January 23, 1958.
The City Council met in called meeting on the above date
with Mayor Evans presiding and the following aldermen present:
Virgil Dickerson, Chas. Riggins, Philip Price, Albert Graves,
J. P. Hedrick, Scott D. Reed and J. C. Oliver Jr.
The meeting was to further discuss the leasing or purchas-
ing of Lots 3-4. Block 111, City Addition, belonging to Mr.
Be M. Stone. It was agreed by the Council not to purchase the
Stone property at this time, but to be on the lookout for prop-
erty more convenient to the square.
Chief of Police Cornell reported the Yellow Cab Taxi Co.
appeared to be going out of business and that Mr. H. K. Jones
was interested in starting his own cab business, had asked that
he be issued a permit and if there was any objections from the
Council to this permit. After discussion , it was moved by
Alderman Dickerson, seconded by Alderman Graves, that Chief
Cornell be authorized to issue H. K. Jones a Taxi Cab Permit.
Motion carried.
No other business at this time so the Council stood ad-
journed subject to the Mayor's call.

The City Council met in regular session on this date with
Mayor Evans presiding and the following aldermen present: David
Hugon, Virgil. Dickerson, Chas. Riggins, Philip Price, Albert
Graves, J. P. Hedrick and Scott D. Reed.
Minutes of last meetings were read and approved.
Present at the meeting were City Attorney Chandler, Chief
of Police Cornell and Water Supt. Ganns.
Mr. J. M. Foust appeared before the Council asking that
some adjustment be made on the valuation placed on his property
(Lots 9-10, Block 1, Poulter Addition) by the Board of Equaliza-
tion for the tax year 1957. Mr. Foust explained that he had not
moved the house onto this property until after January 1, 1957,
therefore full value for this tax year would be unfair but he was
willing to pay half this amount. After some discussion, it was
moved by Alderman Dickerson, seconded by Alderman Reed, that Mr.
Foust be allowed to pay $14.00 for his 1957 City Tax instead of the
$28.00 now on Tax Roll; that the City Tax Collector & Assessor be
allowed to credit the Tax Roll for $14.00, also show adjustment on
Page 301, line 36, of the 1957 City Tax Roll. Motion carried.
It was moved by Alderman Reed, seconded by Alderman Graves,
that the annual City Election be called to be held on April 1,
1958, in accordance with Election Ordinance on Page 86C of Minute
Book F, and the State Statutes proceedure for use of the secret
ballot. The Election to be for one alderman from each of the
four wards to serve a two year term of office, and one mayor for a
two year term of office. Motion carried.
Mayor Evans appointed the following committee to select a
City Election Judge and he in turn to select his assistants: J. P.
Hedrick, Chas. Riggins and Philip Price. This committee reported
that they had selected Mr. Homer Stephen as City Election Judge.

Alderman Reed reported that Mr. John Deane Sr. was complain-
ing over the City having a fence around a portion of land which once hx&x�
had been a part of Sloan Street, which runs east and west beside
the City Pump House, and claimed this land was his and wanted the
City's permission to allow him to remove said fence. After dis-
cussion, the Council instructed Water Supt. Gann to keep the above
mentioned land under Cityts fence and control until he was further
advised.
Rev. Foreman, of the Riverside Baptist Church, came before the
Council requesting the Cityfs aid in a drainage problem in front of
the church. After discussion, this matter was referred to the
Street Committee and they in turn to report back to Council their
recommendations at a later meeting. _
Alderman Dickerson reported that he had discussed with Mrs.
Lillie D. Trewitt t;jo Cityts using a part of her property described
as East a of Lot 5, Block 63, City Addition, as a free parking lot.
This matter was further discussed and the Council agreed, by the
following motion, to authorize Alderman Dickerson to try and work
out some reasonable agreement with Mrs. Trewitt: It was moved by
Alderman Graves, seconded by Alderman Riggins, that Alderman Dick-
erson be authorized to work out an agreement with Mrs. Lillie D.
Trewitt for the City to use the East z of Lot 5. Block 63, City
Addition, for a parking lot.- Motion carried.
Alderman Graves reported that Mr. Joe Meador was building
some houses on a new street, deeded to the City by Mr. Meador at
a regular meeting of the Council on January 7, 1958; that Mr.
Meador wanted the City to extend sewer line to these new homes.
In discussing this matter, it was brought out that it would be
necessary to run this new sewer line 1100 feet in order to reach
these houses. After further discussion, it was agreed that the
City continue with the same policy of extending sewer lines which
has been followed in the past and if Mr. Meador wanted this sewer
lin run to these houses he would have to pay, then be reimbursed
by the City later as his property developes.
Alderman Graves reported that he had received several com-
plaints regarding a cow lot in the northwest part of town. This
was discussed and referred to the City Health Officer.
It was moved by Alderman Hugon, seconded by Alderman Dicker-
son, that a follow-up letter be mailed to all property owners with-
in the City Limits who are not connected on City sewer, and where
sewer taps are available it will be necessary that they connect on
sanitary sewer line immediately. Motion carried.
Alderman Riggins reported that the Kiwanis Club wanted the
use of the City's addressograph machine, free of charge, to make
a mailing list to be used by the club. It was moved by Alderman
Reed, seconded by Alderman Graves, that the City allow the Kiwanis _
Club use of the machine free of charge. Motion carried.

Mayor Evans requested City Attorney Chandler to look into the }
possibility of bringing the Lingleville Highway into the City Limits
and report back to the Council at a later meeting.
Alderman Reed discussed the need of raising water and sewer
rates outside City Limits and after some discussion the following
motion was made: It was moved by Alderman Reed, seconded by Alder-
man Dickerson, that all water meter connections outside City Limits
be raised from $3.50 to $5.50 for 3,000 gallons of water (minimum),
and all sever connections be raised from $1,00 to $3.00. This raise
to become effective as of March 15, 1958. Motion carried.
Mayor Evans requested City Attorney Chandler to read and discuss
a rew proposed ordinance prohibiting, and making an offense the open-
ing, of any water meter. After discussion, it was moved by Alder-
man Graves, seconded by Alderman Reed, that the ordinance prohibiting
and making an offense the opening of any water meter be passed (said
ordinance being attached to and becoming a part of these minutes).
Motion carried.

AN ORDINANCE PROHIBITING AND MAKING AN OFFENSE THE OPENING OF ANY
WATER METER BOX OF THE CITY OF STEPHENVILLE BY ANY PERSON OTHER THAN
A DULY AUTHORIZED CITY EMPLOYEE, FIXING THE FINE AND PENALTY FOR ANY
SUCH OFFENSE AND DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
It shall be unlawful and it is hereby declared to be an offense
for any person other than a duly authorized city employee to open a
city water meter box, such city water meter box being the closed box
which houses the meter measuring the water to each city water user and
consumer.
Section Two
Any person violating this ordinance shall be deemed guilty of
a misdemeanor, an offense, and upon conviction thereof shall be fined
in a sum of not less than $5.00 nor more than $75.00.
Section Three
The fact that the opening of meter boxes by others than employees
of the City of Stephenville duly authorized to do same is resulting in
damage to the meter boxes and in some instances the leaving of such
boxes open and the lids thereof loose upon same thus creating a hazard
to persons walking adjacent to such boxes and in some instances who
step upon same with the lid loose and open, creates an emergency and an
imperative public necessity that this ordinance go into effect immedi-
ately from and after its passage and publication as provided by law;
and any provisions of the ordinances of the City of Stephenville or of
the law providing otherwise are hereby suspendeded.
Section Four
This ordinance shall be in effect immediately from and after its
passage and publication as provided by law.
