OF THE
CITY OF STEPHENVILLE, HELD ON
MONDAY, SEPTEMBER 16, 1985 - 5:30 P.M.
A Special Meeting of the City Council of the City of Stephenville,
Texas, was called to order by the Mayor with the following members
present:
Mayor: David Clayton
Councilmembers: Bob Self G. A. Swindle
Larry Hammett Ray Reynolds
Allen Horne Larry Tatum
and with the following members absent: Wm. G. Brede and James L. McSwain.
Also present were City Administrator Kurt J. Ackermann, City Secretary
Joyce Pemberton, Director of Public Works Danny Johnson, Planning &
Inspections Coordinator Betty Chew, Norman Christy, Chris Hudgins,
members of the press and others.

COMMITTEE REGARDI
Councilman Ray Reynolds, chairman of the Planning &
Development Committee, read the following recommendations
from the Committee:
1. Twenty -Five (25') foot service alleys to remain as
approved by Planning & Zoning Commission.
2. Developer may negotiate with adjacent property owners
to dedicate land for half of twenty -five (251) foot
service alley dedication.
3. When development occurs on the one acre tract of land,
adjacent to Lot 13, Block 2, Christy Plaza Subdivision,
a twenty -five (251) foot service alley will be con-
tinued north to U.S. Highway 377 along the eastern
boundry of the tract.
Mr. Norman Christy, developer of referenced subdivision,
addressed the Council stating that he had done some
research on several subdivisions presented and approved by
the City Council that did not meet requirements set out for
him for Christy Plaza. He said he could not develop this
property if he had to give away 25% of it for alleys and
streets and pave them. Also he could have put some apart-
ments on part of this property under the old ordinance, but
under the new ordinance, an Industrial District prohibits
apartments. Apartments require a 16' easement instead of
a 25' alley. Mr. Christy said he filed his application
under the old zoning ordinance which would permit apart-
ments in an Industrial District then the new zoning ordinance
became effective which prohibits apartments in an Industrial
District. He asked the Council to consider "grandfathering"
this because he was caught in the middle with the new
Zoning Ordinance.
Director of Public Works Danny Johnson, in his rebuttal to
Mr. Christy's allegations that other subdivisions did not
meet requirements, advised the Council of the differences
in those subdivisions and what Mr. Christy is proposing.

After more discussion, Councilman Reynolds moved that the
following recommendations from the Planning & Development
Committee be approved:
1. Twenty -Five (251) foot usable service alleys remain as
approved by Planning & Zoning Commission and City Council.
2. Developer may negotiate with adjacent property owners
to dedicate land for half of twenty -five (251) foot
service alley dedication.
3. When development occurs on the one acre tract of land,
adjacent to Lot 13, Block 2, Christy Plaza Subdivision,
a twenty -five (251) foot usable service alley will be
continued north to U.S. Highway 377 along the eastern
boundary of the tract.
Councilman Swindle seconded the motion. The motion carried
by the following vote:
AYES: Councilmen Self, Hammett, Horne, Swindle, Reynolds,
and Mayor Clayton.
NOES: Councilman Larry Tatum.
ABSTAIN: None
ITEM II: HEAR REPORT FROM PLANNING & DEVELOPMENT COMMITTEE
REGARDING PRELIMINARY PLAT FOR STARLITE R. V. AND
MOBILE HOME PARK BEING LOT 7, BLOCK 3, SIMS ADD-
ITION, LOCATED IN THE 400 BLOCK OF U.S.HIGHWAY 281
Councilman Ray Reynolds, chairman of the Planning &
Development Committee, read the following recommendations
of the Planning & Development Committee:
1. Eliminate northern entrance on U.S. Highway 281 as
recommended by Planning & Zoning Commission.
2. At the option of the Developer, an entrance may be
located on Golf Club Road, if located at least 125 feet
from the intersection of Golf Club Road and U.S.
Highway 281.
3. Entrance on Old Weatherford Road to be at 900 angle.
4. Developer shall dedicate additional right -of -way to
achieve a 50 foot street dedication on Golf Club Road
and Old Weatherford Road.
5. Developer shall escrow for paving and curb and gutter
for one -half construction cost on Golf Club Road and
Old Weatherford Road. City to pave at its option.
6. Developer to negotiate for acquisition of .11 acres of
Block 89, City Addition, as street dedication right -of-
way to accomodate increased traffic use.
Mrs. Chris Hudgins, co -owner of the referenced property,
addressed the Council to discuss the recommendations. She
said she had no problems with the recommendations except
#5. Mrs. Hudgins stated they would prefer to pay for the
paving and curb and gutter at the time the work was done
rather than have to put the money in escrow because they
needed the money now for development. If the Council
could assess them for their portion at the time the work
was done, it would be of immense help to them now.
It was the consensus of the Council that #6 could be elimi-
nated because should it be closed the Park would still have
two entrances and exits. Mrs. Hudgins said she thought
some arrangement had been made between Morris Greenhaw and
Hugh Wolfe so that road would not be closed.

Director of Public Works Danny Johnson said he wanted to
bring #6 to the attention of the Council just in case that
sometime in the future someone objected to its use.
After more discussion, Councilman Reynolds moved approval
of the first four recommendations (as listed above) from
the Planning & Development Committee regarding the
Preliminary Plat for the Starlite R.V. and Mobile Home
Park. Councilman Hammett seconded the motion. The motion
carried by the following vote:
AYES: All members present voted aye.
NOES: None
There being no other business to come before the Council, Mayor
Clayton adjourned the meeting at 6:30 p.m. 4�
