The City Cauneil•,met in called session on the above date with Mayor Evans presiding and the following aldermen T esent: David Hugon, Doyle white, Chas. Riggins, Philip Price, Herman Ferguson, J. P. Hedrick, Dean Murray and Scott D. Reed. Others present were City Atty. Chandler & Water Supt. Anderson. Mayor Evans stated that the purpose of this meeting was to hear the recommendations of the Engineering Firm of Reaves & Gregory on Sewer Improvement Project bids which had been received May 24, 1956, and turned over to the above engineers for tabulation. Mr. Gregory advised the Council that his office had checked I a 11 bids which had been received and it was their recommendation that Steed Construction Co. would be their number one choice. After some discussion, it was moved by Alderman Hedrick, seconded by Alderman White, that the City accept the bid received from J. C. Oliver Construction Co. of $134,318.51 to handle the sewer improvement project. Motion carried unanimously. It was suggested, and agreed, that the inspection work on the sewer improvement project be handled by Mr. Percy Anderson or one of his employees. It was moved by Alderman White, seconded by Alderman Reed, that the Council authorize the Mayor to sign all necessary forms, with J. C. Oliver Construction Co., same to be attested by the City Secretary. Motion carried. It was suggested, and agreed, that due to gravity flow work should begin on the Glenrose and Morghn Mill Roads first, and if possible the new lift station. Opened and read at this time was the following applications for Asst. Tax Collector & Assessor: 1. Reuben A. Harris. 4. Luid Sharp 7. Lynn Cornell 2. Jimmie F. Wads 5. Gaines H. Riley 3. Ernest B. Harris 6. Mel Peterson After some discussion, it was moved by Alderman Reed, seconded by Alderman Ferguson, that the Gity hire Lynn Gornell as Asst. Tax Collector & Assessor at a starting salary of $215,00 per month, JL with a $10.00 per month raise at the end of three months, and additional $10.00 per month at the end of another three months, to become effective as of June 15, 1956. Motion carried unan- imously. It was moved by Alderman White, seconded by Aalderman Hugon, that the City accept applications for the position of City Pol- iceman at a salary of 21$0-00"per month, all applications to i be in the office of the City Secretary not later than 5:00 P.M. June 5, 1956. Motion carried unanimously. The Council discussed the appointment of an Asst. Chief of Police and a City Fire Marshal, but it was suggested not to take any action.on this matter until the regular meeting in June. Alderman Price discussed the difference in the Day Radio Operator's salary in comparison with those City employees doilig similar work, and suggested that the Day Radio Operator's salary be raised. This matter was further discussed but no action taken. The complaints being received on vacant lots needing to be cleaned up were discussed. It was suggested and agreed that the City Secretary contact these owners of vacant lots,upon a com- plaint, and request that they be cleaned up and if necessary file a complaint against owners in the City Court for failure to clean up his property. for the Tax Department, and to set his salary. 2. That the Office of City Fire Marshal be taken out of the Tax Department Office. 3. That a city employee, Mr. Lynn Cornell, had made appli- cation for the job of assistant tax collector & assessor, was also for their consideration. It was suggested that the Fire Committee look into the matter of the new Fire Marshal regarding any details it might involve and report back their recommendations at next regular meeting. The Council discussed the hiring of an assistant for the Tax Department and it was moved by Alderman Reed that the City hire Mr. Lynn Cornell as assistant tax collector & assessor at a salary of $235.00. After further discussion, Alderman Reed requested that his motion be withdrawn. It was then moved by Alderman Reed, seconded by Alderman Hedrick, that the City accept applications for the job of assis- tant tax collector & assessor at a salary of $215.00 per month and the Council to consider a $20.00 per month raise in salary after six months; all applications to be in the office of the City Secretary not later than 5:00 P. M. May 29, 1956. The motion carried. Alderman Hugon'reported that he had received sealed bids for repair to the dwelling and hangar at the City Airport from the following: 1. Higginbotham Lumber Co.---- ------- ----- $431.45 Tax -Tone --- ----- 564.35 2. Clay Bldg. Material Co:----------------$403.80 Tex -Tone ---- ---- 540.60 It was moved by Alderman Hugon, seconded by Alderman Hedrick, that the City accept the low bid of $540.60 from Clay Bldg. Mat- erial Co. for this repair and painting at the airport hangar, also for painting, repair and tax -tone of two roams and bath at the dwelling. Motion carried. Alderman Riggins reported the Stephenville Fair Association had promised to contribute $300.00 toward the building of an extra shed for livestock, same to be located on the east side of the City Auction Barn, if the City would furnish the balance. Also discussed at this time was a pavilion type building on the south side of the swimming pool which would cost approximately $3300.00. It'was suggested and agreed that if the Garner Park Committee would furnish one half of this amount the City would agree to work out the balance at the next regular meeting. The City's need for a street sweeper was discussed at this time. Along this line, Alderman White reported he had seen two second-hand street sweepers in Dallas and if the Council was agreeable he would be glad to look them over and report back at a later meeting. Alderman Price reported the Police Department needed a radio receiver, 260 frequency, vh ich would enable them to have contact with the Fort Worth Sheriff's Office. The cost of this receiver to be approximately $150,00. Alderman Price said he believed Erath County would pay 1/3 and Civil Defense 1/3, leaving 1/3 for the City. It was moved by Alderman Hedrick, seconded by Alderman Reed, that Alderman Price be authorized to purchase one 260 frequency radio receiver, provided Erath County and Civil Defense would pay a 1/3 each.
