The City Council met in regular session on the above date
with Mayor Clark presiding and the following aldermen present:.
Grover Hale, J. P. Hedrick, Jno. Hancock, Joe T. Roach, J. W.
Clements, Herman Ferguson and Leonard Wood.
Others present at the meeting were City Attorney Chandler,
Water Supt. Anderson and Chief Moore.
Minutes of last meeting were read and approved.
Alderman Clements reported that all right-of-way for the
Rocky Point Farm to Market Road within the City Limits had been
secured with the excertion of the John Wilkins property and Mr.
Wilkins was asking $IZ50.00 for his property. After some dis-
cussion, it was moved by Alderman Hancock, seconded by Alder-
man Hedrick, that the Committee be authorized to try and make
a trade with Mr. Wilkins to purchase the necessary right-of-
way for this road. Motion carried unanimously.
A new proposed south loop on an aerial map was shown the
Council by Alderman Wood. The south loop was discussed at
length and it was suggested that Alderman Wood invite County
Commissioners, along with Lynn Hassler, to meet with the Coun-
cil at a called meeting on December 14, 1954, at which time
the proposed loop will be discussed further.
It was moved by Alderman Clements, seconded by Alderman
Hedrick, that the Mayor appoint a committee to canvass the City
Election returns. Motion carried. The Mayor appointed Joe
T. Roach, Grover Hale and John Hancock as the committee and said
committee reported the returns in order.
It was moved by Alderman Hancock, seconded by Alderman Fer-
guson, that the Election Returns be approved. Motion carried
unanimously (said election returns being attached to and be-
coming a part of these minutes).
Mayor Clark requested Alderman Ferguson to check with the
different insurance companies regarding a blanket bond for City
Hall Employees and to report back at a later meeting.
It was moved by Alderman Clements, seconded by Alderman
Wood, that the City accept the audit prepared by Luther P.
Hale and pay Mr. Hale $350.00 for his fee. Motion carried.
It was moved by Alderman Ferguson, seconded by Alderman
Wood, that all monies in the City Hall & Fire Station Fund be
transferred to the General Fund, the City Hall & Fire Station
Fund to be dissolved. Motion carried.
It was moved by Alderman Hale, seconded by Alderman Roach,
that effective December 1, 1954, the City will pay school band
director's salary direct to Stephenville Public Schools. Mot-
ion carried.
It was moved ply Alderman Ferguson, seconded by Alderman
Hancock, that C. W. Britton's Plumber Bond be accepted and ap-
proved. Motion carried.
It was moved by Alderman Ferguson, seconded by Alderman
Roach, that $500.00 be transferred to the Park Fund from the
General Fund. Motion carried.
The Council opened and isead two petitions requesting the
City to take over the East and West End Cemeteries. This
matter was discussed and a report received from City Attorney
Chandler that he had been unable to locate the Articles of
Association and By-laws of the Stephenville Cemetery Asso-
ciation. He was directed to continue in his efforts so as
to advise the Countil further.

A letter from Mr. Willard Chamberlin was read to the Coun-
cil which read in part that Chamberlin Bros. would like to de-
velop a new sub -division which would meet F. H. A. requirments
and to be located north and west of the new Chamberlin School.
This matter was discussed and the Council requested the City
Secretary to write Mr. Chamberlin that our City would be favor-
able toward a restricted sub -division, asking that all streets
be paved 35 ft. wide, alleys 20 ft. wide, and all lots should
be plenty wide for a restricted housing project.
A letter received from Mr. W. J. Clay was read which stated
in:.parttth&t?:Mr. Clay was willing to deed over to the City Lot
A, Block 42, City Addition, for the consideration of the City's;
paying the outstanding taxes. The City Attorney was directed
to prepare a quit claim deed for Mr. Clay to sign, should the
City be able to get the School, State & County, to omit all
delinquent taxes.
It was moved by Alderman Clements, seconded by Alderman
Hale, that bills and accounts be allowed and ordered paid.
Motion carried.
There being no other business at this time, the Council
stood adjourned subject tot he Mayor's call.
