The City Council met in called session on the above date with Mayor Evans presiding and the following aldermen present: Doyle White, David Hugon, Chas. Riggins, Philip Price, Herman Ferguson, J. P. Hedrick and Scott D. Reed. Present were Water Supt. Anderson and City Atty. Chandler. Ma yor Evans explained the purpose of the meeting was to allow Mr. Clinton Owsley, utility rate expert now employed by the City, to discuss with the Council what work he had done, also his rec- ommendations in regard to the proposed rate increase of the Gulf States Telephone Co. After hearing Mr. Owsley, the Council decided not to take any definite action but study the matter further and take it up at a later meeting. Representatives of the Gulf States Telephone Co., Messrs. Johnson and Jones, along with the local manager, Mr. Art Anderson, appeared before the Council to discuss the proposed telephone rates further. After more disbizssion, the Council agreed that no action would be taken at this meeting. Alderman Reed, Chairman of the Water Committee, reported it was the committee's recommendation that the City go ahead and pur- chase the new water well equipment now in the City Warehouse which belongs to Briggs -Weaver Machinery Co. of Dallas, Texas. It was then moved by Alderman Hedrick, seconded by Alderman Ferguson, that the City accept Briggs -Weaver Machinery Company's bid of $706o.0o for complete water well equipment. Motion carried. There being no other business at this time, the Council stood adjourned subject to the Mayor's call. ATTEST: Mayor. G' `Uf ty Secretary. Stephenville, Texas April 2, 1957. The City Council met in regular session on this date with Mayor Evans presiding and the following aldermen present: Doyle White, David Hugon, Chas. Riggins, Philip Price, Herman Ferguson, J. P. Hedrick,and Scott D. Reed. Present for the meeting were City Attorney Chandler, Water Supt. Anderson, Chief of Police Cornell and Street Supt. McMahan. Minutes of Previous meetings were read and approved. The Council discussed and agreed to have a called meeting on April 4th at 11:50 A. M. to canvass the City Election Returns of April 2nd. Mayor Evans discussed the immediate need of a storm warning device, then requested the Council's permission to look into the matter further, also try to secure some form of warning signal in the event of a tornado. This was agreeable with the Council members and they gave the Mayor authority to locate some form of storm warn- ing and have same installed. Mayor Evans reported that the First Christian Church was con- sidering setting the sidewalk %long Race Street, in front of the Church, back far enough to allow diagonal parking if the City,had no objections. This would make more parking space available along said street. The matter was discussed, the Council reported they had no objections, but would like to discuss it more completely at a later meeting. 1-24 It was moved by Alderman Hugon, seconded by Alderman Reed, that the City accept deed from East Memorial Cemetery Association of Stephenville, and the price of all lots to be $p25.00 per one grave space, effective of this date. Motion carried. It was moved by Alderman Reed, seconded by Alderman White, that the hiring of a City Dog Catcher to pick up and destroy all dogs not having a valid license tag be referred to the Law & Order Committee to be worked out by them. Motion carried. Mr. W. B. Hale appeared before the Council requesting the City to bring a delinquent tax suit against property in the Clifton Heights Addition. After discussion, it was moved by Alderman Reed, seconded by Alderman Ferguson, that the City authorize City Attorney Chandler to prepare delinquent tax suits against the following des- cribed property: Lots 5-6, Block 14, Clifton Heights; Lots 3-4, Block 13, Clifton Heights; Lot 12, Block 6, Clifton Heights; and Lots 1-2, Block 14, Clifton Heights. The motion was carried. It was moved by Alderman Hedrick, seconded by Alderman Price, that $1500.00 be transferred from General Fund to Park Fund, and $1000.00 be transferred from General Fund to R & B Fund. Motion carried. It was moved by Alderman Reed, seconded by Alderman Riggins, that the City send the City Secretary to the Governmental Accounting & Finance Institute School to be held at the University of Texas in Austin, April 29th-and 30th. Motion carried. It was moved by Alderman Hugon, seconded by Alderman Reed, that bills and accounts be allowed and ordered paid. Motion carried. Hedrick and Scott D. Reed. It was moved by Alderman Reed, seconded by Alderman Ferguson, that the Mayor appoint a committee to canvass the City Election Returns. Motion carried. The Mayor appointed Aldermen Reed, Ferguson and Hugon as this committee and they in turn reported the election returns in order. It was moved by Alderman Hedrick, seconded by Alderman Riggins, that the election returns and payroll for holding same be approved. Notion carried. (Said election returns being attached to and be- coming a part of these minutes). There being no other business at this time, the Council stood adjourned subject to the Mayor's call.
