The City Council met in regular session on 1,4ay 4, 19542 with N-1yor Clark presiding and the following aldermen present: J. P. Hedrick, John Hancock, Joe T. Roach, J. T. Flays, Grover Hale, J. W. Clements and Hern.an Ferguson. Others in attandar.ce were `.later Supt. J. P. +rderson, Chief Louis Moore and Joseph A. Chandler, City Attorney. I,Tinutes of previous r^:eeting were read and approved. It was :Moved by alderman Clemerts, seconded by Alderman I�-ays, that the Mayor appoint a committee to canvass the City Election Returns. Motion carried unanimously. The Mayor ap= pointed aldermen Hedrick, Clements and Hale, and the committee reported the returns in order. It was moved by Alderman Ferguson, seconded by Alderman Mays, that the Election Returns be approved. lotion carried unanimously (said Election Returns being attached to and be- coming a part of these n.inutes). Alderman Clements reported that his committee had talked with Mr. Warren Clift in regard to securing right-of-way through the Clift Est. property for a farm to market road from the Dublin Highway to Lingleville Road, but had been unable to get a definite answer from Mr. Clift. After some discussion, it was agreed to refer this matter to the Street Committee for further study, and if possible to work out some deal with the Clift Est. Alderman Clements discussed the City's coming under Social Security. It was suggested and agreed that the City Secretary write br. Burke Johnson, a representative for Social Security, and invite him to meet :rith the Council in the near future at a called meeting. Alderman P-lays reported he had received a number of com- plaints from citizens wanting sewer. Also read at this time was a petition from a group of people living on West Groesbeck St. This matter was discussed and referred to the Sanitary Committee for further study. Alderman Ferguson discussed the recommendations submitted by the Recreation Board. It was moved by Alderman Mays, seconded by Alderman Hale, that the City accept the recommendations of the Recreation Board and hire ins. Robert Hall as summer Recreational Director at the City Park. Motion carried. It was suggested and agreed that Mr. Hall be allowed to hire all employees for summer program at the Park, but will be necessary to submit all employees to Park Committee before Mr. Hall takes any definite action. Alderman Clements discussed the transferring of :�20,000.00 from the different city funds to take care of the balance on monies needed to finish the new City Hall & Fire Station build- ing. It was moved by Alderman Ferguson, seconded ty Alderman Hancock, that �9 000.00 be transferred from the Water'dorks Operating Fund; 5,000.00 from the General Fund; and $6,000.00 from the Police Department Fund to the City Hall & Fire Station Fund. Motion carried unanimously. Alderman Hedrick discussed the releasing of the old City Dump Ground on the Lingleville Road. 18 It was moved by Alderman Hedrick, seconded by Alderman Clements, that the City lease to W. H. Berry,for one year, the old City Dump Gound located along the Lingleville Road for the sum of $$75.00, with the understanding with Mr. Berry that the City reserves the right to forfit said lease upon a reasonable notice and should a Farm to Market Road go through the said piece of property the City will make an ad- justment for balance of lease year. Motion carried. Alderman Clements showed the Council a copy of the draw- ing of the Mural to go in the new City Hall. After some dis- cussion, it was agreed by the Council for the Building Committee to go ahead with any necessary changes in the mural. It was moved by Alderman Clements, seconded by Alderman Ferguson, that $"1,000.00 be transferred from the General Fund to the Park Fund. Motion carried. It was moved by Alderman Ferguson, seconded by Alderman Clements, that the City accept a check in the amount of $4509-00 from Stephenville Production Credit Association for the City. Taxes, with no charge for interest, penalty or cost, for the vears 1951, 1952 and 1953. Motion carried. Navor Clark requested the City Secretary to read Dr. A. E. Lankford's resignation. It was moved by Alderman Hedrick, seconded by Alderman Roach, that the City accept Dr. Lankford's resignation, ef- fective as of May 1, 195t. PTotion carried. It ws moved by Alderman Hedrick, seconded by Alderman Mays, that all insurance policies on City buildings be changed to '.50.00 deductible policies. Motion carried. Chief of Police Moore made several recommendations to the Council: 1. About I;etting radio frequency check. 2. Need of a daytime radio operator. 3 iiuying gasoline through City owned pumps and saving state tax. 4. Changing radio ]and station from present locaticn to new City Hall building. These suggestions were discussed and referred to the Law F Order Committee. The following bids were opened for six 700 x 20 ten ply tired nd tubes: 1. The Evans Co ----------------------- $173.82 2. Brown & Pearcy Motor Co.----------- 288.90 8. 71verett Home & Auto Store---------- 326.76 It was moved by Alderman Clements, seconded by Alderman Mays, that the City accept The Evans Co. bid of $173.82 for the tires and tubes, provided the guarantee is the same as any standard tire and tube. Motion carried. It was moved by Alderman Clements, seconded by Alderman Fergi_ason, that bills and accounts be allowed and ordered paid. &iotion carried.
