September 7, 1954.
The City Council met in regular session on the above date with
Mayor Clark presiding and the following aldermen present: J. W.
Clements, Leonard Wood, Grover Hale, Jno. Hancock, J. P. Hedrick,
Joe T. Roach, J. T. Mays and Herman Ferguson.
Others present were City Attorney Chandler and Chief of Pol-
ice Moobe.
Minutes of last meeting were read and approved.
Messrs. Stafford, Baker and Meadors appeared before the
Council requesting the City to extend a water main south of the
Dublin Highway along what would be known as South Dale Avenue.
This matter was discussed and referred to the Water Committee to
be worked out by them.
The Council discussed air-conditioning now installed in the
City Hall building, and also about air conditioning the Fire Dept.
It was agreed not to do anything about this matter this year.
Alderman Clements reported that it had been brought to his
attention that too much water had been taken out of the lagoons
at the Disposal Plant. It was suggested that the Sanitary Com-
mittee please notify Mr. Raymond Jarratt that the City would be
unable to let him have any more water from the lagoons at the
plant.
In the course of discussion concerning the sewer plant, all
problems were taken up by the Council and it was suggested that
the Sanitary Committee look into the matter of water standing too
long causing to many mosquitoes, and my to eliminate as much of
the stench as possible.
.It was reported bhat Mrs. Salisbury would be unable to pay
her water bill for the month of Sept. It was discussed by the
Council and the fact reconized that she was already on charity
for a minimum water bill, that it was agreed in a previous meet-
ing of the Council that all charity customers should pay for all
water over the minimum. No other action was taken.
Alderman Wood reported it had been brought to his attention
that trash was still being dumped in the Bosque River at the cross-
ing on College Farm Road. Also discussed at this time was Methodist
Branch. No action taken but it was agreed that the trash should
be removed out of the Bosque at the Frey Crossing.
The Council discussed again the Home Rule form of City Govern-
ment and it was agreed that the Council would meet in a called
session on September 16, 1954, at 7:30 P. M. for the purpose of
selecting a 15 man commission to draft a Home Rule City Charter.
Alderman Hancock reported he had received two bids on cur-
tains for the City Recreation Hall. The following bids were open:
Sparkman's Trim Shop $747.50; and Mrs. R. W. Caudle $579.00. Also
a bid for repair and dry cleaning installing old front drape. I t
was moved by Alderman Ferguson, seconded by Alderman Hedrick, that
the City accept Mrs. Caudle's bid of $579.00 for the new curtain;
also bid of $45.00 for cleaning and repairing and installation o f
old front curtain. Motion carried.
Hiring of a new janitor was discussed but suggested nothing
be done until the called meeting of Sept. 16, 1954.
It was moved by Alderman Clements, seconded by Alderman Wood,
that $1000.00 be transferred from the Water Works Operating Fund to
the Park Fund. Motion carried.
Alderman Mays read a water report prepared by Blanche Davis,
Water Dept. Cashier, for the year ending August 31, 1954, to the
Council.

It was moved by Alderman Mays, seconded by Alderman Hale,
that bills and accounts be allowed and ordered paid. Motion
carried.
There being no other business at this time, the Council
stood adjourned subject to the Mayor's call.

The City Council met in a called session of this date with
Mayor Clark presiding and the following aldermen present: Grover
Hale, J. W. Clements, Herman Ferguson, Leonard Wood, J. P. Hedrick,
and J. T. Mays.
Mayor Clark reported that the purpose of the meeting was to
select fifteen men to draft a new City Charter. The Council sub-
mitted forty-three names of which was eliminated to the following
twenty names:

It was agreed that the different Council members would contact the
above named men to determine if they could serve if adlected on
the 15 man Charter Commission, and report back at the called meet-
ing of Sept. 23, 1954, at 7:30 PM.
Alderman Hedrick reported that the airport landing light
would not work according to regulation. It was suggested that
the Airport Committee go ahead with whatever action that might be
necessary to correct this situation.
Alderman Hale reported that the Law & Order Committee had
met with Erath County Commissioners in regard to the Counter paying
half a daytime radio oppeerator for the Police Dept., and they pro-
mised to pay half, or 50.00 per month on a daytime operator's
salary. It was agreed that the Law & order Committee go ahead
with the hiring of a daytime operator.
The Finance Committee reported that they would recommend
Luther P. Hale to do the City Audit for the year 1953-54. It was
moved by Alderman Ferguson, seconded by Alderman Hale, that the
City hire Mr. Hale to do this audit for $350.00, and that it be
understood with Mr. Hale that said audit be complete and into the
hands of the City not later than the 14th day of November, 1954.
Motion carried.
Alderman Wood reported that the City was cleaning out the
old storm sewer ditch funning along East Frey St. Also, that
several property owners along this ditch had promised to help
pay for storm -sewer tile if the City would put it in while ditch
was cleaned out. After some discussion, it was moved by Alderman
Wood, seconded by Alderman Hedrick, that the City go ahead with
all necessary installation of storm -sewer tile in this ditch.
Motion carried.

the called meeting of Sept. 23, 1954. There being no other business
