NOTICE
The annual budget of the City of Stephenville, Texas,
has been prepared and filed with the City Secretary for ap-
proval by the City Council.
This is to notify the public that the City Council will
meet on the 5th day of October, 1954, at the City Hall in
the City of Stephenville, Texas, at 7:30 P. M. to hear any
and all protests why such budget shall not be accepted and

The City Council met in regular session on the above
date with Mayor Clark presiding and the following aldermen
present: J. P. Hedrick,.J. W. Clements, Grover Hale, Joe T.
Roach, J. T. Mays, Leonard Wood and Herman Ferguson.
Others present were City Attorney Chandler, Chief Moore
and Supt. J. P. Anderson.
Minutes of last meeting were read and approved.
A group of ladies representing the West and East Edd
Cemeteries, with Mrs. John Wright as spokesman, appeared be-
fore the Council asking the City to take over operation of
the two cemeteries or at least give assistance in forming a
new organization. After sorge discussion, it was moved by
Alderman Wood, seconded by Alderman Mays, that City Attorney
Chandler along with C. 0. McMillan and Judge W. J. Oxford,
aid the West and East End Cemeteries Committee in preparing
an association of its own. Motion carried.
County Commissioners, Bob Allen and Roy Fallin, came be-
fore the Council soliciting aid ih securing the construction
of a Farm -to -Market Road from Rocky Point to Cedar Point. I t
was suggested that a letter be written by Mayor Clark and the
Council to Mr. W. W. Finley requesting this road be built.
After more discussion, it was moved by Alderman Clements,
seconded by Alderman Ferguson, that a letter be written to
Mr. W. W. Finley, of the Texas Highway Dep,-rtment, requesting
the extension of the Farm -to -Market Road from Rocky Point to
Cedar Point down the lower Granbury Road in Erath County, and
said letter be signed by the Mayor and Council. Motion carried.
It was moved by Alderman Wood, seconded by Alderman Hale,
that County Judge Dale Harbin be requested to prepare the above
mentioned letter. Motion carried.
Ms. Wallace, with G. A. Coffey Co., came before the Cou n-
cil reporting that he would like to sell the City a new 104
H. P. Gallon Motor Grader for $13,440.00, that he would allow
1,440.00 for the City's old Grader, making a difference of
:,p12,000.00 and would give the old Grader back to the City at
no cost; or would sell a 125 H. P. Gallon Motor Grader for
$15,215.00, allowing V62,215.00 for old Grader, making a dif-
ference of $13,000.00. This matter was discussed but no ac-
tion taken.
It was moved by Alderman Clements, seconded by Alderman
Mays, that the Budget for the year 1954-55 be accepted and
approved, as outlined. Motion carried.
Alderman Hale discussed the Police Department's need of

new uniforms. It was moved by Alderman Hedrick, seconded by
Alderman Ferguson, that the City purchase two pairs of trousers
and two shirts for each member of the Police Department. Motion
carried.
Alderman Roach discussed the need of a telephone at the
City Disposal Plant, but no action was taken on the matter.
The Council requested Chief Moore to contact Mr. Raymond
Jarratt in regard to his not paying the water -right payments
at the City Disposal Plant for the past seven months, a total
of 3175.00, and report back to the Council at their next regular
meeting.
Alderman Wood reported he had had several complaints about
unsanitary conditions surrounding the City Golf Course. After
some discussion, it was suggested that the City Health Officer
make an investigation before any further action be taken.
It was moved by Alderman Ferguson, seconded by Alderman
Clements, that Carlton McKeage be paid for extra nightwatching
for the month of September. Motion carried.
It was moved by Alderman Mays, seconded by Alderman Fergu-
son, that $2000.00 be transferred from the Water Works Operating
Fund to the R & B Fund and that $500.00 be transferred from the
Water Works Operating Pund to the Street Lighting Fund. Motion
carried.
It was moved by Alderman Clements, seconded by Alderman
Hale, that bills and accounts be allowed and ordered paid. Mot-
ion carried.
There being no other business at this time, the Council
stood adjourned subject to the Mayorfs call.

October 19, 1954.
The City Council met in a called session on the above date
with Mayor Clark presiding and the following aldermen present:
J. P. Hedrick, J. W. Clements, Herman Ferguson, Leonard Wood and
John Hancock.
Meeting with the Council were the following: W. W. Finley,
Co. Judge Dale Harbin, Roy Fallin and Lynn Hassler.
''',Ir. Hassler, representative of the Texas Highway Department,
requested the Council to pass an ordinance providing for constru c-
tion and maintenance of the portion of Farm to Market Road # 2157,
known as Rocky Point Road, in the City of Stephenville, be passed.
It was moved by Alierman Clements, seconded by Alderman Wood, that
an ordinance be passed for construction, maintenance, existence
and use of the said street project, for the indemnification of the
State of Texas, by the City against all damages to adjoining, ab-
utting and other property; and for expense in connection with any
claim or suit, thereof; and declaring an emergency and providing
that this ordinance shall be effective from and after its passage.
(Said ordinance and agreement being attached to and becoming a
part of these minutes). Motion carried unanimously.
Mr. W. W. Finley discussed with the Council a proposed High-
way Loop starting at the intersection of #377 and # 281, then
south on #281 to South Street, turning west on said street and
following south City Limits to Alexander Road, and from this

