus of the Council that they were not ready to make nominations. Mayor Clayton referred this to the Nominations Committee for their recommendations at the November 5, 1985 regular council meeting. ITEM IV: CONSIDER CHANGES IN DOWNTOWN PARKING REGULATIONS. Mayor Clayton reported that he and Councilmembers Brede, Self, and Tatum; Betty Chew and City Administrator Kurt Ackermann attended a meeting of the downtown merchants on October 8, 1985. Among the items discussed was the parking meters around the square. There was discussion concerning a trial period during which time the City could bag the meters and try free parking, 2 -hour free parking, or other means to improve downtown parking. Councilman Self advised the Council that, as a result of the above referenced meeting, he was in the process of making a survey of the 65 members of the Downtown Stephenville Business and Professional Association for the following proposal: "Cover the meters for a two (2) month trial period beginning January 1, 1986. Limit free parking to two (2) hours, to be monitored by the meter maid using tire marking method. Fine for overparking to be $10.00." He asked the returns for no later than October 31, 1985. Councilman Self noted that of the 65 members only 23 were present at the meeting with 10 businesses represented. MR. JIM COATS, owner of Ben Franklin Store, addressed the Council stating that he is opposed to removal of the parking meters. He said he did not believe there is much of a problem except when court is in session. He does not think this solution will solve the problem as some merchants complain because they get the parking tickets. Its not the customers complaining. Some of the merchants and their employees are causing part of the problem. MS. MELBA MCOY, owner of Home Decor and Acting Secretary to the Downtown Stephenville Business and Professional Association, addressed the Council stating that she believed the employers and people need to be educated regarding the parking meters. She said she would like to see a survey on the number of cities that are county seats that still have parking meters. Need some type of short term and long term parking. She said none of her customers complain about the parking meters. Mayor Clayton asked the City Administrator to get some information together regarding parking meters, how they handle the fines, if they are marking the tires, etc. There being no other business at this time, Mayor Clayton adjourned the meeting at 11:00 a.m. ATTEST: ecretary 196 r David C ayto Mayor