point west and north to intersection of City Limits and
Highway ,Y377. Mr. Finley stated, due to the narrow streets,
and the increase of motor vehicles in the past few years,
that Washington Street was inadequate to take care of the
present traffic. Mr. Finley urged the Council to consider
this problem and if possible to let him know their decis-
ion in the next 30 days. The above subject was discussed
by the Council but no action taken.
A group of ladies representing the P. T. A. of Step-
henville Ward School appeared before the Council requesting
that something be done about the heavy traffic problem on
Washington Street.
It was moved by Alderman Hedrick, seconded by Alderman
Clements, that the City take a full page ad in the Stephen-
ville Daily Empire at a cost of $100.00, for the Stephenville
Centennial addition, said ad to be worked out by City Sec-
retary. Motion carried.
There being no other business at this time, the Council
stood adjourned subject to the Mayor's call.

November 2, 1954.
The City Council met in regular session on the alcove date
with Mayor Clark Presiding and the following Aldermen present:
John Hancock, Joe T. Roach, J. W. Clements, J. P. Hedrick, Leonard
Wood, Herman Ferguson and J. T. Mays.
Others present were City Attorney Chandler, Water Supt. An-
derson, and Chief Moore.
Minutes of last meeting were read and approved.
Mrs. Pearl Cage appeared before the Council reporting that
she had completed maps of the West End Cemetery and stated she
was willing to turn over maps and cemetery to the City at any
time. This matter was discussed but no action taken.
Alderman Wood asked Mr. Lynn Hassler, with the State Highway
Department, to show a map of the Rocky Point Road, listing the
route and right-of-way which needed to be purchased.
Mayor Clark reported that one of the above four deeds to
right-of-way within the City Limits had been purchased.
Mayor Clark reported on his attendance at the 42nd Annual
Convention of the League of Texas Municipalities at Fort Worth,
Texas.
It was moved by Alderman Ferguson, seconded by Alderman Mays,
that $500.00 be transferred from the General Fund to the Park Fund.
Motion carried.
It was moved by Alderman Claments, seconded by Alderman Fer-
guson, that bills and accounts be allowed and ordered paid. Motion
carried.
There being no other business at this time, the Council stood
adjourned subject to the Mayor's call.

November 16, 1954.
The City Council met in called session on the above date
with Mayor Clark presiding and the following aldermen present:
J. P. Hedrick, Grover Hale, Herman Ferguson, Joe T. Roach, Jno.
Hancock, J. W. Clements and Leonard Wood.
Mayor Clark asked the City Secretary to read a proposed
City ordinance authorizing the City Council of the City of
Stephenville acting for and on behalf of said City to enter in-
to all necessary agreements with the State Department of Public
Welfare relative to Federal Old Age and Survivor's Insurance
benefits under the provisions of applicable State and Federal
Laws.
It was moved by Alderman Clements, seconded by Alderman
Wood, that the Ordinance be passed. The motion carried by
the following vote (said ordinance being attached to and be-
coming a part of these minutes) Ayes 7. Noes 0.
Mr. Charlie Stewart, representative of the Darr Equipment
Co., appeared before the Council making the following offer of
trade for the City's old motor grader:

After some discussion, it was suggested that the City not
purchase a motor grader at this time, but a date be set and bids
be received from the different motor grader manufacturers before
purchasing a machine.
Mayor Clark asked the City Secretary to read a letter recei-
ved from Mr. W. W. Finley which stated in part what action had
been taken on securing right-of-way for the proposed loop around
the south part of the City. Mr. Lynn Hassler,with the State
Highway Dept., was present and answered questions in regard to
the proposed south loop.
It was moved by Alderman Ferguson, seconded by Alderman
Hancock, that the City write Mr. W. W. Finley, Dist. Engineer,
Texas Highway Dept., requesting more time to consider proposed
highway loop around south part of City, since it will be nec-
essary to vote bonds to secure right-of-way. Motion carried un-
animously.
Alderman Clements reported on what had been done about
securing right-of-way for Rocky Point Farm to Market Road, that
he had talked with Mr. Jno. Wilkins concerning damage being done LJ
to his property. After some discussion, the above matter was
referred back to the committee.
Alderman Ferguson reported that Mr. Walter King was still
interested in buying the Jim McCluskey property (Lot 5, Block
13, Shappard & Collins Addition) if City would omit interest,
penalty and cost. It was moved by Alderman Ferguson, seconded
by Alderman Hedrick, that City omit interest, penalty and cost
on this property if the Countyi and School, would do the same
on said piece of property. Motion carried.
There being no other business at this date, the Council
stood adjourned subject to the Mayorts.�l ?�
